Is your state attracting “secondary migrants?” Minnesota tops the list

Secondary migrants are refugees who were settled first by the US State Department and a contractor in one state, but choose to move usually because they want to be with their own kind of people, or they find employment and/or social services more desirable elsewhere.

When we first began writing this blog in 2007, we were told it was impossible to track the secondary migrants because it’s America and no one has to report where they move to.  Indeed over the last 40 years we have admitted over 3 million refugees, so no one could possibly track them.  So, I was surprised to see that in ‘Key Indicators for Refugee Placement FY2014’ the feds are reporting that they have tracked secondary migrants, but surely (the numbers are so small) it must be the most recently resettled ones that are being tracked.

I don’t know what they mean when they say “states report” (page 9).  Who in the “state” is keeping track, the non-government contractors, or some agency of state government?

Each year states report on the number of refugees and entrants who moved to a different state outside of their original resettlement location.

Check out the list!

Top five states with the most out-migration are:  Arizona, California, New York, Texas and Pennsylvania  (but as a percentage of the huge numbers resettled in CA, NY and TX these numbers are probably not that meaningful).

States with the most in-migration of secondary migrants are:  MN (by a huge margin), OH, Iowa, FL and OK.

Secondary migrants are surely the reason the St. Cloud, MN Somali population is booming.

Our previous posts on this important document, Key Indicators…., are here.

The feds and contractors need to find more resettlement towns and cities

The ones they have are at the saturation point and so the hunt is on!  (Get it Wyoming!)

It’s been on actually for some time, but last summer the State Department (PRM) and the Dept. of Health and Human Services (ORR) began to spell out what they are looking for in a “welcoming” community.  They published their ‘guidance’  in a boring-sounding report entitled, ‘Key Indicators for Refugee Placement in FY 2014.’

I had the report, but had filed it away for a slow day, which didn’t come until last week.

Bottomline is that they want to find out where they can get the best goodies for refugees in a welcoming atmosphere!  They have compiled state data for “stakeholders:”

…including state-by-state employment rates, health insurance access, average housing costs and state minimum wages.

They have had eleven meetings since 2011, some are conference calls, but others are site visits like one they described in Minnesota:

… ORR and PRM staff conducted a joint site visit to Minnesota and engaged with representatives of a resettlement agency, area service providers and the state and local government to discuss resettlement needs and gauge local support and capacity for new resettlement possibilities.  [They love that word capacity!—-ed]

See the full report, we will have more to say about it in coming days.

See our ‘where to find information’ category for more on reports like this one, statistics etc. that you will need to educate your communities.

Hmong woman scams St. Paul library system

For a little break from the usual immigrant-run welfare fraud (food stamps and healthcare) we’ve written about lately, here is a story from December (‘pungentpeppers’ found it recently on a Hmong website) about a different sort of fraud.

LOL! I guess you can say that immigrants bring ‘vibrant diversity’ even in their schemes to rip-off Americans.

Nhia Vue displayed ‘vibrant diversity’ in her method of fraud.

The Hmong website story is here.  But, it is originally from the Star-Tribune:

A childless St. Paul woman allegedly created library cards for 24 imaginary children in order to steal thousands of dollars in video games and DVDs from the Ramsey County library system.

Nhia Vue, who turns 23 Thursday, has been charged in Ramsey County District Court with one count of theft.

According to the complaint, she checked out 50 video games, 41 DVDs and 21 books from different county public library branches between May 13 and June 4. The items were valued at just over $4,100.

The charges said she pawned 46 games and 22 DVDs. Authorities recovered some of the items, which showed signs of tampering. Library labels were peeled off and library markings on the DVDs were blackened with a permanent marker, the charges allege.

“I’ve never had … anyone take advantage of the library system in quite this way,” Library Director Susan Nemitz said. “It’s wildly disappointing.”

[….]

“Vue admitted she doesn’t have any children and each of the accounts she created is for a fictitious person,” the charges said. “Vue claimed her problems started because she is disabled and cannot stand on her foot for a long period of time.

She is surely already on disability and food stamps!

She allegedly told authorities that she knew what she did was wrong, but that she needed money for food and spending.

How does she have a tax return at her apparent level of income?

“I didn’t look at it as stealing,” she said, according to charges. “I looked at it as borrowing. I thought I could pay them back on my taxes.”

Just last month we reported on more serious Hmong crime stories, here.

How many Hmong do you have?

Wikipedia has this summary of the numbers of Hmong living in the US thanks to the refugee resettlement program:

States with the largest Hmong population include: California (86,989; 0.2%), Minnesota (63,619; 1.2%), Wisconsin (47,127; 0.8%), and North Carolina (10,433; 0.1%), Michigan (5,924; 0.1%), Colorado (3,859; 0.1%), Georgia (3,623; 0.03%), Alaska (3,534; 0.5%), Oklahoma (3,369; 0.1%), and Oregon (2,920; 0.1%).[2][8] The metropolitan areas of Fresno and Minneapolis-St. Paul have especially large Hmong communities.[9] The City of Wausau in Wisconsin has the largest Hmong population per capita in the United States. 3,569 Hmong people live in Wausau (9.1% of its population).

Today, according to the 2010 U.S. Census, 260,073 people of Hmong decent reside in the United States up from 186,310 in 2000.[10] The vast majority of the growth since 2000 was from natural increase, except for the admission of a final group of over 15,000 refugees in 2004 and 2005 from Wat Tham Krabok in Thailand. Of the 260,073 Hmong-Americans, 247,595 or 95.2% are Hmong alone, and the remaining 12,478 are mixed Hmong with some other ethnicity or race. The Hmong-American population is among the youngest of all groups in the United States, with the majority being under 30 years old, born after 1980, with most part-Hmong are under 10 years old.[11]

Which refugees came to your state in fiscal year 2012

Just now, when I checked data for how many refugees we resettled from Afghanistan, I came across this data for which states took which refugees in fiscal year 2012.   Although fiscal year 2013 ended on September 30th, 2013, I am not seeing the latest data.

African refugees arrive in Texas. Gee, isn’t this the number one red state the Leftists are aiming to turn blue?

I urge you to visit these Office of Refugee Resettlement state statistics to see from which countries refugees arrived in your state.

The top receiving states were:

Texas:  5,923

California:  5,173

Michigan:  3,594

New York:  3,528

Pennsylvania:  2,809

The states which received the least number of refugees were:

Of course Wyoming with zero and not even on the list (they have wisely stayed out of the program, so far!)

And, this is so interesting Delaware is not on the list either.  Isn’t that funny!  Senator Joe Biden was one of the chief sponsors of the Refugee Act of 1980 along with Ted (don’t-bring-them-to-Hyannis) Kennedy and yet Delaware took no refugees.

Hawaii:  1

Montana:  1

Mississippi:  8

Arkansas:  10

District of Columbia:  14

Go have a look!

Are Afghan immigrants bringing their treatment of women to America?

‘Modesto man accused of holding wife captive appears in court’ is the title of news yesterday from the Modesto Bee, thanks again to reader ‘pungentpeppers’ for spotting it.

Hillary helping women in Afghanistan, how about the ones in America!

A man accused of holding his wife captive for five months inside a Modesto home appeared in court Tuesday afternoon for the first time since his arrest Sunday.

Fnu [first name unknown–ed] Masehullah, 26, has been charged with false imprisonment and attempting to prevent a victim or witness from reporting a crime, both felonies, along with a misdemeanor count of battery on his spouse.

Authorities believe Mohammad Idrees, Masehullah’s brother, assisted in holding the woman captive, according to a criminal complaint filed Tuesday. Idrees is charged with felony false imprisonment and misdemeanor battery on his brother’s wife.

The couple is the product of an arranged marriage, authorities say, and the two appear to be from Afghanistan.

The complaint indicates the woman was held captive from Sept. 1 through Sunday, when Modesto police found her in north Modesto. Officers responded after a report of a fight between two people at the Marshalls store shopping center at McHenry and Standiford avenues.

The dispute was apparently between Masehullah’s wife and his brother. Authorities said the woman was found wearing a robe and a traditional Middle Eastern head covering.

There is more, including this line:

The judge also arranged to have a court-appointed Farsi interpreter appear with Masehullah in court next week to ensure he understands his rights and the judicial process.

It is just what we mentioned yesterday—local jurisdictions must pay for interpreters!

Are these creeps refugees?

Until we learn otherwise, let’s assume these Afghans got into the US as refugees or as asylum seekers.  Here are some numbers to consider.  I didn’t look for any of the Special Immigrant Visa numbers—-those are the refugees we let in who supposedly helped the US military in Afghanistan.

It is hard to find numbers in one place when the Office of Refugee Resettlement is 3 years behind the times in publishing its legally required Annual Report to Congress so these numbers are from several sources.  As of January 31st, the ORR owes Congress reports for fiscal years 2011, 2012, and 2013!

From 2001-2010 we admitted 10,459 Afghan refugees.   2010 Annual Report

2011:  428

2012: 449  (California got 105 of them that year)

2013:  661

We will keep an eye on the story and, as we learn more, we will let you know how these Muslim “brothers” happened to be adding to the ethnic diversity of America.
