Barnett: Trump could take one simple step to give states back the power to withdraw from the refugee program

Don Barnett lays it out (what Donald Trump could do virtually overnight) in the Washington Times on Tuesday.
First some of the background:

When the Obama administration raised the refugee admission quota for fiscal 2017 to 110,000, New Jersey, Maine, Kansas and Texas formally withdrew from the resettlement program.

Actually, this is a program states can never leave. A Clinton-era regulation prevents states from meaningfully withdrawing from the federal refugee resettlement program. If history is any guide, those states that left the program are getting more refugees now than they would have had they stayed in the program.

ted and bill
Yucking it up! Ted and Bill—two of the main reasons you have refugees secretly placed in your states against the will of most of the voting public.

The only reason it is not evident is because the national quota for 2018 was lowered by the Trump administration to 45,000; the fiscal year will likely end with a number even smaller than that.

Reform the law while President Trump is in power, or else!

By law the president can zero out the quota altogether and a new president could increase it to 200,000 or higher. Before that happens, it may be wise to look at reforming the program.

First step!

At least one reform would fit in with the president’s goal of putting the federal government back into its proper constitutional role vis a vis the states.

The Refugee Act intended to insulate states from program costs. The bill’s Senate sponsor, Edward Kennedy, noted the program would “assure full and adequate federal support for refugee resettlement programs by authorizing permanent funding for state, local and volunteer agency projects.”

Unlike other legal immigrants, refugees are eligible for all federal welfare programs on the same basis as citizens upon arrival. (This is a lifetime entitlement for refugees who become citizens.)

[….]

Substantial costs have been purposely shifted to state taxpayers over the years.

[….]

Likely in response to rumblings from state governments about exiting the program, the Clinton administration promulgated regulation 45 CFR 400.301 in 1994 allowing resettlement contractors to continue operations in a state regardless of state objections. This arrangement allowed private contractors to operate independently with no input from state government. Regulatory fiat guaranteed that a state could never get out of the program or escape its fiscal impact on state revenues.

Prior to 45 CFR 400.301 the states were participating in and paying for a voluntary program from which they had every right to withdraw at any time with the expectation that no refugees would be resettled in the state.

Repeal it Donald! Repeal it!

Repeal of 45 CFR 400.301 would have the immediate effect of allowing states to withdraw from the U.S. refugee resettlement program.

tenth amendment
It is the Tenth Amendment stupid!  (Off topic, but don’t you think it’s riot that the state of California is pushing back against the US Justice Department on immigration using the States’ Rights provision of the Constitution!)
Barnett wraps up…..

Regulations can be repealed and they can be reissued. A judicial decision on the Tennessee lawsuit’s principle question on just how far the federal government can impose on a state’s control over its own resources is still needed and extends beyond the refugee resettlement program.

More here.
Come on DOJ, get moving on the Tennessee lawsuit, surely AG Sessions knows how significant this case is!
And, then as I intone on a regular basis—Where is Congress? The original Refugee Act of 1980 must be dumped and rewritten (if the voters want a rewrite). And, the window is open now while Trump is in office!
Forget the ‘humanitarian’ mumbo-jumbo….
I suspect it is the Republican leadership driven by the Chamber of Commerce and giant corporations that keep the law from ever being seriously reviewed by Congress.
Looking for something to do?
Contact the White House and tell the President that federal regulation 45 CFR 400.301 violates the Tenth Amendment and you want him to dump it.  Tell him also to get moving with long term reform to the Refugee Act of 1980 that set up the present system of paying (on a per head basis) NGO contractors to place refugees in your towns without notice or discussion.

Bannon storms Europe: Let them call you racist!

Steve Bannon, Trump’s right hand man during the run-up to Trump’s upset victory in the US presidential race in 2016, is traveling around Europe spreading a populist message  painfully aware that Europe is in deep trouble and if globalist-instigated migration to the continent continues, Western Civilization itself will be in danger of collapsing in this century.
That reminds me, I recently watched the excellent documentary film, ‘The Fight of Our Lives.‘  You can order it here (or attend a showing near you).  Using interviews with some very smart people, it lays out the threat from without and the threat from within to our western way of life.  Needless to say, the invasion of Europe is a big part of the film.

Invasion of Europe news….
Here is Mother Jones report on Bannon’s European tour:

Steve Bannon to French Far-Right: “Let Them Call You Racist…Wear It as a Badge of Honor”

Former White House strategist and Trump whisperer Steve Bannon has a message for members of France’s far-right, xenophobic National Front party. “Let them call you racist,” he told the crowd at the party’s congress in Lille on Saturday. “Let them call you xenophobes. Let them call you nativists. Wear it as a badge of honor. Because every day, we get stronger and they get weaker.”

Mother Jones continues….

Bannon, who was swept out of the White House after unflattering quotes of his appeared in Michael Wolfe’s book Fire and Fury, is currently traveling Europe and whipping up support for various nationalist and anti-immigrant parties. “They see what Breitbart did and they want it in their own language,” he told the New York Times, referring to the right-wing site he left in January. “That’s the key. Right now my sites are in English. They want one in their own language.”

He told the Times that he had a “fascinating” meeting earlier this week with the leaders of the hardline Alternative for Germany party. The AfD, now the third-largest party in Germany, is hostile toward immigrants and Muslims, arguing for stricter immigration controls and bans on minarets and niqabs. Not long ago, two AfD officials responded to a public service announcement by German police that ran in Arabic as well as German by tweeting, “Are they seeking to appease the barbaric, Muslim, rapist hordes of men?”

The Times also reported that Bannon might meet with Hungarian Prime Minister Viktor Orbán, an autocratic figure who has cracked down on his country’s media, judiciary, and electoral system. Blocking immigrants from entering Hungary is arguably Orbán’s signature issue. Bannon, who declined to say whether he was meeting with the Hungarian leader, called him a “hero” and “the most significant guy on the scene right now.”

And Bannon has embedded himself in Italian politics, lending a hand to the populist forces now on the rise in that country.

In France, Bannon reportedly met with the National Front’s leader, Marine Le Pen, who was defeated in last year’s presidential election by centrist Emmanuel Macron.

Bannon is exactly right on the “racist” name-calling! Take away the power of the word by laughing at them!  Humor is the most powerful political weapon (Saul Alinsky).
I’ve said often that we should have a gala every year to celebrate all those that the Southern Poverty Law Center has labeled as racists.
(I don’t mean to brag about my honors, it would just be a fun gathering that would also send a powerful message because it would end, once and for all, the SPLC’s power with the media.)

Refugee industry unhappy with new hire at State Department

Unhappy is probably a mild description of the mood of refugee activists inside and outside the government with the posting of Andrew Veprek, described as an aide to the White House’s resident monster, Stephen Miller, to a post as Deputy Asst. Secretary of State for Population, Refugees and Migration (PRM).

Politico says that inside the agency, other staff might resign in protest.

(They obviously are convinced Veprek is on the side of slowing the refugee flow to America. And, for the record, I don’t know him, so I couldn’t say.)
Here is Politico reporting the latest discouraging news for the once prosperous refugee industry:

Screenshot (260)_LI
Since I couldn’t find a pic of Stephen Miller’s right hand man Veprek, this is my image of how the refugee industry is viewing the appointment.

A White House aide close to senior policy adviser Stephen Miller who has advocated strict limits on immigration into the U.S. has been selected for a top State Department post overseeing refugee admissions, according to current and former officials.

Andrew Veprek’s appointment as a deputy assistant secretary in the Bureau of Population, Refugees and Migration (PRM) is alarming pro-immigration activists who fear that President Donald Trump is trying to effectively end the U.S. refugee resettlement program.

Current and former officials also describe Veprek’s appointment as a blow to an already-embattled refugee bureau.

The Deep State blabs to Politico:

Veprek is a Foreign Service officer detailed to the White House, which listed him as an “immigration adviser” in a 2017 staff document. He has worked closely there with Miller and the Domestic Policy Council, according to a current State official and a former one in touch with people still serving in the department. A former U.S. official also confirmed the appointment.

In interagency debates, some administration officials have viewed Veprek as representing Miller’s hard-line views about limiting entry into the U.S. for refugees and other immigrants.

Veprek played an influential role in Trump administration’s December withdrawal from international talks on a nonbinding global pact on migration issues. He also argued in favor of dramatically lowering the nation’s annual cap on refugee admissions, the current and former officials said.

Resignations coming???

Politico continues….

“He was Stephen Miller’s vehicle,” the former State official said. The current official predicted that some PRM officials could resign in protest over Veprek’s appointment.

“My experience is that he strongly believes that fewer refugees should admitted into the United States and that international migration is something to be stopped, not managed,” the former U.S. official said, adding that Veprek’s views about refugees and migrants were impassioned to the point of seeming “vindictive.”

Veprek’s appointment as a deputy assistant secretary is unusual given his relatively low Foreign Service rank, the former and current State officials said, and raises questions about his qualifications. Such a position typically does not require Senate confirmation. [It is significant that Trump has still not chosen an Asst. Secretary for PRM because that job does require Senate confirmation—a hellstorm they are apparently avoiding.—ed]

tillerson foia
Politico tells us that Sec. of State Tillerson has given up on the idea of scrapping PRM.  If I understand it, he was considering moving the refugee program to Homeland Security, a proposal that had some merit in my opinion.

[….]

The White House referred questions to the State Department. A State Department spokesperson confirmed Veprek’s new role and, while not describing his rank, stressed that Veprek comes to PRM “with more than 16 years in the Foreign Service and experience working on refugee and migration issues.”

[….]

The PRM bureau, like several other bureaus at the State Department, does not yet have an assistant secretary to lead it. People familiar with the bureau say the morale among its employees has sunk to unusually low levels as top officials have left or been reassigned and amid the anti-refugee messages emanating from the White House. But initial worries that Tillerson would scrap the bureau completely have faded, at least for now, as the secretary has scaled back plans to restructure the department.

In another report on the “refugee hard-liner”, The Hill says this of Trump’s reduction in the number of refugees to be admitted to the US:

The move signaled that there would no longer be a need for all of the 324 resettlement offices that were operating in 2017.

As we reported extensively in the waning years of the Obama Administration, the State Department was on a high identifying as many as 40 prospective NEW resettlement sites.
Elections have consequences after all.
But the consequences come with a time stamp and if there is no move to reform the UN/US Refugee Admissions Program by Congress, by changing the law, during the Trump Administration, the program will simply pick up where it left off when a new President (without Trump’s guts) comes in, bumps the numbers up, opens those offices and away they will go!
Where is Congress?

Special Immigrant Visas for Afghans help refugee contractors stay afloat

I heard recently that the refugee resettlement agencies (the big nine)*** which the State Department contracts to place refugees in your towns and cities were busy resettling ‘interpreters’ from Afghanistan and those federal payments were helping keep them financially afloat.
So…I checked some numbers at Wrapsnet and was amazed by what I saw.  Sure enough we are bringing in Afghans at an astounding rate.

From FY08 to FY18 we have admitted 49,358 ‘interpreters’ from Afghanistan and that number does not include their spouses and children. Holy cow!

Were there really nearly 50,000 people doing translation work for us? (And, more to come!)
I know I can hear it now—-shouldn’t we take care of those who helped us in Iraq and Afghanistan (while we were helping their countries!), but really, 50,000 and more!  (I think you can also surmise from this flood of supposedly friendlies out of Afghanistan that we are done there, but that is a story for another blog.)

Know that our usual bunch of federal contractors are paid to place those ‘refugees’ as well.

Poster boy for Iraqis who helped Americans! Jasim Ramadon doing 28 years to life for brutal rape.   https://townhall.com/columnists/dianawest/2014/01/24/from-us-helpers-in-iraq-to-sex-criminals-in-colorado-n1783901

I early on wrote about the Special Immigrant Visa program for Iraqis that ol’ Ted Kennedy got placed in a Defense Authorization bill in the dark of night in 2006, but have never followed it closely. (Numbers of slots available were low. For comparison, we admitted 18,084 ‘interpreters’ from Iraq during the same time period we have admitted nearly 50,000 Afghans!).
However, I see this morning that Donald Trump, when signing the Defense Authorization bill for FY18, also signed in to law a new Afghan Special Immigrant Visa program which permits the entrance to the US of thousands more Afghans in that category.
Read all about it here, and note that the ‘interpreters’ don’t even have to have been employed directly by the US government! They could have been working for allies and presumably NGOs too!
(I have something else I have to do today, so this is just your intro. to this under-the-radar push for more Middle Easterners to be distributed around the US.)
Here are screenshots of a few pieces of the data at Wrapsnet.

Below is the top of the data sheet on our Afghan admissions.

Circled in red is the column for Special Immigrant Visas compared to the number of regular refugees from that country.  On the fourth line down, that is California which is obviously being flooded.

Screenshot (253)_LI
This is the bottom half of the same data chart:

Screenshot (255)_LI
Refugee numbers (column one) are relatively low for Afghanistan, but the SIV numbers (column two) are huge!

See that in Trump’s first (partial) year in office (FY17) we admitted an astounding 16,866 ‘interpreters’ and in this fiscal year (2018) to March 5th we have already admitted 7,017! Again those numbers do not include spouses and children.
To conclude, although the regular refugee numbers are way down as we reported here.

8,583 refugees have been admitted in 5 months.

You can add to that another 7,017 paying SIV clients (and their families!) for the VOLAGs (resettlement contractors) to place in your towns.  (There are also ‘interpreters’ still coming in from Iraq, but numbers are much lower now.)
***Here are the nine federal refugee contractors. They have been complaining as their regular paying client numbers (refugees) have declined, but it seems they have some taxpayer supplied funds coming in with this huge push to bring in Afghan ‘interpreters’ and their families.
The original Refugee Act of 1980, that set up this monstrosity, envisioned a public-private partnership that over the years has almost completely morphed in to a federal program.
The number in parenthesis is the percentage of their income paid by you (the taxpayer) to place the refugees and get them signed up for their services (aka welfare)!  From most recent accounting, here.

NYT agrees with Trump: Sweden immigrant-perpetrated violence out of control

Invasion of Europe…..

Trump and Sweden
Can we expect an apology from The New York Times, The Washington Post, CNN, and the rest of the anti-Trump media about his Sweden comments last year?  Don’t hold your breath!

Powerline blog reminds us here of what happened a year ago February when the New York Times and all of its media lackeys landed like a big bird on President Trump when he said Sweden has a problem with out-of-control immigration (from certain ethnic/religious groups) and the violence it inevitably brings!

In February of last year, at CPAC, President Trump linked mass Muslim immigration to an increase in crime in Sweden. The New York Times, in an article called “From an Anchor’s Lips to Trump’s Ears to Sweden’s Disbelief,” ridiculed Trump for getting his information from television (a report on Tucker Carlson’s program) and suggested that Trump was misinformed. [The President might have said it at CPAC also, but it was at a campaign rally in Florida, here.]

It also criticized Trump for “start[ing] a dispute with a longtime American friend that resented his characterization and called it false.” The Times sniffed that “the president’s only discernible goal was to make the case domestically for his plans to restrict entry to the United States.” The Times seemed to believe that making this case was somehow out-of-bounds.

Powerline reports this from the NYT story as well:

Note that the trend the Times describes began in 2014. Trump discussed the problem of immigrant violence in 2017. He wasn’t premature, the Times is late.

They are all late.
Maybe the use of  weapons of war began in 2014, but their immigrant problems began long before that.  I began writing this blog in July 2007 and my first story on immigration problems in Sweden came in August 2007 (and there were surely more stories before I came along!).

I have a huge archive on Sweden, the country I predict will be the first European country to be conquered by Islam in the modern age.

Go here to see my many previous posts on Sweden’s failed multicultural experiment.

Now more on The NYT’s evidence that Trump is right on Sweden from the Daily Caller:

The New York Times published a report Sunday on Sweden’s growing problem with immigrant gangs — more than a year after the paper chided President Donald Trump for calling attention to the same worrisome development.

sweden time bomb
Sweden’s pin has been pulled in more ways than one.   https://www.spectator.co.uk/2018/02/violent-crime-in-sweden-is-soaring-when-will-politicians-act/

Entitled “Hand Grenades and Gang Violence Rattle Sweden’s Middle Class,” the report examines how weapons of war and clan-like*** violence have accompanied an influx of immigrants from certain parts of Europe and the greater Middle East.

The story centers on the death of a man in the town of Varby Gard, a once tranquil Stockholm suburb that is now the home base of an increasingly destructive immigrant gang. He was killed in early January when he picked up a mysterious object lying in the street that turned out to be a live hand grenade. The device exploded when he touched it, killing him instantly.

It was one of more than 100 incidents involving military-grade explosives in the Stockholm metro area that police have attributed to an “arms race” among immigrant gangs, reports The NYT.  There were only a few such incidents in Sweden until 2014, but since then, the number of explosions and seizures of grenades has shot up and remained worryingly high.

The police seized 45 grenades in 2015, while 10 others were detonated in public, according to Stockholm Police. The next year, 55 were seized and 35 detonated. A modest decrease occurred in 2017, when 39 were seized and 21 exploded.

Though The NYT readily reported on the nature of the violence, it was somewhat more circumspect about its origin. Nowhere in the story do the words “Muslim” or “refugee” appear. The only mention of the word “asylum” is to describe a witness to the explosion, one of many Varby Gard residents who arrived there thanks to Sweden’s famously open asylum policies.

The fact is that Sweden’s spike in gang violence and certain categories of crime coincided with the resettlement of more than 100,000 asylum seekers from predominantly Muslim nations beginning in 2014.

More here.
Here is a bit from the New York Times article itself:

Sweden’s far right-wing party blames the government’s liberal immigration policy for the rising crime, and will thrust the issue to the fore in the fall campaign.

Last year, Peter Springare, 61, a veteran police officer in Orebro, published a furious Facebook post saying violent crimes he was investigating were committed by immigrants from “Iraq, Iraq, Turkey, Syria, Afghanistan, Somalia, Somalia, Syria again, Somalia, unknown country, unknown country, Sweden.” It was shared more than 20,000 times; Mr. Springare has since been investigated twice by state prosecutors, once for inciting racial hatred, though neither resulted in charges.

Yesterday we told you about Italian elections and said there might be hope for Italy if it gets rid of most migrants (most are economic migrants) and Italians start having babies.  Same goes for Sweden, but there is even less hope there that they can turn around the DEMOGRAPHIC conquest in time.
Dear readers, I’m asked often “what can I do?” Here is one vital thing: follow news from Europe daily and be sure to send what you learn far and wide because as Europe goes, so go we (just a little farther along in this century)! Unless, of course, we heed the lessons unfolding before our eyes!
My ‘Invasion of Europe’ archive is here.
***By the way, any mention of clan violence means only one thing—Somalis are involved.
