It is all about the money! Will Congressional Republicans save us, or not? (More money Part II)

The Rally4Refugees  (aka Rally4Money) kicks off today in Washington and although organizers want to give the impression that this is all about saving the downtrodden of the world, they know and are working toward the goal of wringing more of your money, taxpayer dollars, out of you to expand their progressive power base, force diversity down everyone’s throats, and help bring a steady supply of cheap labor for their partners in the global economy.

We can impotently holler and scream about the UN, about Obama, about Soros and Hillary, but we should be screaming at the Republicans in Congress and especially the leadership.

Obama cannot expand the numbers of refugees he wants for FY2017 without the accompanying money from you!

A week or so ago we told you that Obama is looking to get $2.2 BILLION appropriated for FY2017 for the Office of Refugee Resettlement alone.  The fiscal year begins October 1!

Congress and the power of the purse!

We can scream and shout about the UN, Obama, Soros, and Hillary, but whether your town is spared becoming a new or expanded resettlement site depends on these two! Senator Mitch McConnell and Speaker Paul Ryan.

When Congress returns after Labor Day, will Congress pass a ‘continuing budget resolution’ until a later date (past the November election)?
Will they address next year’s budget in the lame duck session following the election and after we know who will be our President in 2017?
Might they pass a continuing resolution until say March (giving a new President time to have some influence)? Or, they could pass a whole year’s budget in the lame duck.
We don’t know, but you can be sure that during those September days (before they leave to campaign in October) funding issues will be front and center for them.
The point I’m making is that your energy must now be placed on stopping the funding for refugee resettlement (or at minimum keeping it at last year’s level) when the contractors and those organizing that rally today will be putting all their time and energy (most likely using your money to lobby as well!) into expanding the funding levels to accommodate whatever crazy number Obama will announce at the UN in September. The nine federal resettlement contractors*** have no money if they can’t get it from you!
Again, Obama says he wants $2.2 Billion for ORR (in the Dept. of Health and Human Services) while the House Appropriations Committee has already weighed in and said, no. They propose keeping the funding at last year’s level.
See what they said here in the Appropriations Committee report earlier this summer (hat tip: Richard at Blue Ridge Forum).  The Committee recommends $1.6 billion.  The contracting agencies will have a much more difficult time trying to open all the new offices they have been talking about with money at last year’s level.
Editor: Remember as you read this that this is just for the Office of Refugee Resettlement and know that the State Department also pays out at least another $500 million directly to the contractors. Also, be sure to take note of the fact that the ‘Unaccompanied Alien Children’ are now costing us almost one billion alone!

REFUGEE AND ENTRANT ASSISTANCE
    The Committee recommends $1,674,691,000 for Refugee and
Entrant Assistance programs, which is the same as the fiscal
year 2016 enacted level and $575,169,000 below the fiscal year
2017 budget request.
    The Office of Refugee Resettlement (ORR) programs are
designed to help refugees, asylees, Cuban and Haitian entrants,
and trafficking victims become employed and self-sufficient.
These programs also provide for care of unaccompanied immigrant
children in Federal custody and victims of torture.
    Within the total, the Committee recommends the following:

Refugees and Unaccompanied Children
    Healthcare and Education Costs Related to Illegal
Immigration.--The Committee is concerned with the significant
healthcare and education costs to State and local communities
resulting from illegal immigration. In addition, the Committee
is concerned about the response time from previous inquiries on
this matter; the Committee urges the Departments of Education
and Health and Human Services to provide timely and informative
assistance when requested. The Committee further directs the
Departments of Education and Health and Human Services to
provide all available Federal resources to assist State and
local governments with these increased costs that are a direct
result of Federal law or policy. The Committee further directs
the Departments to provide a report to the House Appropriations
Subcommittee on Labor, Health and Human Services, and
Education, the Subcommittee on Commerce, Justice, Science and
the Subcommittee on Homeland Security within 90 days of
enactment on the costs borne by State and local governments and
the Federal government for providing health and education
services to individuals without legal immigration status. The
report should cover the costs incurred over the course of
fiscal years 2014-2016 and include projected costs for fiscal
years 2017 through 2021. The report shall also include an
accounting of what Federal resources have been directed and
what Federal resources will be directed in each year to cover
these added expenses.

Note above in blue—that is the Committee telling HHS something they want done! Such demands can be placed in Appropriations bills.  This is a good step, but it would be even better if it directed them to find out what the state and local costs are of refugees placed in your towns as well.

Bowling Green, KY nervous about planned Syrian resettlement

It sure looks like another ‘pocket of resistance’ is forming, this time in Bowling Green, KY (a growing Muslim community) the hometown of Senator Rand Paul and the resettlement site of two convicted Iraqi refugee terrorists who had been placed there a few years ago.
Before you read the story, you should visit our very large archive on Bowling Green by clicking here. There has been much turmoil over the years with resettlement there generally relating to refugees being dumped by their resettlement contractors.
And, consider the fact that Senate Majority leader Mitch McConnell has never (to my knowledge) ever lifted a finger to question the program in his own state, it tells me that the program is driven there by Big Meat, the Chamber of Commerce and other industries who want a continuous supply of cheap immigrant labor.

Senator Rand Paul has spoken up a few times over the years, but with a ‘conservative’ governor there now and if Paul sticks with past comments, it’s time to reevaluate Kentucky’s WILSON-FISH program.
Here is the news from WKU radio:

Bowling Green is preparing to welcome Syrian refugees later this year who are fleeing their country’s civil war. The Warren County-based Kentucky International Center has agreed to resettle 40 Syrians, but the decision is raising concerns in the local community.

The plan to open the city’s doors to Syrian refugees is creating backlash in what has otherwise been a welcoming environment. City Commissioner and Mayor Pro-Tem Melinda Hill has been one of the most outspoken critics of the plan to resettle Syrians in Bowling Green. She says she doesn’t have confidence in the federal government’s screening process.

“Our country has systems in place where our criminals, we know what they did, when they did it,” Hill tells WKU Public Radio. “Many of these people are from countries that do not have systems like that in place, or if they did have them, these people have not been entered into the system, they’ve not been kept up to date, or those systems have been destroyed. We don’t have access to any background checks. It’s all questions and answers.”

Some locals residents are more apprehensive since the 2011 arrest of two Iraqi men living in Bowling Green. Both are now in prison for conspiring to send weapons and cash to the terrorist group Al-Qaeda.

The Syrians represent a small fraction of the 400 other refugees coming to Bowling Green this year, including from Africa, Asia, and Cuba. If approved by the federal government, 40 Syrians will start a new life that they hope won’t be derailed by fears of terrorism.

Concerned Kentuckians should be letting your governor know that he could be the one brave governor needed!  Go here and see what he could do!  If he is worried about being alone, he could call upon Chris Christie and Sam Brownback to join him! Three brave governors is surely better than one!

Fate of Syrian resettlement in US this year rests in the hands of Ryan and McConnell

I’m happy to report that our readers are more up on the news than I have been these last few days.  Thanks to all of you who are sending me hot-off-the-press news on the roiling controversy about Syrian refugee resettlement AP (After Paris).  I just don’t have the time to post it all!

Speaker Ryan and Senate Majority leader McConnell will be the ones who determine the fate of resettlement of Syrian refugees in the US this year (not the governors!). Kentucky is gradually becoming an important resettlement target and it’s been a mystery to me why McConnell has let it happen. I can only assume McConnell gets campaign contributions from industries, including the chicken processing industry, which needs cheap reliable laborers. LOL! I did take a break today as Rush Limbaugh held forth for what I assume was much of his show and every time I turned on the TV I heard the “R” word (refugee).  Heck, everyone is covering it, I reminded myself.
Here, at Politico, is a story from yesterday I’ve been meaning to get to.
Don’t get me wrong, it is wonderful that governors across the country are speaking up, but even if you wish them to have the power to stop the resettlement (unless there was a Constitutional challenge which does need to get underway, but will take years!) there is really only one place it can be done quickly with any finality (for this year) and that is in Congress where the FUNDING MUST BE CUT OFF.

The refugee resettlement contractors know that very well or they wouldn’t have had an emergency press conference call today!
Here is Politico telling us what the stakes are and informing us that what happens next will be the first crisis for new House Speaker Paul Ryan.

A cascade of Republicans on Monday implored the Obama administration to scrap plans to resettle 10,000 Syrian refugees in the United States next year, saying they pose an unacceptable security risk in the wake of last week’s terrorist attacks in Paris.

And, in a dramatic twist, the sudden standoff is raising the possibility of a government shutdown next month.

Throughout the day a host of Republican governors around the country, wary that refugees could end up in their home states, blasted President Barack Obama’s plans. But those governors lack real sway over the process, and some are asking Senate Majority Leader Mitch McConnell (R-Ky.) and House Speaker Paul Ryan (R-Wis.) to insert a provision in the Dec. 11 spending bill that would bar more Syrian settlers.

Did you see this?  Lindsey Graham has backed off his earlier proposal to ADD funding for Syrian resettlement!

The politics are moving fast: The Democratic governor of New Hampshire, a Senate candidate, is siding with conservatives, and Sen. Lindsey Graham (R-S.C.) is reversing his support for a $1 billion spending bill intended to allow in more Syrian refugees after touting the measure just weeks ago. GOP leaders are keeping their options open as they mull whether to try to block new Syrian refugees by adding language to the must-pass spending bill.

Sen. Jeff Sessions (R-Ala.), one of the leading immigration hard-liners in the Capitol, sent a letter to colleagues calling for provisions in the omnibus spending bill that would give Congress more oversight over Syrian refugees.

Ryan and McConnell will have to decide quickly on a course of action as they confront the first potential legislative crisis since Ryan became speaker.
