Uzbek refugee admits he wanted to kill California prison warden by slitting his throat

This is one of those stories I’m sick of writing about.  I’ve followed Fazliddin Kurbanov’s ‘career’ since his arrest in Idaho in 2013.
He is one of those Uzbeks that we have admitted to the US since the Bush Administration who were already radical Islamists back home, and why we took hundreds is still a mystery. Rumor is that the CIA and State Department teamed up to get them here.
This is the latest at The Sun (San Bernardino):
By the way, some stories just list him as an “Uzbek national” but others, like ABC here have it right.  He was a refugee, now he will cost US taxpayers a fortune as we care for him in prison!

An Uzbek national already serving a 25-year terrorism-related sentence has entered a guilty plea for trying to slit the throat of the warden of the Victorville federal prison in a 2016 attack.

Fazliddin Kurbanov, 34, faces sentencing on June 4 before United States District Judge Virginia A. Phillips in Los Angeles after he entered a guilty plea Tuesday, March 13, to one count of attempted murder of a federal officer. 

Kurbanov attacked then-Warden Calvin Johnson of the Victorville Federal Correctional Institute on May 31, 2016 in a dining facility, where Johnson was standing “near the serving line to be accessible to inmates during the lunch service” court papers said.

Kurbanov, armed with an approximately 4-inch prison-made shank, grabbed Johnson from behind and tried to cut the warden’s throat; when Johnson raised his hands to protect his throat, Kubanov instead slashed the warden on his left side, the document said.

Kurbanov admitted in an interview with authorities that he had made the shank, found a way to conceal it, and intended to kill Johnson with it, the court papers said. The attack took place five months after Kurbanov was sentenced in the terrorism case in Idaho.

Johnson was seriously injured in the attack, but has recovered and is now working at another prison in the federal system, the U.S. Attorney’s office in Los Angeles said in a statement.

In January 2016, Kurbanov was sentenced to 25 years in prison for for conspiring and attempting to provide material support to a designated foreign terrorist organization and possessing an unregistered destructive device. He was convicted after a trial.

Prosecutors in that case said Kurbanov made contact with a website for the Islamic Movement of Uzbekistan and discussed with the website administrator “his animosity toward Americans, particularly the military; his desire to build a bomb; possible targets in the United States, including military bases in Idaho and Texas; and his need for instruction on how to construct and remotely detonate a bomb,” according to a statement by the U.S. Attorney’s office for the District of Idaho.

He also discussed possible targets with an FBI confidential source, including the United States Military Academy at West Point, the prosecutor’s office said.

His Idaho trial came at a time when tensions began to rise in that state about the UN/US Refugee Admissions Program. The US attorney and others went to great lengths to minimize the news about the trial.

Barnett: Trump could take one simple step to give states back the power to withdraw from the refugee program

Don Barnett lays it out (what Donald Trump could do virtually overnight) in the Washington Times on Tuesday.
First some of the background:

When the Obama administration raised the refugee admission quota for fiscal 2017 to 110,000, New Jersey, Maine, Kansas and Texas formally withdrew from the resettlement program.

Actually, this is a program states can never leave. A Clinton-era regulation prevents states from meaningfully withdrawing from the federal refugee resettlement program. If history is any guide, those states that left the program are getting more refugees now than they would have had they stayed in the program.

The only reason it is not evident is because the national quota for 2018 was lowered by the Trump administration to 45,000; the fiscal year will likely end with a number even smaller than that.

Reform the law while President Trump is in power, or else!

By law the president can zero out the quota altogether and a new president could increase it to 200,000 or higher. Before that happens, it may be wise to look at reforming the program.

First step!

At least one reform would fit in with the president’s goal of putting the federal government back into its proper constitutional role vis a vis the states.

The Refugee Act intended to insulate states from program costs. The bill’s Senate sponsor, Edward Kennedy, noted the program would “assure full and adequate federal support for refugee resettlement programs by authorizing permanent funding for state, local and volunteer agency projects.”

Unlike other legal immigrants, refugees are eligible for all federal welfare programs on the same basis as citizens upon arrival. (This is a lifetime entitlement for refugees who become citizens.)

Substantial costs have been purposely shifted to state taxpayers over the years.

Likely in response to rumblings from state governments about exiting the program, the Clinton administration promulgated regulation 45 CFR 400.301 in 1994 allowing resettlement contractors to continue operations in a state regardless of state objections. This arrangement allowed private contractors to operate independently with no input from state government. Regulatory fiat guaranteed that a state could never get out of the program or escape its fiscal impact on state revenues.

Prior to 45 CFR 400.301 the states were participating in and paying for a voluntary program from which they had every right to withdraw at any time with the expectation that no refugees would be resettled in the state.

Repeal it Donald! Repeal it!

Repeal of 45 CFR 400.301 would have the immediate effect of allowing states to withdraw from the U.S. refugee resettlement program.

It is the Tenth Amendment stupid!  (Off topic, but don’t you think it’s riot that the state of California is pushing back against the US Justice Department on immigration using the States’ Rights provision of the Constitution!)

Regulations can be repealed and they can be reissued. A judicial decision on the Tennessee lawsuit’s principle question on just how far the federal government can impose on a state’s control over its own resources is still needed and extends beyond the refugee resettlement program.

And, then as I intone on a regular basis—Where is Congress? The original Refugee Act of 1980 must be dumped and rewritten (if the voters want a rewrite). And, the window is open now while Trump is in office!
Forget the ‘humanitarian’ mumbo-jumbo….
I suspect it is the Republican leadership driven by the Chamber of Commerce and giant corporations that keep the law from ever being seriously reviewed by Congress.
Looking for something to do?
Contact the White House and tell the President that federal regulation 45 CFR 400.301 violates the Tenth Amendment and you want him to dump it.  Tell him also to get moving with long term reform to the Refugee Act of 1980 that set up the present system of paying (on a per head basis) NGO contractors to place refugees in your towns without notice or discussion.

Cut to the chase—refugee labor is cheap labor

For goodness sake, let’s have the debate.

Do we need more low wage labor? 

That should be the debate.  Anything else is just mud being thrown around to confuse the taxpaying public and make people feel guilty about questioning our LEGAL immigration programs.
For instance, this story at something called ‘Workforce’ posits that refugees’ greatest contributions are that their hiring brings much-needed diversity to the work place—WTH!
Diversity! Like the diversity Muslim refugees bring when they file lawsuits against meatpackers for special prayer privileges in slaughter plants?  

And, just forget the notion that the US Refugee Admissions Program is a solely humanitarian effort on the part of the US—it is about the movement of labor around the world (and about Democrat voters), but not first about welcoming the stranger!

Let me repeat! If America needs cheap (compliant immigrant) labor, have that debate and leave the diversity/humanitarian mumbo-jumbo out of it!

The “U.S. Employers’ Guide to Hiring Refugees” highlights the positive aspects businesses reap when hiring refugees. Diversity tops the list of what refugees bring to the workplace, according to Gideon Maltz, executive director of Tent Foundation, a nonprofit organization that works with businesses to help them integrate refugee workers into their workplace. Whether it’s experience or language, refugees can provide new insights from their respective countries.

“A more diverse workforce fosters new ideas and innovations, which is necessary in our more competitive, global market,” Maltz said.

Finding those refugee workers poses a challenge, based on recent statistics.

Based on the Tent Foundation guide, a refugee is “an individual who is unable to return to his or her home country due to a well-founded fear of persecution based on race, religion, nationality, political opinion or social group.”

Employers have options beyond refugees if they want to diversify their workforce with foreign workers. Immigrants on an H-1B visa, which allows U.S. companies to employ foreign workers in specialty occupations, also bring with them their foreign experiences and knowledge.  [I’ve skipped most of the discussion about other legal immigration programs to bring in foreign workers. The reporter seems to be mixing them up with the refugee program anyway. Most refugees don’t come in with special skills.—ed]

Burke [Richard Burke, CEO of Envoy Global, an enterprise platform that works with companies to make the hiring and managing process of a global workforce easier]  reasoned that businesses could be putting more of an effort into introducing more immigrants because they see the benefit diversity brings to a company’s culture.

“To address the supply and demand imbalance employers are saying, ‘We have opportunities, we want to grow, we want to contribute to the economy,’ ” said Burke.

“But to do that we need the talent and the workers to do it. And the only way to do it is through foreign national talent.”

Envoy Global’s “2018 Immigration Trends Report” looks at opinions of employers on immigration and their hiring process. Based on the report, businesses that would like to implement this strategy are finding it difficult to do so in the face of the tougher immigration standards.

“Eighty-five percent of respondents say the U.S immigration program policies have impacted their ability to hire,” said Burke.

Contact the refugee contractors!

It was the recently ousted Lutheran CEO Hartke who signed the deal with the Tent Foundation to write their hiring guide.

We already know from past reporting that some of the usual gang of nine refugee contractors***are working with global meat companies to help them find and retain cheap (compliant because they can’t go home!) refugee labor.
Workforce continues….

For potential employers that want to hire refugees, Maltz advises them to reach out to their local resettlement agency since those organizations can help with logistical details. Managers should also prepare to spend extra money on English as second language courses and other programs to help new workers acclimate to their new home.

“[It] may require some upfront investments but these are small in relation to the benefits refugees will bring to your company,” Maltz said.

Yup! They mention the “higher retention rates” of refugee laborers. Of course, because again, they can’t go home and are dependent on their handlers at the refugee contracting agencies for their other needs.

So cut the crap, stop throwing the mud around, and have the debate about US labor shortages (does it exist and what is the best way to deal with it, if it is even true)!

Minnesota: Playing the criminal name game again!

Too funny! Send me more of these stories, like the ones I mentioned in my post a couple of days ago, here, where I explained that readers are virtually never told anything about the immigration status or ethnicity of someone arrested. They are simply referred to as the “_____ man.”
From his photo and his name we know he is Somali and likely a refugee (from a refugee family) since the vast majority of Somalis in the US came in through the UN/US Refugee Admissions Program.

Student, 19, Charged For School Shooting Threat On Snapchat

MINNEAPOLIS (WCCO) – A 19-year-old man faces charges after allegedly threatening a school shooting via social media.

According to a criminal complaint, Omar Fuad Abdi is charged with one count of terroristic threats.

The complaint states police responded to Ubah Medical Academy*** in Hopkins Tuesday on a report of a student with a bullet.

A staff member told police he took a bullet from Abdi during gym class. He also said he had a video of Abdi robbing someone with a handgun.

When police spoke to Abdi, he said he was the person in the video, but the robbery was staged and the gun was a BB gun. He said he found the bullet outside of the school.

Wednesday, police were alerted to a threatening Snapchat post by Abdi.

“School shooter coming tmr [sic] !!! Go tell the cops,” the message read.

Police met with Abdi at the school, where he admitted he wrote the message, but did not actually intend to shoot anyone. According to the complaint, he “wanted to see how people would feel after learning of the post.”

I know every one of you, when you see stories like this one, want to know where he is from and how he got here. As Ann Coulter says, we all get out our “secret decoder rings” and play the name game.
But, the police and the mainstream media seem hellbent on keeping that information secret.

Special Immigrant Visas for Afghans help refugee contractors stay afloat

I heard recently that the refugee resettlement agencies (the big nine)*** which the State Department contracts to place refugees in your towns and cities were busy resettling ‘interpreters’ from Afghanistan and those federal payments were helping keep them financially afloat.
So…I checked some numbers at Wrapsnet and was amazed by what I saw.  Sure enough we are bringing in Afghans at an astounding rate.

From FY08 to FY18 we have admitted 49,358 ‘interpreters’ from Afghanistan and that number does not include their spouses and children. Holy cow!

Were there really nearly 50,000 people doing translation work for us? (And, more to come!) 
I know I can hear it now—-shouldn’t we take care of those who helped us in Iraq and Afghanistan (while we were helping their countries!), but really, 50,000 and more!  (I think you can also surmise from this flood of supposedly friendlies out of Afghanistan that we are done there, but that is a story for another blog.)

Know that our usual bunch of federal contractors are paid to place those ‘refugees’ as well.

I early on wrote about the Special Immigrant Visa program for Iraqis that ol’ Ted Kennedy got placed in a Defense Authorization bill in the dark of night in 2006, but have never followed it closely. (Numbers of slots available were low. For comparison, we admitted 18,084 ‘interpreters’ from Iraq during the same time period we have admitted nearly 50,000 Afghans!).
However, I see this morning that Donald Trump, when signing the Defense Authorization bill for FY18, also signed in to law a new Afghan Special Immigrant Visa program which permits the entrance to the US of thousands more Afghans in that category.
Read all about it here, and note that the ‘interpreters’ don’t even have to have been employed directly by the US government! They could have been working for allies and presumably NGOs too!  
(I have something else I have to do today, so this is just your intro. to this under-the-radar push for more Middle Easterners to be distributed around the US.)

See that in Trump’s first (partial) year in office (FY17) we admitted an astounding 16,866 ‘interpreters’ and in this fiscal year (2018) to March 5th we have already admitted 7,017! Again those numbers do not include spouses and children.
To conclude, although the regular refugee numbers are way down as we reported here.

8,583 refugees have been admitted in 5 months.

You can add to that another 7,017 paying SIV clients (and their families!) for the VOLAGs (resettlement contractors) to place in your towns.  (There are also ‘interpreters’ still coming in from Iraq, but numbers are much lower now.)
