North Dakota: Summer study bill on cost of refugees to the state moving along

You know I get alerts each day on a variety of news involving refugees around the world.  Honestly I wasn’t planning to post on this news simply because it is frankly ho-hum.  But, for some reason the story of the North Dakota legislature’s effort to get to the bottom of the question of what it costs taxpayers to ‘welcome’ refugees, including many Somalis to the state, is being reported all over the place, so I thought I better mention it too!

Lutheran Social Service’s director, Shirley Dykshoorn, testified on Wednesday. Did she turn over important information like how many refugee children entered the school system and how many refugees use Medicaid or public housing?

Here is a report in the Bismark Tribune. If nothing else, the legislature’s effort has an important educational value.

Eight days after a racially fueled confrontation in a Fargo parking lot, North Dakota lawmakers began examining the state’s refugee resettlement program Wednesday.

The interim Human Services Committee’s study was prompted by legislation passed earlier this year that sought an examination of various aspects of resettlement, and the committee was tasked with reviewing the impact on workforce, government services, human services, education and health care.

The study bill received some backlash during the legislative session over concerns it singled out refugees, and didn’t account for the economic and cultural benefit they bring to their new communities. Committee Chairwoman Rep. Kathy Hogan, D-Fargo, said the panel should weigh the costs and benefits of resettlement, although some data may be hard to come by.

[….]

The number of refugees resettled in North Dakota every year has roughly tripled over the past decade, according to a Legislative Council memo. Last year, 558 refugees were resettled in the state, down from a recent high of 590 in 2014. In 2006, there were just 182.

Lutheran Social Services runs the show in ND:

The state Department of Human Services moved most refugee-related services to Lutheran Social Services of North Dakota under then-Gov. John Hoeven in July 2010, according to the Legislative Council. LSS is the only federally recognized and approved refugee resettlement organization in the state.

[….]

Wednesday’s meeting came about a week after a confrontation between three Somali-American women and a white woman at a Fargo Walmart parking lot, where a parking dispute descended into an anti-Muslim outburst that went viral. The two sides later made up after Fargo Police Chief David Todd brought them together.

Now, this is what I want to address—the community organizers!

“The state and the city asking for how much it costs to have refugees in the community, while a sensible question from the financial standpoint, it has negatively impacted our image in the community,” Hukun Abdullahi, the head of the Afro American Development Association, said at the Fargo City Commission’s meeting on Monday. “And it also has increased the number of hostile incidents against the refugees.” [Does he have data to back that up?—ed]

I think North Dakota’s Somali community track record with crimes and terrorism might have more to do with the public attitude toward refugees than some financial study!

More here.

This is how Leftwing community organizing works!

Here is Abdullahi apparently being guided by some white guy community organizers on what to say at that demonstration against a local TV station’s report (May 2016) on TB in the immigrant population in ND. http://www.inforum.com/news/4038410-refugees-elected-leaders-denounce-fargo-tv-station-bad-journalism

Here we have one Somali guy (some media reports put him at 21 years old), Hukun Abdullahi, who runs an organization incorporated in 2014 (basically a one man show it appears) that has virtually no funding and he becomes the spokesman for the “community.”

Most people on the conservative side of the political spectrum don’t do this, something George Soros has promoted—create many ‘groups,’ with a handful of people in each one, making it appear that there is widespread support for whatever it is they are promoting.

And, of course, when it comes to Somalis and Muslims generally, there is always a victim theme to their organizing. Simply wanting more answers about the cost of the US Refugee Admissions Program makes one a racist, xenophobic Islamophobe!

Has anyone in the mainstream media ever looked into ‘groups’ like Abdullahi’s to see who is behind it, who helped him incorporate as a 501(c)3? Someone had to pay for the legal work to set up the ‘non-profit’ group.

When I attempted to search for background and a website (I didn’t find one) all I got was this, from Tax Exempt World.

He has no requirement to file a Form 990 because he takes in less than $25,000 a year.

People ask me  all the time what they can do—-spend a few hours at your computer and research community organizing ‘groups’ like this one.

You can find their incorporation papers on line, their board members’ names, figure out who was behind creating the ‘organization.’ Research their finances, are any local businesses contributing? Any government funding?  And, most of all expose them as Leftwing community organizing grievance ‘groups,’ just so the average taxpaying citizen knows who is being promoted by the media as the voice of  the “community.”

I have written many posts on North Dakota, see here.

It was also on my 2016 summer roadtrip to see refugee controversy hotspots firsthand.

Refugee resettlement is driven by a desire for cheap compliant labor, not humanitarianism

“….these are really good workers. They show up on time. They say ‘yes’ when they are told what to do. They do what is necessary for their survival.”

(Lavinia Limon, CEO USCRI)

Ten years ago, when I first started writing this blog, NO ONE ever said a word publicly about refugee admissions being desirable for big business, especially for BIG MEAT, so it is gratifying to see stories like this one at the LA Times (even if it’s spun to sound like a good thing for the struggling refugees) that tells us the truth.

(See Bloomberg earlier, here. And, the NYT here.)

It is past time for the truth!

If we need laborers willing to work cheap, just say so!

I want to say to the refugee resettlement contractors—cut the c***! Stop propagandizing that refugees, like these Muslims in the story, are here out of the goodness of your hearts (and America’s heart!).

This is about money and the reason that there is no real effort by the Republican establishment to reform the US Refugee Admissions Program is because BIG MEAT (BIG CHICKEN AND TURKEY TOO!) is lobbying and surely contributing to the campaign coffers of RINOs (and Democrats!).

It is also about reliable Democrat (Union!) voters.

An aside: I wish him only the best, but surely you noticed that one of those injured on the baseball field that day with Rep. Steve Scalise was a lobbyist for Tyson Foods (huge consumer of refugee labor).  Do average Americans who are concerned about disruption to their hometowns and their security, and taxpayers concerned about the US Treasury have that kind of access to members of Congress—NO!

Here is the LA Times (hat tip: Richard @highblueridge):

Al Souki [Syrian refugee star of the story makes $10.50 and hour—ed] needs the work—and employers in the meatpacking industry say they need workers like him. Refugees have increasingly become vital workers in an industry with high turnover. And the growing unrest and bloodshed in the Middle East and elsewhere have readily supplied them in places like the Central Valley. [So for those of you wondering if we are purposefully creating refugees through our aggressive foreign policy, maybe so!—ed]

Tom Super, a VP at the National Chicken Council: refugees a big part of our workforce for decades.

The refugee and immigrant populations ”certainly have been a significant part, an integral part of our workforce for decades,” said Tom Super, a spokesman for the National Chicken Council.

It’s difficult to know exactly how many refugees work in this occupation but roughly one-third of workers in the industry in 2010 were foreign-born, according to a peer-reviewed article in Choices, a publication of the Agricultural and Applied Economics Assn., a nonprofit that serves those who work in agricultural and broadly related fields of applied economics.

Mark Lauritsen, director of the food-processing division at the United Food & Commercial Workers International Union, estimates that nationwide tens of thousands of refugees are part of the roughly 250,000 unionized meat and poultry plant workers.

Holy cow! Here we have the International Rescue Committee (one of nine federally funded NGOs***) admitting they are finding laborers for a chicken plant.

In 2010, Foster Farms in Turlock began hiring refugees placed by the International Rescue Committee, a refugee resettlement agency, said Christine Lemonda, deputy director of the IRC’s Northern California offices. Since then, the agency has placed more than 150 refugees at the poultry plant. In the last six months, 15 have been hired—an uptick—at Foster Farms, Lemonda said.

[….]

Immigrants have long been integral to the meatpacking industry, but refugees surfaced as a key labor force starting in 2006, according to experts who study the phenomenon.

Queen of Refugee labor procurement, Lavinia Limon of USCRI (98% taxpayer funded!), isn’t exactly telling the full story. Bush might have sped things up, but it was Bill Clinton (she was Bill’s director of ORR) who latched on to the concept of refugees for meat companies when he admitted tens of thousands of Bosnians for his buddies in the meat industry in Iowa. See here: https://refugeeresettlementwatch.org/2008/05/17/bosnians-iowa-meatpackers-and-more/

That year the George W. Bush administration directed immigration enforcement agents to raid meat processing plants in six states. Operation Wagon Train—the largest single work-enforcement action in U.S. history—led to the arrest of an estimated 1,300 people working in the country illegally.

Though it did not stop the industry from completely cutting off the hiring of unauthorized workers, the raids had a chilling effect.

The growing unrest and bloodshed in the Middle East and elsewhere provided a refugee population from which to fill the labor vacuum, said Lavinia Limon, chief executive officer and president of the U.S. Committee for Refugees and Immigrants, a resettlement organization.

“What the meatpacking industry knows is that these are really good workers. They show up on time. They say ‘yes’ when they are told what to do. They do what is necessary for their survival,” Limon said.”It works really well for employers.”

[….]

The meatpacking industry has become so reliant on refugees that the North American Meat Institute, an industry lobby group, released a statement stating their concerns after President Trump issued an executive action restricting citizens of seven predominantly Muslim countries and all refugees from entry into the United States. [If Trump, the businessman, squishes-out on the refugee issue, you know that globalists wanting the free flow of cheap labor got to him!—ed]

And, here (below) we have an answer to a question I have had for a long time—Do resettlement contractors have formal relationships with BIG MEAT and BIG CHICKEN?  Will the IRC make money supplying the slave refugee laborers? (BTW, we know  the meat industry paid great wages decades ago before they found the cheap immigrant labor!)

There is no formal arrangement between IRC and Foster Farms, but that may change soon.

The resettlement agency and Foster Farms are looking at possibly extending their relationship and formalizing a partnership in the next few months, Foster Farms spokesman Ira Brill said. He declined to talk more about the issue.

Continue here, there is much more!

Again, if we want to debate low-skilled labor needs, let’s do it, and cut the ‘humanitarian’ sob stories.

I have a huge archive on ‘meatpackers’ changing America, click here, and last summer I traveled over 6,000 miles around America to see some of those changed towns.

***The Federal contractors/middlemen/employment agencies/propagandists/lobbyists/community organizers? paid by you to place refugees in your towns and cities are below.  Under the nine major contractors are hundreds of subcontractors.

The contractors income is largely dependent on taxpayer dollars based on the number of refugees admitted to the US, but they also receive myriad grants to service their “New Americans.”

If you are a good-hearted soul and think refugee resettlement is all about humanitarianism, think again!

These federal contractors act as employment agencies for big companies in need of low-skilled workers and that is why the Republican establishment is loathe to abolish or reform the UN/US Refugee Admissions Program.

The only way for real reform of how the US admits refugees is to remove these contractors/globalist head hunters from the process.

Tesla in the news: is Elon Musk looking for refugee laborers?

Globalists love refugees!

Every time I see news about Tesla’s new cars, I am reminded of the R & P Abstract for FY16 for Reno, Nevada where refugee contractor, USCRI, cited Elon Musk’s nearby soon-to-be-built battery factory as a source of employment for refugees to be placed in their new resettlement site—Reno.

Wearing his white hat of humanitarianism, or fearing loss of workers? Musk not happy with Trump EO on refugees: https://www.theverge.com/2017/1/28/14427360/elon-musk-trump-immigration-executive-order

I told you about that abstract here.  This is the segment where the refugee resettlement contractor (one of nine***) assures the US State Department that there are work opportunities for refugees including at the new “Gigafactory” Musk was building on the desert nearby.

Employment Services:

The Reno-Sparks economy is well known for its hospitality and leisure sector, with seven large casino-hotels employing 9,500-13,000 people. It is also home to the University of Nevada, the single largest employer in the county (after the school district), employing over 4,500 Full Time Equivalents (FTEs). The Truckee Meadows Community College also employs 1,250 educators and staff. Two major hospitals (Renown and St Mary’s) and other large healthcare providers in the areas employ over 3,500 healthcare professionals, technicians, and staff. The location – four hours by highway to San Francisco, and seven hours to Salt Lake City – is also logistics hub, hosting many warehousing and fulfillment establishments including UPS (1,000 employees), and Amazon.com (650 employees). Tesla is slated to open its “Gigafactory” outside of Sparks in 2017. By 2020, the Gigafactory will be at full capacity, employing 6,500 FTEs and producing more lithium ion batteries annually (for electric cars, for example) than were produced worldwide in 2013.

Here is a very cool website showing the construction of the monster Gigafactory showing its speedy construction from June 2016 to July 2017.  It reminds us of the speed with which the Chobani Yogurt plant was built in Idaho that is now a consumer of refugee labor. (Investigative reporter alert!  There is a story in Nevada beyond the refugee aspect!)

Frankly, hiring refugees is a great business model. First, salaries can be kept low because refugee families are subsidized by US taxpayers (housing, food stamps, medicaid) and refugees can hardly complain because they are captive workers who can’t easily go home or easily move elsewhere (Somalis are the exception).

Then here is a news account from the Record-Courier about refugees arriving in the Reno area citing FedEx, Costco and Tesla among the companies ‘helping’ refugees.

Trump Admin. will save a few bucks with smaller delegation to UN party in September

The United Nations holds its fall general assembly in September.  This is when ‘diplomats’ from all over the world come to New York for really what amounts to one big party on the town.

Ivanka had lunch on Friday with UN Secretary General Antonio Guterres. Long time readers know Guterres as the former UN High Commissioner for Refugees who has been a leading proponent of moving Muslim refugees to the west. Did he lobby Ivanka on funding for the UN and for the US to ‘welcome’ more refugees? See my extensive archive on Guterres by going here: https://refugeeresettlementwatch.org/?s=Antonio+Guterres

It is also a time when the UN has an opportunity to bash America (except for when Obama was prez).

Here we learn that to save money, the Trump Administration will be limiting the number of State Department and other DC bureaucrats who will be attending the confab on the taxpayers’ dime.

Not mentioned here, but just a reminder to readers, September will be the time of  Trump’s big test on the UN/US Refugee Admissions Program because according to the Kennedy/Carter Refugee Act of 1980, the President submits his annual ‘determination’ for the upcoming fiscal year to Congress.

Just about the time Trump speaks to the UN, he will have determined how many refugees will be admitted in the year beginning October 1 for FY18, and from what regions of the world they will come.

From AP at the Democrat Gazette:

The State Department plans to scale back its diplomatic presence at this year’s annual United Nations gathering of world leaders in September as a cost-saving initiative, according to four well-placed diplomatic sources. [Those leakers again?—ed]

For more than seven decades, American presidents from Harry Truman to Ronald Reagan to Barack Obama have attended the fall U.N. General Assembly general debate in New York to project their vision of American foreign policy to the world. They have been accompanied by a growing entourage of American diplomats, lawyers and technical experts who negotiate a wide range of issues, from nuclear arms treaties to climate change pacts and conflicts.

We are told that Obama and his entourage stayed at the New York Palace. Trump will go to his New Jersey golf club.

President Donald Trump does plan to address other world leaders at the U.N. General Assembly, and he will be accompanied by other top advisers, including his son-in-law, Jared Kushner, and his daughter Ivanka Trump, who stopped by U.N. headquarters Friday for a private lunch with U.N. Secretary-General Antonio Guterres.

But the ranks of professional diplomats, aides and officials who attend the event to promote American policy priorities on a range of issues will be thinned out. For now, it remains unclear precisely how large of a cut in U.S. staff is envisioned, but two officials said the State Department is seeking to keep a ceiling down to about 300 people, including everyone from the president to support staff who schedule meetings and copy speeches.

[….]

The diplomatic culling is being enforced by Tillerson, the former ExxonMobil chief who has shown little interest in U.N. diplomacy during his first six months on the job. It comes at a time when the White House is seeking as much as a 30 percent cut in U.S. funding to the State Department and even deeper cuts in U.N. operations.

More here.

Will Donald Trump seek to cut the State Dept. budget by 30%? Will he cut even deeper in to the pile of money we give the UN? And, will he cut refugee numbers and seek to abolish or reform the UN/US Refugee Admissions Program?

Answers will come in September!

Your job is to let the President know what you think on a daily basis!  Click here.

“Assimilation” is in! “Integration” is out in Trump’s Washington

Here is a bit of good news from Washington.

I’ve told you a few times over the years about how the open borders left rejects the word and the process for immigrants to assimilate and instead has focused on integration for immigrants—most recently here (Sarsour says Muslims must not assimilate).

In Michael Patrick Leahy’s Breitbart story yesterday about this subtle, but important, use of words by the Trump Department of Homeland Security, we see one of the best descriptions of the difference between assimilation and integration described by a Trump critic.  Here it is and then I’ll give you the news:

Author Justin Gest tells us that going back to the idea of assimilation is not a good thing. Photo: https://wp.stolaf.edu/blog/lecture-to-examine-trump-and-the-white-working-class/

Justin Gest a professor at George Mason University told Newsweek (emphasis is mine):

“The history of the words assimilation and integration are not necessarily that different,” Gest says, but “through selective use, and adoption by different idealogues and commentators, they have developed divergent connotations.”

“Integration implies a two-way process, whereby the immigrant adapts to their new environment, and those in the new environment attempt to facilitate the adaptation and co-evolve with immigrants themselves.”

“Assimilation has come to connote a one-way process, where there is a monolithic understanding—a static understanding— of what society is like, and that the immigrants hold all responsibility for adapting to it, and society is subject to no obligation to change to welcome or facilitate the arrival of newcomers.”

Now here is what Leahy is reporting about the change in focus at the Dept. of Homeland Security:

The Trump administration has changed the focus of a Department of Homeland Security immigrant citizenship training program managed by USCIS to “assimilation,” a significant shift from the Obama era focus on “integration.”

The change of focus was made official in the announcement on Tuesday that “U.S. Citizenship and Immigration Services (USCIS) began accepting applications for two competitive funding opportunities under the Citizenship and Assimilation Grant Program.” (emphasis added)

“Both funding opportunities aim to prepare lawful permanent residents for naturalization and promote civic assimilation through increased knowledge of English, U.S. history, and civics. Through these two funding opportunities, USCIS will offer up to $10 million in competitive funding for citizenship preparation programs in communities across the country,” the announcement said.

The program, which began in 2009, President Obama’s first year in office, was previously called the “Citizenship and Integration Grant Program” (emphasis added) and “has awarded $63 million through 308 competitive grants to immigrant-serving organizations*** in 37 states and the District of Columbia. The program has helped more than 170,000 permanent residents prepare for citizenship.”

The name change appears to have taken place this month. A screenshot taken from the Internet Wayback Machine shows the word “integration” was used to describe the grant program as recently as July 3.

This is a very good sign that at least internally things are moving in the right direction inside the administration, but here comes my wet blanket question and comment!

Will the far left federal refugee resettlement contractors continue to receive some of the millions of grant dollars? Aren’t there local government agencies that could do a more balanced training program? And, who will be policing their training sessions to assure they are teaching the New Americans about the need to ASSIMILATE?

***Who are the “immigrant-serving organizations?”

Catholic Charities raking in federal bucks to give “free” workshops. This one, probably 2016, in New Bern, NC. LOL! How many of their “New Americans” then register as Republicans?

You guessed it! Some of our nine major refugee resettlement contractors and their subcontractors are getting some of that grant money.  You will see five of the nine represented in the FY2014 grantees list I posted here in 2015.

I’m sure you have been scratching your heads about how the contractors can survive on only a per head amount received for each refugee they resettle.  The answer is that they all get myriad federal grants for all sorts of things including training refugees for their citizenship tests.
