North Dakota update: seems that very few elected officials have a clue about what ol' Teddy and Joe created

Back in 1980 when Jimmy Carter signed the monster into law (after it was pushed through the Senate by Ted Kennedy and Joe Biden) everyone jumped on board (every state but Wyoming!) and figured this was just one of those warm and fuzzy feel-good plans from Washington.

It was put on auto-pilot (no serious review by Congress has happened in 35 years) until now when the once seemingly innocuous program has grown so large, so costly and fraught with security risks that the public is finally paying attention.
Here is the latest on North Dakota, a state with one of the highest per capita rates of refugee placement, and where elected officials are now trying to figure out what rights they have to slow it or get out altogether.

Every “humanitarian arrival” costs the US taxpayer a bare minimum of $10,000 per person. Do our Washington elected officials even have a clue?

I want to use this opportunity of the Breitbart story to highlight a brief mention of the cost of the program reporter Leahy mentions near the end.  Here is what Leahy said:

Hoeven is not the only member of Congress who does not seem to understand how the federal refugee resettlement program works. In fact, hardly any members of Congress seem to have such an understanding. That may be the most obvious reason to explain why Congress continues to fund the VOLAGS who operate it to the tune of $1 billion a year.

Since a reader asked just this morning about the cost of the program (in light of the upcoming opportunity to testify), the best I can do is send you here to Obama’s proposed FY 2016 Report to Congress (from Sept. of 2015) on what the Administration said the program would cost the feds in this year (2016).  Go to Table VII and see that they estimated $1.19 billion total.  That includes $652 million for the Office of Refugee Resettlement.
However, when you go here to the Dept. of Health and Human Services FY2017 Budget Justification (begin on p. 244) you will see a very different story. Either the budget has dramatically increased (from 2016 to 2017) or Obama was downplaying the costs only 6 months ago.
Get this! Obama’s FY2017 budget includes (rounded number) $2.2 BILLION just for the Office of Refugee Resettlement (ORR) where they say they will care for 213,000 “humanitarian arrivals” including Obama’s 100,000 refugees he has been touting for next year.

The FY 2017 budget of $2,184,860,000 for this account represents the cost of maintaining current law and service requirements for additional refugees and other Entrants and unaccompanied children and for expanding assistance to domestic victms of trafficking. The funding levels for the Refugee and Entrant Assistance account in FY 2017, particularly with regard to Transitional and Medical Services, Social Services, Preventative Health, and Survivors of Torture programs.

The President’ Budget request would support a total of 213,000 humanitarian arrivals in FY 2017, including 100,000 refugees, consistent with the Administration’s commitment to admit at least this number of refugees in FY 2017. The FY 2017 base funding level for unaccompanied children represents an increase of $278,000,000, which is flat from the base resources available in FY 2016, including carryover.

I’m rotten at math, but doesn’t that amount to over $10,000 per refugee just for the ORR share.
That over $2 billion figure does not include the costs of the US State Department which pays contractors their per head fee and it doesn’t include the enormous security screening costs for the Dept. of Homeland Security for the large numbers arriving from Muslim countries.
And, it most certainly does not include the (surely!) billions in welfare payments, medical care and education for the children refugees receive.
 

Reports: Syrians headed to the US border as southern border-crossings heat up again

Are they all seeing the window (doors!) open in Obama’s last year in office?

Barack and good ol’Joe: 2016 is our year to get it done—to flood America with impoverished migrants and thus to change America by changing the people! As a Senator, Joe Biden was (with Ted Kennedy) one of the architects of the Refugee Act of 1980.

This is a story I didn’t get around to last week the morning after Paris, but clearly written before BP (before Paris).  It is from the Los Angeles Times (hat tip: Joanne) and says that numbers are increasing again at our southern border and that possibly a new surge is on the way.  Here is a bit of what that article says:

The number of families illegally crossing the southern U.S. border has more than doubled over the same period last fall, prompting concern about a new surge of migrants from Central America.

Many more unaccompanied children are also crossing, with 4,476 apprehended in September — an 85% increase over that month in 2014, according to new Border Patrol data.

The concern among immigration officials and advocates is that the situation is building up to a repeat of the unprecedented influx on the southern border in 2014, when more than 68,000 unaccompanied children and as many families crossed illegally, mainly into Texas.

Here come the Syrians!
However, the big news yesterday and this morning is that Syrians may be among the OTMs (Other than Mexicans) headed to the US. I’m guessing that half of the third-world is eyeing the window of opportunity as Obama heads into his last full year in office figuring they need to make the move now in case an immigration restrictionist Republican like Trump heads to the White House at the end of the year.

2016 could well be the most critical year to CLOSE our borders.   Could we get the minutemen back in business???

We have two stories now about Syrians headed to America.

The first is here, from AFP at Yahoo.news, about 5 Syrians detained in Honduras with fake passports and the second one, here, at Breitbart claims eight Syrians crossed into Texas recently.  They will all likely be asking for asylum.
Illegal aliens? Economic migrants? Refugees? Asylum seekers? Asylees? 

A quick primer on terminology….

We all know what illegal alien is, that is everyone here who has either crossed a border without permission or over-stayed a visa.
Economic migrants is a term used for those illegal aliens who are on the move to find a better life.  They are NOT refugees.
Refugees (US bound) are selected abroad mostly by the UN High Commissioner for Refugees and our US State Department.  We fly them here and a resettlement contractor gets them comfy with all their taxpayer-funded goodies and puts them on the track to US citizenship. This is the group we are arguing about now while discussing Syrian resettlement.  Refugees must have proven they would be persecuted for race, religion, political persuasion, or because they belong to a particular group—like being a homosexual—if they returned to their home country.  We have been taking around 70,000 a year in recent years from many areas of the world.
Asylum seekers are those who get in here legally with a visa or illegally and then ask for political asylum using the same claims of persecution that refugees have used.  The only difference is that asylum seekers get here on their own while we fly in the refugees (defined above). There is a legal process the asylum seekers must go through to prove they would be persecuted if we deported them.  The vast majority of those flooding Europe will be seeking asylum while we expect most are really economic migrants.  By the way, Obama wants the ‘unaccompanied alien children’ crossing our borders as illegal aliens to be ‘refugees’ through the asylum process.
Asylees are those granted legal asylum, legal protection.   We grant asylum to somewhere in the vicinity of 30,000 asylum seekers a year.  Often times those seeking asylum through our system are free to move to a location in the US where they have a relative even before their case is adjudicated. If given permission to stay, asylees can avail themselves of all the welfare goodies available to “refugees.”  And, they are often referred to as “political refugees.”  The Tsarnaev family of Boston Bomber fame were successful asylum seekers.
A reader suggested last night that we should get in the habit of referring to those who are here to stay as refugees/asylees. And, I think that is a good idea.
When the Leftwing No Borders gang (including the resettlement contractors***) claim that no refugee has committed a terror act they are parsing words.  A large number of refugees and asylees have been convicted of terror-related (most before the act was actually committed!) and other horrific crimes.  Have they forgotten the Kentucky Iraqi refugee terrorists and the Boston Bombers (asylees are refugees just as much as those admitted in the regular resettlement program)?

Howie Carr remembers Ted Kennedy (and not fondly)

Here is a good piece I missed a couple of days ago, but wanted to be sure you all see it!  Radio talk show host Howie Carr penned this op-ed in the days following the latest Islamic terror attack on US soil—the Chattanooga killings.  If you have been following RRW, you know the now deceased Senator Ted Kennedy was the driving force behind the Refugee Act of 1980 (Then Senator Joe Biden was one of its chief co-sponsors).

Thank Ted and Joe for the Islamists living among us!

By the way, Hyannis was never a preferred resettlement site, and, in 2014, Delaware got a big fat zero number of refugees.

Every time another foreign terrorist murders Americans in cold blood, I think of Ted Kennedy.

It’s still unclear how this latest Middle East monster infiltrated the United States. But you can bet it involved his family taking advantage of one of Ted Kennedy’s “landmark” laws — the Immigration Reform Act of 1965, perhaps, or the Refugee Act of 1980.

Or maybe his father utilized one of the “terrorist visas” enshrined by the Immigration Act of 1990. That catastrophe, by the way, was signed into law by Juan Ellis Bush’s father, Bush 41.

Teddy’s fingerprints are all over each of these disastrous laws — as well as so many others.

These are Ted Kennedy’s words from 1965, when he was first promoting his plot to import the Third World here:

“First, our cities will not be flooded with a million immigrants annually … Secondly, the ethnic mix of this country will not be upset … Contrary to the charges in some quarters, (the bill) will not inundate America with immigrants from any one country or area.”

So Kennedy lied, what else is new!

Good ol’ Joe: I have a great relationship with Somali cabbies in Wilmington

I am so cool, I have Somali friends! And, there are an awful lot of them!

Update February 19th:  O.K. Delaware residents can rest easy today.  Fact checkers give ol’ Joe four pinocchios when they couldn’t find a single Somali cab driver in Wilmington.  And it is no wonder because you can count on two hands (at most!) the number of refugees resettled in Delaware every year!

Update February 18th:  I see this morning that Joe’s Somali comments are being reported widely as somehow another of Biden’s racial gaffs, however, not one of the reports I have seen have made the connection that Somalis are in America thanks to Biden, Kennedy and Jimmy Carter when they opened widely the refugee pipeline to America in 1980!

It is so scary to realize who we have running our government with Obama not seeing the exponentially growing worldwide trend of Islamic brutality, and now here is VP Joe Biden telling us about his new found pals in the Wilmington, Delaware Somali ‘community.’

Of course this is on the eve of the sure-to-be-wimpy ‘Countering Violent Extremism’ pow-wow that will probably gloss over the problems emanating from the Somali ‘community’ of Minneapolis where since at least late 2007 Somali ‘youths’ we gave refuge to have said s**** you America and have headed off to jihad training around the world.

And, probably poor ol’ Joe hasn’t made the connection that he and his former Democratic mob boss in the Senate—Sen. Ted Kennedy, authors of the Refugee Act of 1980—are responsible for the growing Somali community in Wilmington and across the country.

You know what is funny?—Delaware has only ever resettled a tiny number of refugees (did Joe make sure that the number stayed small?).  But, these Somalis are secondary migrants who were resettled elsewhere in America and are now spreading out (colonizing!) as the Islamic Doctrine of Immigration tells them to do and Joe’s hometown is fair game!

LOL!  I bet Joe is popular with them because they know exactly what they are doing to America and Joe hasn’t a clue (kind of like when some kids play a trick on a doddering old man)!

Vice President Joe Biden says he’s quite popular with the Somali community of Wilmington, Delaware. If you want proof, he suggests you should talk to some local cab drivers.

“If you ever come to the train station with me, you’ll notice that I have great relationships with them because there’s an awful lot of them driving cabs and are friends of mine. For real,” Biden said Tuesday at a summit on violent extremism, according to video posted by The Washington Post.

Biden made his remarks while noting the large number of East African immigrants in Minnesota.

“In Minneapolis-€“Saint Paul, we’re working to build relationships with the East African immigrants who have made your city their home. As the same folks, Somalis, who have made made my city of Wilmington, Delaware, [their home] on a smaller scale,” he said. “It’s a large, very identifiable Somali community.”

For new readers:  The US State Department, thanks to former Senator and now VP Biden, has resettled well over 100,000 Somalis to America in the last couple of decades—last year the number bumped up to 9,000!   There had been a little slowdown starting in 2008 when the State Department discovered the massive fraud perpetrated by mostly Somalis claiming they were related to Somalis who got in previously.  A moratorium on family reunification was in place for several years.

On Friday, Veep Biden announced expansion of refugee program for the “children”

Gotcha! Joe Biden along with Ted Kennedy created the Refugee Resettlement Program in 1979 (Carter signed it into law in 1980), but you can count on one hand (sometimes two) the number of refugees resettled in Biden’s home state of Delaware.

I saw the news, as many of you did, and just didn’t get around to posting it (also figured most of our readers saw it anyway), but just to keep our historical record up-to-date, here is what Breitbart said about the latest Obama Central American invasion plan.

Why did Obama send Biden out to do the dirty work?  To continue to diminish any chance Biden has of running for the Presidency?  The rumor is that Obama doesn’t want Hillary or Joe to follow him.

On Friday, Vice President Joe Biden promised that the White House would allow an expansion of the United States’ refugee program to offer refugee status to children and young adults from Central America. He made the announcement in a speech at the Inter-American Development Bank in Washington, D.C. This announcement comes on the heels of President Obama’s vow to pass additional sweeping immigration reforms by executive order before the end of the year, a move strongly opposed by Republicans in Congress.

Previous U.S. immigration policy included a program that allowed up to 4,000 people a year from Cuba and Columbia to apply for refugee status. The new policy, as described by Biden, would expand that program to people under age 21 from El Salvador, Guatemala, and Honduras who already have a parent in the U.S. legally, to allow them to come and join their parents.

“It provides those seeking asylum a ‘right way’ to come to our country, as opposed to crossing the border illegally,” said Biden about the new policy. “The program will provide a safe, legal, and orderly alternative to the dangerous journey that some children make — and some children don’t ever arrive, don’t ever make.”

The program would begin in December, and according to a statement by the State Department, applications would be initiated in the U.S. by the parent who was legally here. If a second parent still remained with the child in the home country and was legally married to the parent in the U.S., the second parent could also be added to the application.

One parent has to be here legally?

This business about the parent filing the application having to be already legally in the US doesn’t make sense.  That parent, if a citizen or legal permanent resident, could have already applied to bring a minor child to the US.

Are they going to DNA test the “children” and the “parent” to be sure the parent is really the parent? 

Remember the African scam that shut down family reunification for Somalis in 2008.  Tens of thousands of so-called family members were not related at all and we admitted them for decades before discovering the fraud.

And, here is something else I want to know.  If the “legal” parent is legal through merely the Temporary Protected Status program, which is how tens of thousands of Central Americans get to stay and work in the US, will those parents be permitted to bring in their children as “refugees?”  Those kids then would be on a fast track to citizenship while their parents are not (unless Obama gives the parents amnesty).

What a tangled mess Obama has created in our immigration system!  Or, was that the plan all along?
