Connecticut: Congolese Refugee Sentenced to 45 Years for Brutal Murder of Niece

Diversity is strength alert! NOT!

I don’t know how I could have missed this dreadful murder case!

The crime happened in 2018, but on Friday Richard Segabiro, a refugee from the Congo who has been in the US since 2005, was sentenced to spend what really amounts to the rest of his life behind bars being taken care of with your tax dollars.

Richard Segabiro raped and brutally “butchered” his niece.

Your tax dollars also paid to bring him here almost 15 years ago, and will likely now help support his family in Connecticut.  So much for robust screening and for the idea that refugees benefit America.

The sentencing, which happened on Friday, was delayed last month when it was revealed in court that the teen victim’s mother was still alive in the Congo which begs the question, how much investigating went on back in Africa before the whole bunch was admitted to the US?

Segabiro’s attorney had argued that he suffered from PTSD from his years in wartorn Congo.  (Mental health care needed for refugees, something rarely discussed!)

NBC New York:

Conn. Man Sentenced to 45 Years for Killing Teen Niece

Read it yourself.

Here is the story from last month about how the sentencing had been delayed. From the Connecticut Post:

Convicted killer’s sentencing halted after claim victim’s mother may be alive

BRIDGEPORT — A convicted killer facing nearly half a century behind bars got a sentencing stay Friday after the sudden announcement that the mother of the young murder victim, once believed dead, may in fact be alive and hiding in the jungles of Congo.

“I am very cautious that I should not go forward (with the sentencing) because of the possibility the mother is alive,” said Superior Court Judge Joan Alexander. “I would like the opportunity to give the mother a chance to make an impact statement.”

Francine Nyanzaninka was described by her school principal as a beloved school leader. http://connecticut.news12.com/story/37559296/principal-slain-bridgeport-teen-was-school-leader-athlete

Richard Segabiro is facing 45 years in prison for butchering his 15-year-old niece, Francine Nyanzaninka, with a multi-tool in the bathroom of their Fairfield Avenue apartment in February 2018.

Segabiro, his lawyer, Public Defender Joseph Bruckmann, and state prosecutors had all believed the girl’s mother had been killed along with the rest of her immediate family by Congolese rebels.

But as the sentencing hearing began, Segabiro’s wife suddenly stood up in the back of the courtroom and called out in her native Swahili that not only was the girl’s mother alive but she had spoken to her by telephone.

A Swahili interpreter told the judge Segabiro’s wife told him she had located Nyanzaninka’s mother, her sister, in the Congo and briefly spoke to her on the phone. She said the call was brief because of the isolated location but she intended to call her again to get her opinion about the sentencing.

They have been here for 15 years and still can’t speak English? CT taxpayers are paying for the interpreter!

Now here is what I missed in 2018.

Again, from the Connecticut Post:

Refugee pleads guilty to fatally stabbing niece

BRIDGEPORT — Standing on his porch, soaked in his teenaged niece’s blood, Richard Segabiro told police he stabbed the girl to death because he has Post Traumatic Stress Syndrome as a result of his escape from war-torn Congo.  [Sounds like he had his excuse ready!—ed]

But an autopsy showed the 15-year-old girl had been sexually assaulted by Segabiro.  [Was it the first time? Or, is it possible she finally stood up to him?—ed]

“The state would not be able to prove whether that occurred post mortem or prior to the murder,” Senior Assistant State’s Attorney David Applegate said in court Wednesday.

[….]

Segabiro had fled tribal violence in the Congo with his wife, three young children and his niece, Francine Nyanzanika in 2005, settling in a second-floor apartment on Fairfield Avenue here with the help of a refugee agency.   [The media never names the refugee agency, but here are eight listed in CTed]

Shortly after 11 p.m. on Feb. 19, 2018, 911 operators received a call from Segabiro that he had just killed someone.

Police said when they arrived at the home, they found Segabiro standing on the porch, covered in blood. They said he told them he had just killed his daughter because he had PTSD and believed she was trying to poison him.

Applegate said police found the girl lying in a pool of blood on the bathroom floor. He said she had killed by a sharp object and nearly decapitated.

By the way, these are apparently ‘Christian’ refugees so the next time you say we should bring only Christian refugees to the US, think about this case.

Shock! Not all Christians are good people!

Uganda: UN Re-opens Corruption Investigation at Camp Where US-bound Refugees are Housed

I’ve been sounding like a broken record when I continue to report that we are taking tens of thousands of DR Congolese refugees (housed in camps like this one) at the behest of the United Nations.

Nakivale’s camp sign, where corruption is alleged, is meaningful. Hijra is the Islamic doctrine of migration and although they don’t say it, it means spreading Islam via immigration.

In fact, the DR Congolese make up the largest number of refugees being admitted to the US right now, during the Trump administration, even as Congolese elsewhere in Africa are going home.  See here.

In case you are wondering, most Congolese are not Muslims, but a small number being admitted to the US are.

The Uganda camp sounded familiar to me, so I went to my archives to see if I had written about Nakivale and sure enough I had, in 2010, when we were taking thousands of Somalis from that camp.

(It is no wonder the speech police wanted RRW removed from the worldwide web, there is a heckuva lot of information archived here!)

Here is what I reported nearly ten years ago in a post entitled:

Are you sitting down! UN sending 6000 more Somalis to US this year

The Obama administration agreed to take that number from Nakivale camp in Uganda because the Somalis could not get along with the other refugees in the camp.

An article that has now been removed quoted a source who said this:

Explaining the reason of resettling Somalis to the US, Katura said Somali refugees have failed to integrate with other refugee groups living in Nakivale and with the local communities because of their unique language and culture.  [This is insane, they can’t get along with other African people but they are going to jump into the mythical American melting pot and come out as just good old regular Americans!—ed]

Later, in 2017, we learned that some of the Nakivale Somalis went to Minnesota thanks to Catholic Charities, here.

Earlier this year we heard about the allegations of fraud and corruption in the UN system in Africa, here, and this news is a continuation of a supposed effort by the UN to find out exactly how alleged corruption is occurring.

From 100 Reporters:

UN Refugee Agency Reopens Corruption Investigation

Refugee Sources Report Retaliation After Speaking Out

The United Nations is investigating allegations of corruption among employees at a Ugandan refugee camp following a 100Reporters investigation, but victims say they face retaliation for testifying and that the UN is not protecting them.

In a story published in partnership with NBC News and Journalists for Transparency, refugees at the Nakivale settlement in southwest Uganda said employees and contractors working for the UN Refugee Agency, the UNHCR, as well as local police and employees of the Ugandan government’s Office of the Prime Minister and police, were demanding bribes for everything from access to essential services, including medical referrals, to resettlement in Europe or the U.S.

The reporting came as part of a broader investigation this spring, in which dozens of refugees in East Africa accused UNHCR staff and contractors of exploiting refugees and whitewashing corruption charges.

Refugees interviewed said they felt they had nowhere to turn when they witnessed corruption, as they had to rely on the UNHCR, whose mandate is to protect them, for food, medicine and safety.

A UNHCR spokesperson denied the allegations of wrongdoing at the time the stories were published. But staff are now carrying out interviews with refugee witnesses at the Nakivale refugee settlement and elsewhere.

More here.

Continue reading because there is a question about whether the UN is looking for fraud and corruption, or trying to find out how allegations of fraud reached the mainstream media’s ears!

Maddening isn’t it!

First we took thousands of Somalis from this camp and now we are taking thousands more Congolese just because the UN wants us to take them off their hands.

Endnote: Just had a quick look at the data at the Refugee Processing Center and see that we processed a whopping 2,697 refugees into the US from Uganda in the last fiscal year.  See here(Don’t look at the colored map it is messed up, look at the chart and scroll down to Uganda.)

Trump Administration to prioritize Africans in FY19 refugee admissions to US

For years we have been flying Africans to America and placing them in hundreds of US towns and cities, and President Trump’s State Department will continue that trend as its number one refugee admissions priority!

Congolese-refugees (1)
The UN asked the US to take in 50,000 Congolese over 5 years and we are doing just that!

Frankly, as I said just yesterday if Africa doesn’t soon slow its population growth and get the Islamic extremists under control, Africa is going to sink first Europe, and then us under the weight of millions of needy (mostly unskilled) people in the not too distant future.

Based on current trends, Africa as a whole is projected to double in [population] size by 2050. Between 2050 and 2100, according to the United Nations, it could almost double again.

(from 1 about 1.3 billion in 2018 to over 4 billion in 2100!)

Yikes!  See the Africa ticking (time bomb) population clock, here.

Trump to prioritize Africa…..

cover fy19 report

Although the US State Department has announced a greatly lowered refugee cap (30,000) for the coming fiscal year which begins this coming Monday! the administration will place a priority on Africans according to the just released ‘Report to Congress’ that explains why the President is setting the level where he is.

The full report released yesterday is here.

This year it is a slimmed-down version of a report I have handy for FY16 (Obama’s last full year) which is 71 pages.  The Trump report, at a mere 39 pages, does not go in to the great detail that Obama’s did.

I encourage serious students of the US Refugee Admissions Program to read it (LOL! I haven’t read it all yet, but I will!) because it is a very useful educational tool even if it is discouraging.

Here (below) is a screenshot of the Trump priorities. At least we can cheer about the dramatic slowdown in the Near East and Asia (where most of the Muslim countries, besides Africa, are found).

Screenshot (696)

And it is an improvement on Obama’s last full year when he set the ceiling for Africa at 27,500 and came in at 31,624!

By contrast, from October 1, 2017 to September 1, 2018 (11 months of the fiscal year), Trump admitted 9,007 Africans.

But, what on earth makes anyone in the Western World think we can save Africa by serving as their population pressure valve.

There is no way, even if we wanted to, to take enough refugees to keep up with their exploding population growth.

Let’s look at the DR Congolese

Anne richard and UNHCR smile
Anne Richard and then UNHCR Antonio Guterres who is now Secretary General of the United Nations.  By the way, Trump is still without an Asst. Secretary of the Bureau of Population, Refugees and Migration

I reported here in 2013 that then Asst. Secretary of State for Population, Refugees and Migration, Anne Richard, told the United Nations (told UNHCR Guterres) that we would ‘welcome’ to America 50,000 UN Camp-dwelling Congolese over 5 years.

I just checked Wrapsnet and although we were bringing these people prior to FY14, since Richard’s announcement we have admitted 45,667 from that fiscal year up until today.

(In fact, from FY08 to the present day, we have admitted 56,106 from the DR Congo.)

And, by the way, I checked numbers for this month and in a little over 3 weeks we admitted 684 DR Congolese refugees, followed by Burma (290) in second place. In case you are wondering, most Congolese are not Muslims but there are a few in the flow to your towns and cities.

So by my calculation we have 4,333 DR Congolese to go to fulfill a promise we never needed to make!

But, do not hold your breath that it will end at 50,000 because our track record is that we just keep taking them long after the supposed cut off number has been reached—see Burmese, Bhutanese and Somalis for starters!

Endnote: I did a quick check and am not seeing anything about prioritizing persecuted white South Africans.  Let me know if you see any mention.

The dark underbelly of refugee resettlement in the US—churches neglecting refugees, working with questionable landlords

When I first began writing this blog in July 2007, one of the issues that attracted my attention was the puzzling decision by the Virginia Council of Churches, working for major resettlement contractor Church World Service, to place refugees in one of the worst buildings in the worst section of Hagerstown, MD.
cws logo
But, here we are 11 years later and Church World Service has placed Congolese refugees in Greensboro, NC in housing that is managed by a company that has a record of many years of troubling business practices.

I’m sure CWS rejoinder is—well give us more taxpayer money and we will get them nicer apartments.

And, I say, this was supposed to be a public-private partnership, so how about you, CWS, raising private money from your churches to help these Africans you placed (so that North Carolina meatpackers could have cheap compliant labor)!

NH: Charges refiled in case of refugee accused of domestic abuse and sexual assault

We told you the outrageous news here where we learned that a Congolese refugee had his charges dismissed because the judge found him culturally incompetent (he abused women, beat his wife, in his native DR Congo so how could we expect him to know better!).

Augustin Bahati will be back in court later this month when they find an interpreter.

The case has been refiled, but delayed when an interpreter didn’t show up in court.

Just a reminder that refugees are entitled to expensive interpreters (often supplied by a refugee contractor***) that you pay for with your tax dollars (costs NEVER reported in glowing studies of how refugees are good for the economy!).

From the Manchester Union Leader (hat tip: Joanne):

MANCHESTER — A court hearing for a Congolese refugee on domestic-related criminal charges refiled by city prosecutors was postponed Thursday because there wasn’t an interpreter available.

Augustin Bahati was there for the status hearing Thursday morning in 9th Circuit Court-District Division and sat in the courtroom for several hours because the interpreter scheduled to translate during the proceedings did not show.

Judge Gregory Michael rescheduled the hearing for Aug. 24 at 8:30 a.m.

The case against Bahati was dismissed in March because he was deemed “culturally incompetent” to understand the American justice system. Acting City Solicitor Emily Gray Rice, who was also in the courtroom waiting for the interpreter, submitted paperwork last month to refile the charges against Bahati.

Here is another story on Bahati where his resettlement agency claims he was given a training program that warned against domestic abuse.

I quickly looked around to see if I could find what language Bahati spoke, but didn’t see it immediately.  Wikipedia  tells us that French is the official national language followed by other obscure languages.  Is your welcoming town ready to supply costly interpreters?

For those of you being told that refugees don’t commit crimes or plan terrorist attacks—see my ten cases, here. This one is small potatoes in comparison to the five horrific crimes I added to the ten terror cases.

***The Federal contractors/middlemen/employment agencies/propagandists/lobbyists/community organizers? paid by you to place refugees in your towns and cities are below.  Under the nine major contractors are hundreds of subcontractors.

The contractors income is largely dependent on taxpayer dollars based on the number of refugees admitted to the US, but they also receive myriad grants to service their “New Americans.”

Increasingly I am hearing that the contractors and subcontractors are running side businesses supplying interpreters thanks to Bill Clinton’s 2000 Executive Order.

The only way for real reform of how the US admits refugees is to remove these contractors/globalist head hunters from the process.
