The movie ‘Chappaquiddick’ opens in theaters this week and it got me thinking, what if…
What if justice had been served and Kennedy was not in the Senate to spearhead the bill that would become the Refugee Act of 1980.
Senator Ted Kennedy is responsible for most of the problems we have today with immigration, by 1969 he had already done some very real damage to this country. But he didn’t drive through the bill that became the Refugee Act of 1980 until ten years later, in 1979.
That bill was signed in to law in March 1980 (the 17th, St. Patrick’s Day, exactly) in Jimmy Carter’s final year. (I don’t recall if by March ol’ Carter knew, or suspected, he was a one-termer or not.)
The Refugee Act of 1980, which only a few weeks ago passed its 38th anniversary, had set up the flawed system we see today where nine major contractors (using taxpayer dollars) monopolize the program, and, up until President Trump came along, pretty much called the shots on how the USRAP was managed.
I attended the 30th anniversary shindig of the signing of the Act at Georgetown Univ. and wrote about it herea few years ago. I asked this in 2011 after listening to speakers at the Georgetown celebration:

The Caravan! Kennedy’s legacy! These Central Americans will arrive at the US border where they will ask for asylum under Kennedy’s law.
The major take-away of the day for me was the obvious push toward greater use of the asylum portion of the law.
The Open Borders crew knew then that there were limits to how many refugees they could get in through the normal process and were beginning to hang their hats on migrants coming to the border (where an immigration lawyer awaits them) and asking for asylum.
So that “Caravan,” on its way to our southern border at this very moment, is a direct legacy of Ted Kennedy who should have been driven out of the Senate in that fateful year—1969—and sent to prison!
Would there eventually have been a Refugee Act, maybe, but then again maybe not!
Before I tell you about ‘Moneybags’ Miliband’s proposal for his home country, the UK, and for the whole of Europe, this article gives me an opportunity to clarify something the No Borders gang doesn’t want you to understand.
If you are saying Europe is already taking in hundreds of thousands of “refugees,” how can they take more? Know that the over a million migrants, which have descended on Europe in recent years, are not “refugees” until they have had their asylum claims adjudicated and have been determined to be truly persecuted people in need of refugee protection. The vast majority are illegal aliens/economic migrants!
The next time someone on the Left (or a politician) says we must do our share because Turkey, Jordan, and Lebanon are doing so much more, remember this: the migrants in those countries are temporary. The people Miliband is talking about are “refugees” mostly identified and registered with the United Nations and who will become permanent residents when they are admitted. Many live in UN camps in the Middle East, Asia and Africa. It is (mostly) from that pool that the US has taken its 10,000+ over the last 6 months (see yesterday’s post). For decades, without a doubt the US has taken the lion’s share of the refugees the UN has identified and wants to distribute to the West.
Doing well by doing good!
David Miliband heads the financially largest of the nine US resettlement contractors*** the International Rescue Committee. He is a former UK Labor Party Foreign Minister and a pal of—-drum roll—-George Soros. I call him “Moneybags” because he pulls down an annual salary of $671,749 (largely funded by US taxpayer dollars). See post on the IRC’s Form 990, here.

It could be sub-titled: Miliband takes a whack at Trump!
David Miliband has called on the European Union to bring half a million refugees to Europe over the next five years, which would mean providing homes for almost 10% of the world’s most vulnerable refugees each year.
Under the targets proposed by the International Rescue Committee (IRC), of which Miliband is chairman, the EU would commit to increasing targets of European resettlement schemes to take in 108,000 refugees every year for five years from refugee camps and communities in countries such as Jordan, Turkey and Lebanon.

In 2017, 65,000 refugees were resettled worldwide, a third of the number resettled the previous year (189,300). The EU provided resettlement places for 23,000 refugees – or 1.9% of those eligible for resettlement. Under the target being called for by the IRC, the EU would resettle 9% of eligible refugees.
Let’s stop for a minute and look at the numbers. I used the calendar year data at Wrapsnetand see that in 2017, the US resettled just over half (51%) of the refugees resettled by the whole Western world—33,368 (of the 65,000). Pew Research tells us that in 2016 the US share was also 51%, but get this….from Pew:
In 2016, for example, out of approximately 1 million eligible refugees identified by UNHCR, an estimated 189,000 were resettled worldwide, with more than half (51%) of these ending up in the United States. Between 1982 and 2016, the U.S. admitted more than two-thirds (69%) of the world’s resettled refugees, followed by Canada (14%) and Australia (11%).
So for nearly a quarter of a century the US was, by far, the most ‘welcoming’ country in the world! Yeh! Miliband is right—other countries need to pick up the slack now. Time for the US to take a breather! The Guardian continues….
Miliband said Europe had been “playing catch up” with the refugee crisis as it dealt with large numbers of people [illegal aliens!—ed] arriving and claiming asylum over the past few years, but now had an opportunity to “become a proactive player” on this issue.
“Europe needs to recognise that this refugee crisis around the world is not going away and Europe needs to have a proactive policy which includes the option of refugee resettlement for a portion of the most vulnerable who are identified as qualifying for refugee resettlement,” he said.
Miliband: Europe must lead because Trump isn’t!
Miliband said the need for Europe to provide world leadership had increased after the Trump administration announced last year it would slash the US resettlement target from 110,000 places in 2017 to a maximum of 45,000 places in 2018. The US has traditionally taken the most refugees through resettlement programmes of any country.

However, the calls are likely to face opposition from some member states, which have refused to share the responsibility of refugee hosting across the EU. Last year, the European commission began a legal case against the Czech Republic, Hungary and Poland for refusing to participate in a programme that relocated refugees that had arrived in Greece and Italy.
Under the IRC’s proposal, all EU member states would be required to set a target for refugee resettlement, proportionate to GDP and population. Most countries would have to dramatically expand their resettlement programmes to meet this target.

***These are the nine federal resettlement contractors which are hired by the federal government to take care of refugees resettled in the US, but spend much of their time doing community organizing and No Borders political agitation work against the sitting President of the US.

This is what Israel has been contending with for years. Some of these migrant activists are already coming to the US!
It seems that Israeli Prime Minister nixed his own deal with the UN before the ink was dry on the Hebrew Immigrant Aid Society (aka HIAS)‘s crowing e-mail to its followers.
I received Mark Hetfield’s e-mail at 3:28 p.m. yesterday, but sometime later yesterday the New York Times reported that the deal was off.
I was planning to post on the Hetfield e-mail anyway this morning, but now the story gets even juicier. My focus would have been on the outrageous idea that 16,000 Africans who broke in to Israel over the years would be resettled as refugees in WESTERN COUNTRIES. Which countries? The US! Surely Europe can’t handle one more needy African! ***Update*** Canada in the cross hairs, see here. (Readers need to know that we (the US) are already bringing rejected asylum seekers from Israel to be placed in Anytown, USA. 71 arrived between Oct. 1, 2017 and February, 28, 2018. Hundreds more have come in recent years probably all resettled by HIAS.)

JERUSALEM — In a head-spinning turnaround, Prime Minister Benjamin Netanyahu of Israel announced on Monday that he had reached an extraordinary deal with the United Nations refugee agency to resettle thousands of African asylum seekers in Western countries. Within hours Mr. Netanyahu suspended the deal after coming under heavy criticism from his coalition partners.
The flip-flop appeared to reflect Mr. Netanyahu’s fear of losing support from those partners or from his right-wing constituency, who call the asylum seekers infiltrators and want them gone. His opponents on the left described the prime minister’s behavior as an embarrassing and cowardly surrender under pressure.

Mr. Netanyahu, who is battling for his political future under the cloud of multiple corruption scandals and faces possible charges of bribery, had apparently failed to consult with most of his own conservative Likud Party colleagues or coalition allies before announcing the migrant deal.

The agreement with the United Nations was meant to replace a contentious Israeli plan that had offered the migrants a stark choice: forced deportation to Africa or prison. That plan fell through after Rwanda, the African country meant to receive the deportees, announced that it would accept only those who left Israel voluntarily.
In the afternoon, in a televised news conference, Mr. Netanyahu triumphantly announced the new deal, under which the office of the United Nations High Commissioner for Refugees committed to persuading countries in the West to take at least 16,250 migrants over five years, while Israel would grant official status as temporary residents to most who remained.
Estimates of the population of African asylum seekers in Israel, mostly from Eritrea and Sudan, range from 35,000 to 39,000.
But the agreement to let many stay in Israel drew harsh criticism from some of Mr. Netanyahu’s right-wing coalition allies, who were taken by surprise. Naftali Bennett, the education minister and leader of the far-right Jewish Home party, said the deal would “turn Israel into an infiltrator’s paradise.”
Mr. Netanyahu backtracked.

The plan was to be carried out in three phases, with the first 6,000 migrants expected to leave over the next 18 months.
William Spindler, a spokesman for the United Nations refugee agency in Geneva, said there was no agreement in place with other countries to take any of them. He said that the agency would need countries to come forward with offers, but that “we are confident we will be able to find places for these 16,000 people.”
More here. The UN is confident! I’m not! A major part of the deal requires WESTERN COUNTRIES to take 16,000 —- which countries?
And, why should Israel’s, or Malta’s, or Australia’s illegal aliens be our problem! Refugees, asylum seekers, migrants are the problem of the country they have escaped to—-they are not the US’s problem—and if the President is serious about reforming the UN/US Refugee Admissions Program, simply disallowing resettlement from first world countries is something he can do at the State Department level!

Right on cue they have begun the PR push for pre-Trump levels of refugee admissions.

International Center of Kentucky faces dwindling refugee arrivals
Albert Mbanfu, the center’s executive director, met with community partners Thursday to discuss resettlement issues. Mbanfu said after the meeting that the center is experiencing a slowdown but that the federal government isn’t saying why.

Mbanfu is presiding over a Stakeholders meeting that includes school and health officials, etc. These meetings are supposed to be open to the public, so all of you should be finding out when they are held and request to be present. In light of this [discussion about Trump slowdown.—ed], Mbanfu said the center has been asked to rework its budget. He said in a follow-up interview that the center has made cuts and reduced staff.
“A year and a half ago we were at about 30 and right now, full- and part-time staff, we are down to 22, and there are still plans to reduce that further,” he said of the agency’s employees.

During the meeting, Mbanfu also discussed plans to scale back funding for refugee resettlement agencies across the country.
“Beginning Oct. 1 [Fiscal year ’19 begins that day.—-ed], not all of the refugee resettlement agencies will be open,” he said. “Many will close their doors.”
Mbanfu said the center’s volunteer agency, the U.S. Committee for Refugees and Immigrants, is working on a proposal to keep its affiliated agencies open. More information should be available in August or September, he said.
This is what I wanted you to see!
Despite the low number of arrivals, Mbanfu told the center’s partners it is going to ask for permission to resettle 440 refugees next fiscal year.
The center was previously granted permission to resettle that amount before Trump took office.
I have to laugh. I’ll bet some of those officials which have to cope with large numbers of refugees in the schools and health system are keeping their fingers crossed that 440 won’t be coming next year! The strategy is taking shape!
Apparently, the strategy is for all three hundred or so subcontractors (of the nine major contractors***) to prepare Abstracts for the coming year as if President Trump wasn’t even there. They know he won’t go for Obama-level numbers, but they plan to use their request for high numbers in the inevitable media agitation campaign. Those Abstracts go to the US State Department (as a basis for next year’s determination) and if the DOS was smart they would put the word out right now that they won’t entertain any Abstracts that come in at Obama-era levels. They could even put out a percentage. For example an Abstract must come in at say 25% of its FY18 submitted level.
If the Trump State Department does not head this off now, they face another refugee industry anti-Trump media blitz come September.
(They will get one anyway, but at least the contractors won’t be able to use their submitted Abstracts in the process.)
BTW, Senate Majority Leader Mitch McConnell has never lifted a finger to reform the refugee program. At one point, after those Iraqi refugee terrorists were caught in his home town, Senator Rand Paul took a stand against the program, but quickly shut down his criticism. I think KY is one of those states that welcomes cheap refugee labor for BIG CHICKEN! and for the Chamber of Commerce.
Wouldn’t you like to know what ol’Mitch and Rand are telling Trump behind the scenes about refugee resettlement!

I promised long ago to report on the enormous funding the US Conference of Catholic Bishops (USCCB) receive from the US Treasury every time they make political statements about how the Trump Administration isn’t doing enough for refugees. See one such post here.
I also promised to stop reporting on their millions of taxpayer dollars if they would only start to mention their financial stake in the US Refugee Admissions Program in their public statements. Here is the latest and of course (again!) no mention of their millions of taxpayer dollars.

Washington D.C., Mar 28, 2018 / 05:00 pm (CNA/EWTN News).- The U.S. bishops have voiced concern over the abnormally low levels of refugees admitted to the U.S. under the Trump administration, saying that it puts those fleeing danger at risk, and fails to comply with Christian teaching on welcoming the stranger.
“The current level of refugee arrivals leaves thousands of vulnerable people in harm’s way and searching for protection,” said Bishop Joe Vasquez, speaking as chair of the U.S. Conference of Catholic Bishops’ Committee On Migration.
The good Bishop never mentions that immigrants=federal funding!
The bishops’ March 26 letterwas sent to Homeland Security Secretary Kirstjen Nielsen and to the U.S. State Department.
“As Christians, our concerns for refugees is integral to our life of faith,” the bishops said. “In this spirit, we urge the Administration to renew a bipartisan commitment to resettlement for refugees, including religious minorities.” [I told you here just yesterdaythat ‘bipartisan’ means the R’s want cheap labor and indeed the USCCB acts as a headhunter for big business.—ed]

These trends “signify an abdication of our nation’s leadership in humanitarian protection through resettlement and in championing international religious freedom,” the bishops charged.
Here we go again, they cite Jesus. I feel sure Jesus never meant that citizens should be taxed to pay for Christian charity to the poor stranger.
They cited Jesus’ words from the Gospel of Matthew, “I was a stranger and you welcomed me,” as well as the Old Testament’s exhortations to care for the stranger.
Ha! Ha! This next bit made me laugh. Itold you just the other day that the political push would soon begin for fiscal year ’19, and right on cue….. They want 75,000 beginning October 1, 2018. I thought they would demand 100,000 as their opening bid, so I was wrong.
They called on the Trump administration to admit at least 45,000 refugees in this fiscal year and to issue a presidential determination allowing 75,000 refugees to enter the country next year. They again requested a meeting with Trump to discuss how to address refugee processing. [See the letter to the President, here.—ed]
Now to the millions the Bishops stand to lose during the Trump presidency (something they never mention)!
A couple of years ago we found an annual report for the Bishops’ Migration Fund, see here, and learned that the fund is 97% funded by the federal government (parishioners put very little into the fund for immigrants and refugees). We have not found an annual report since that one in 2014 (strange, huh!).
However, here in an audit of the USCCBfor 2015 and 2016, we see this (below) on page 14. (Dear White House, before granting a meeting, be sure the President knows about this!)
