Here we go again, local resettlement agencies operating in secrecy

Electing Donald Trump has apparently changed nothing in the way local refugee resettlement agencies contracted by the federal government treat taxpayers—the very people paying their salaries!
I’m beginning to get calls from some of you working in your communities telling me that you are (again!) being barred from “stakeholder” meetings.
For new readers “stakeholder” meetings occur in resettlement towns and cities usually quarterly and it is where the contractor gets together with impacted agencies and departments in your town—like the school system people, health officials, criminal justice officials, and sometimes non-profit group members who are supportive of more refugees for the town. Not usually admitted are concerned members of the taxpaying public who might want a smaller number brought to their neighborhoods.

(At this time of  year they often talk about how many refugees your town can take in the coming fiscal year.)

State Department bureaucrat Larry Bartlett told then Senator Jeff Sessions that there is “consultation” in towns targeted for resettlement. What he didn’t say is that anyone in opposition was not welcome to the meeting!

I had to laugh during testimony to the Senate in 2015 when Lawrence Bartlett, with a straight face, told Senator Jeff Sessions that refugee planning for towns was done in full and open planning meetings called “stakeholder” meetings and implied the consultation was open to all citizens of the towns. (Come to think of it, maybe he doesn’t know that his contractors are turning people away!)
This is what I said in October 2015 (reporting on Sessions’ hearing) about “consultation” and stakeholder meetings:

Consultation is a joke!

Near the end of the hearing, Senator Sessions asked about whether there was consultation with the communities that would be receiving the refugees, and Lawrence Bartlett (US State Department) said with a straight face that there are quarterly consultations with stakeholders and elected officials.

He did not mention that the taxpaying public is prohibited from attending!  He did not mention that if elected officials are hostile, they aren’t invited.  He did not mention that in many communities there is no quarterly meeting.  He did not mention that the meeting usually only involves ‘stakeholders’ that are friendlies.  Go here to a post we wrote in May about the efforts by citizens in St. Cloud, MN to get into a ‘quarterly consultation’ (while ‘leaders of the Somali ‘community’ had been invited), but were told initially that they were not permitted to attend.  (After a public outcry, a few representatives of the concerned public did eventually gain entry to a sanitized meeting.)

Readers are always asking me what they can do.  You can do this!

Go here and find a contractor operating near you (even one within a hundred miles).
Call them and ask when the next ‘stakeholder’ meeting is scheduled and tell them you want to come.  If they say no, call your member of Congress and complain. I know you think they are useless, but you must hound them!
While you have the contractor (they call themselves ‘affiliates’) on the phone ask for the 2017 R & P ABSTRACT.  They may pretend they don’t know what you are talking about, but be polite and persistent.
Even if we should be seeing the documents before they go to Washington, they are not going to give you the FY18 one they are working on at this minute, but there is no reason for them to withhold the 2017 version.  Tell them you want all of the pages including any letters of support attached.
The best one I ever saw is this one from Reno, Nevada.  BTW, they tout Tesla as one of the global companies looking for laborers.
For FY18, they will claim it is a planning document not yet submitted to the US State Department.  The ABSTRACT is the document in which they justify how many refugees your town could get starting on October 1, 2017 and you should have every right to know what they are asking for.
I’ve talked about those documents here at RRW until I’m blue in the face.  Use my search function for the words R & P Abstracts.

The Trump team did not need an Executive Order for this—for creating more transparency and involvement in the local planning process!

Sure hope he is working on this because it would only require some regulatory tweeks, not an EO!

When the Trump team came in to office and crafted those now stalled Executive Orders, they said this (below) in the first order.  I see no reason why this effort should be stalled and I sure hope that they are working on it behind the scenes. They can accomplish this goal with some simple regulatory tweeks!
However, from what I’m hearing about the process on-going in communities, nothing is changing.  Secrecy is still the watchword as much now as it was under Obama.
Here is what the early Trump EO said about a larger role for targeted states and communities:

“It is the policy of the executive branch that, to the extent permitted by law and as practicable, State and local jurisdictions be granted a role in the process of determining the placement or settlement in their jurisdictions of aliens eligible to be admitted to the United States as refugees. To that end, the Secretary of Homeland Security shall examine existing law to determine the extent to which, consistent with applicable law, State and local jurisdictions may have greater involvement in the process of determining the placement or resettlement of refugees in their jurisdictions, and shall devise a proposal to lawfully promote such involvement.”

If anything the Dept. of  State has become more secretive.  I could be wrong, but I don’t believe they held an annual scoping meeting that normally happened in May (for all the years I’ve been writing this blog) where they at least pretended to get public input about the program.

Ninth Circuit rules, HIAS crows as Judicial coup is confirmed

It is not a surprise that the Ninth Circuit Court of Appeals has ruled against the President and his legal Constitutional power to keep America safe.
I’m in a hurry this morning to get to my chores, so just want to give you Daniel Greenfield’s reading of the decision here at Frontpage magazine:

9th U.S. Circuit Court of Appeals Announces It Is In Charge of Determining National Interests

Here is his opening paragraph:

The Judicial coup against democracy rolls on. The 9th Circuit Court of Appeals announced with its latest ruling that it has the powers of the executive branch. To understand how insane the latest illegal and unconstitutional judicial effort to block common sense migration reform is, here are the powers that the 9th has decided it possesses.

As I have said till I’m blue in the face, I regret the fact that the 50,000 CEILING was announced in an Executive Order when the President already had the power to admit any number under the 110,000 CEILING set by Obama last September without even mentioning any cap.  He could have quietly slowed the flow the minute he took office.  At that time we had admitted just over 30,000 refugees in this fiscal year.  Now, the Trump State Department is approaching 50,000 with months yet to go.
But, more troubling is the utter confusion created by proposing a complete ‘travel ban’ from six countries in the same EO as an announcement on refugee admission numbers and a temporary moratorium from across the world (across all nationalities and all religions).  What a mess!

Hetfield is so excited! More paying ‘clients’ coming their way!

Hebrew Immigrant Aid Society cheers along with two other federal resettlement contractors which have a financial stake in keeping numbers of refugees high—they are paid by the head to place them in your towns and cities.
HIAS was joined in its amicus brief by the International Rescue Committee and the US Committee for Refugees and Immigrants—all multi-million dollar federal resettlement contractors who have a pecuniary interest in the outcome.
HIAS press release yesterday begins:

WASHINGTON—Today, the United States Court of Appeals for the Ninth Circuit issued a ruling in the challenge to President Trump’s March 6 executive order barring the resettlement of refugees for 120 days, banning the entry of people from six Muslim-majority countries for 90 days, and cutting the overall number of refugee admissions for the year by more than half. The challenge was initiated by the State of Hawaii on behalf of individuals impacted by the executive order, and supported by HIAS and other refugee and human rights advocates in the public and private sector.

After hearing oral arguments before a three-judge panel on May 15, the court has affirmed the injunction on the parts of the order that would suspend entry of nationals from the six designated countries, suspend refugee admissions for 120 days, and cap the number of refugees to be admitted this fiscal year at 50,000. This ruling will allow refugees to continue finding safety in the United States through the refugee admissions program, unless the Supreme Court chooses to reverse the Ninth Circuit.

The Fourth Circuit case does not address the 50,000 CEILING issue. So, let’s hope that lawyers for the Justice Department are doing their homework and separating the CEILING issue from the ‘travel ban.’
And, HIAS knows they are on shaky ground regarding the President’s power to limit the numbers from all over the world (all religions/all ethnic groups) and so they continue to mix the ‘Muslim travel ban’ issue with the 50,000 cap to confuse their donors and the uninformed public.
If you missed it, see (here) how far below the CEILING other Presidents have gone—even Obama was tens of thousands below some of his earlier CEILINGS.
Also, see that HIAS, a federal contractor dependent on millions of your tax dollars, organized an anti-Trump rally, here in February.  There ought to be a law—federal contractors shouldn’t be able to stage anti-government protests!  Did they use any federal dollars???
Imagine the outrage if a military contractor was staging demonstrations because they wanted more federally-funded work!

Is State Department refugee data being manipulated? Why are CEILING numbers missing?

Bill Frelick of Human Rights Watch: “…there is no requirement that the U.S. resettle a single refugee….” https://refugeeresettlementwatch.org/2017/03/31/confirmed-trumps-department-of-state-is-going-back-to-normal-refugee-admission-numbers/

Readers, more important, in my opinion, than the so-called ‘travel ban’ portion of the Trump Executive Orders held up in our power-hungry court system, is the issue of the President’s power to set the CEILING on refugee admissions for the year.
My contention is that he has the right to set the CEILING and change the CEILING without any Executive Order.
The Refugee Act of 1980 says only that he must “consult” with Congress on an annual determination.  If he changes the number throughout the year (the law envisions a wish to increase the number and is silent on the issue of decreasing it) he must notify Congress.
Since the number set annually is a CEILING (not a target), then there would be no need to even announce any lowering of the number during the year, nor would there have been a need to address a procedure for lowering the incoming numbers in the original law. The Dept. of State and Homeland Security would simply just bring in fewer numbers.
The dirty little secret is that for years, the refugee industry has tried to turn the CEILING in to a target, but at least Frelick is honest.
Frelick of Human Rights Watch (a pro refugee organization) knows that this garbage (the Buffalo story mentioned it again) we keep seeing that there is a minimum 50,000 refugees required under the Act is inaccurate, see what he said here.
It’s the media, the contractors, and the bureaucrat holdovers who are busy bluffing the White House by counting on the fact that no one there understands the program and its history!
And, now as for the missing CEILING data…..

I’ve been following the program since 2007 and Presidents have never reached the CEILING in those years.  Obama came pretty close several times, but he was under the ceiling—by huge numbers—in two years in particular.
See this chart (below) from Wrapsnet for 2006-2016.  Pay close attention to the columns for CEILING and the ultimate admission numbers. See the gap!  It varies from year to year under the CEILING.

In FY11 Obama set the ceiling at 80,000 and came in with 56,424 (a shortfall of 23,576).
In FY12 Obama’s ceiling was 76,000 and he ultimately admitted 58,238 (a shortfall of 17,762).
Did anyone sue President Obama for leaving thousands “stranded in war-torn countries”? No!

There were NO lawsuits and no screams (at least in public!) from the contractors!

Look at this same chart for the end of March 2017 (at that point Wrapsnet still lists the last CEILING set by Obama (110,000) his highest ceiling by far). I discussed it here.

Now here is the chart for the end of April 2017.  I discussed it here.  See the note!  **FY2017 ceiling is currently in litigation.

Today, I decided to have a look at Trump’s numbers for May because of my earlier post today about the contractors getting excited by increasing numbers coming in, but what did I find when I checked this monthly update?
Can you see what is missing?

Incompetence or an effort to obscure the facts?
Did you see it? They have removed the CEILING column arguably the most useful number from this particular data base.
Why?  Is it a deliberate attempt to hide facts? Or, just some dumb mistake by an underling at the Refugee Processing Center (aka Wrapsnet)?  You decide.
And, one last thing, for a chuckle, note how extraordinarily high the numbers were for October, November, December of FY2017 compared to the previous ten years.  Do you think the outgoing Obama Admin. was in a hurry to pour as many refugees in to your towns and cities as they could before getting out of Dodge?  You betcha!

After initial disappointment, Ohio resettlement agency getting excited for higher refugee influx

The Trump Administration is on target to blow past its own 50,000 admission determination number in 2 weeks!

As we reported here, just as the Memorial Day weekend was getting underway, the US State Department announced to its contractors that it was  going to open the refugee spigot wide again for the remaining months of fiscal year 2017 (the year ends on September 30th).

A picture speaks a thousand words! Lavinia Limon is the CEO of federal resettlement contractor USCRI and on her left is the CEO of Chobani Yogurt which has been a leading ‘consumer’ of refugee labor in America. “Give me your tired, your poor…” willing to work for lower wages…”yearning to breathe free.”

That means some of the federal refugee contractors, like this one in Ohio, may need to hire back some employees they had earlier let go, but there is still a question about how quickly Trump’s State Department and Dept. of Homeland Security can get the processing ramped-up abroad.
I had been waiting for the Trump White House to correct the mistake about opening the spigot, but their silence now signals that the White House is in agreement with the ramp-up!
From WKSU.  The International Institute of Akron is a subcontractor of one of nine major contractors (USCRI***in this case):

President Obama authorized 120,000 [No! It was 110,000!—ed] refugees for the fiscal year that ends Sept. 30.

President Trump cut that in February to 50,000. But the State Department sent a memo in late May telling refugee groups they would no longer be restrained by weekly quotas.

Liz Walters of the International Institute of Akron says resettlement numbers have always ebbed and flowed, with the agency resettling as few as 25 and as many as 130 a month. She says how many will be coming now depends on what happens overseas.

“The big question mark is how many folks have been in process overseas and how quickly they can start to schedule those folks for travel or at what point they finish up their security clearances and can get them here before the end of the fiscal year.”

[….]

Walters notes that Trump’s budget proposal for the next fiscal year [begins Oct. 1, 2017—ed] includes funding to resettle 50,000 refugees, the minimum under the law.

As far as I can tell, there is no legal minimum!
I’m not lawyer, and perhaps there has been some case law or regulations that I don’t know about, but as I read the Refugee Act of 1980, there is no requirement for any specific number after 1982.  Here (below) is the Act on admissions.  There is a lot of discussion about procedures if the President needs to ‘up’ the numbers, but I don’t see any prohibition about going below 50,000!

Be sure to read the law yourself and see that “consultation” is with the House and Senate Judiciary Committees and as far as I can see only requires the President to supply them with information.
I repeat!
Do you see how clever the refugee industry propaganda machine is—we are only talking about admission levels, not reform of the whole program.
The only way to force Congress to scrap/reform the Refugee Act of 1980 is for Donald Trump to set the admissions number at zero for FY18 and tell Congress, no more until they get to work. Heck, make them work through the month of August!
He also has the power to stop the flow right now without any Executive Order.

Today the Trump admission level is at 47,434 (Wrapsnet) and, at the admissions rate announced on the eve of Memorial Day, he will thus blow past the 50,000 mark (set by him) in 2 weeks!

***By the way, USCRI is approximately 97% funded by you—taxpayers! See here.

Advice to President Donald Trump from Conservative Review editor: Mr. President we need leadership!

The time is now for the President to get his administration under control and to move on the one key issue that got him elected—his promise to control immigration and thus keep us safer.  He did not, first and foremost, get elected to unravel Obamacare or do tax reform, he got elected to be sure we don’t have a Manchester/London anywhere in America!

We need leadership now Mr. President

And, the way things are going (see Deep State undermining the President on refugees, here, yesterday), if we should have a terror attack (the odds are pretty good that we will) anytime in his Presidential term, he will be blamed…
….unless he takes some steps now ably outlined by Daniel Horowitz yesterday at Conservative Review.
Here are a few snips, but I want you to read it all! (Emphasis is mine)

“We stand with our European allies, but we will not walk in their footsteps and repeat their mistakes.” That is the message the president must convey to the American people in light of the growing Islamic insurgency in the West.

Like the story of the frog in gradually boiling water, we become acclimated to the most potent and dangerous absurdities foisted upon us by the political elite. No other generation of western leaders would have allowed the Islamic insurgency to fester within their own countries for this long and still remain willfully blind to the existential threat within their midst. Yet here we are, in the aftermath of the third major terror attack in England, and none of the western leaders are willing to confront the truth.

President Trump has come the closest to telling the truth, but unless he shows leadership beyond Twitter and hires staff and appoints cabinet members who share his values, the discernible policy outcomes of this administration will remain materially the same.

It’s time we recognize that the problem confronting Europe – one that is also rapidly growing in America – is not terrorism. It’s not Islamic terrorism, either. Terrorism is a tactic and the violent outcome of the problem. The source of the problem is a subversive culture of Islamic supremacism that rejects western civilization and is endemic to many (but not all) Muslims, not just a few. It is from this root that the deadly tactic of Islamic terror is cultivated. But if we tolerate the intolerant supremacist mindset and continue our suicidal immigration policies, we are merely chasing our tail combating the ubiquitous and unstoppable terrorism that flows from cultivating this culture on our soil.

[….]

This problem didn’t begin with ISIS; it’s been festering for several decades. At its core, this is an immigration problem, and second, it’s a problem of the Muslim Brotherhood/Saudi Arabia/Turkey funding of Islamic insurrection on western soil.

[….]

The Leftwing media is sitting on pins and needles waiting to hear what Comey will say against Trump this week (CNN even has a countdown clock!), but will any of them remember the most important part of the last official testimony Comey gave as FBI director? https://refugeeresettlementwatch.org/2017/05/19/repost-comey-tells-senate-that-fbi-looking-at-2000-cases-of-us-links-to-foreign-terrorists-300-are-refugees/

Lest you think this problem is limited to Europe, remember that former FBI Director James Comey testified before the Senate Judiciary Committee last month that there were 2,000-plus “violent extremist investigations” under way and that about 300 of them were refugees!

[….]

The president must lay this case before the American people in a series of prime-time speeches and demand action from Congress while promising to do everything he can administratively. He must follow up on his campaign promises not to focus on nation-building overseas, but on the homeland security problems right on our shores.

See Horowitz’s list of initiatives Trump should undertake, here.
Then this:

Finally, what we need from the president is leadership. Sending out a few tweets is not enough. He needs to be consistent, relentless, and specific and see his policies all the way through. He must get his entire administration on the same page and fire those who are unwilling to go along with his agenda. His united team should then demand of congressional Republicans very specific legislation along the lines of the aforementioned principles. Then the president must sell them to the American people in a series of televised addresses.

You will be hearing more from me going forward on the specific legislation needed to scrap or reform the UN/US Refugee Admissions Program.  But, I tell you that the Republican ‘leadership’ in Congress will not lead on this and will have to be dragged kicking and screaming to lift a finger to reform/re-write the Refugee Act of 1980.

In my view, there is only one thing the President can do to move Congress on the issue and that is to put a complete halt to the USRAP. He must set the refugee admissions level at zero! And, leave it there until reform measures are passed by Congress!

And, here is the truth:  if he makes no move along those lines, or the additional lines addressed by Horowitz, he will be blamed for a Manchester in America (not Ryan, not McConnell, not the refugee contractors, not the ‘deep state’ blocking his moves, not the media or the Leftwing).

The blame will be on DJT exclusively.

If he visibly fights now and makes it clear who exactly is working to undermine our safety and our cultural identity, should (God forbid) a terrorist attack happen, the citizens of America will know he was trying to protect us.  Right now, I’m not so sure he is!
