Erie PA: Impoverished refugees to get special federal savings plan (you pay for it)

What is wrong with this story?
Let me count the ways!
First, remember that you are being constantly told that refugees are becoming self-sufficient in three months. Right! We hear that everywhere, so how come there are impoverished refugees in Erie, PA (besides the fact that Erie has been a long time dumping ground, yes dumping ground!)?

Ms. Cutler gets to play Santa Claus as she puts your money into the private savings accounts of refugees thereby solidifying her position (her community organizing group’s position) as the friend of the refugee.

Secondly, once again we see ‘non-profit’ groups awarded grant money to manage a program that really is a federal responsibility to manage (if Congress deems it necessary at all).
When the bill creating the Refugee Act of 1980 was debated in Congress, the promoters (Kennedy, Biden et al) insisted we would not be adding more poverty to America.  So much for that lie!
But, here is the worst part and unless you have been a faithful reader for years, you won’t know what they are talking about.
The Office of Refugee Resettlement has a SAVINGS PLAN where your tax dollars are matched dollar for dollar for every one ‘saved’ by the refugee.  Read that again carefully!—you (without your knowledge!) are putting your money into a refugee’s savings account! The non-profit agency, like this one in Pennsylvania, gets to manage the money!

I wonder if this IDA program has ever even been approved by Congress?
Now this from Go Erie:

ERIE, Pa. — A nonprofit group based in Philadelphia is looking to help impoverished refugees in Erie.

Officials with the Women’s Opportunities Resource Center*** were in Erie on Friday, meeting with local refugee advocacy agencies in an attempt to launch a program that will help refugees open a bank account, establish credit and learn basic household budgeting.

The federally funded program, scheduled to start here in early November, will match money saved by local refugees by up to $4,000 for families and up to $2,000 for individuals, said Lynne Cutler, the center’s president.

The center, which has promoted social and economic self-sufficiency primarily for low-income women and their families since 1993, received a $242,310 grant in late September from the U.S. Office of Refugee Resettlement, an arm of the Department of Health and Human Services.

Cutler said her center was awarded a three-year grant for the savings program, which also will operate in Philadelphia, Pittsburgh, Harrisburg and Lancaster.

The center, in collaboration with the International Institute of Erie, the Greater Erie Community Action Committee, and the Multicultural Community Resource Center, is hoping to have about 60 individuals or families enrolled in the refugee savings program between the end of this year and 2018.

I sure hope someone is auditing these grants!
By the way, there is a Federal Audit Clearinghouse, which we hope to use at some point where federal grant recipients must submit audits if they get over $500,000 in federal bucks.  However, the system was hacked this summer and has been down ever since.
And, there must be a big move afoot to push resettlement in Pennsylvania as we noted here last week in Allentown.

Twin Falls, Idaho: Public meeting on refugees could be 'dog and pony show' if not managed properly

Citizens critical of refugee resettlement on-going in Twin Falls, Idaho were hoping to get all of their many questions answered when a panel of “experts” come together at 6:30 p.m. on September 22nd.  But, unless the meeting is fair and open to any and all questions, the opportunity to fully inform the community will be squandered by the Twin Falls Times-News.
I sure hope the organizers aren’t planning on using one of many manipulative techniques (Delphi comes to mind) that would steer the outcome to a predetermined conclusion and that is that everything is just fine and dandy, so let’s ‘welcome’ the Syrians to Idaho.

For new readers, this latest round of controversy started brewing when the resettlement contractor, affiliated with the College of Southern Idaho and the US Committee for Refugees and Immigrants, began bragging about Syrians being on the way to Twin Falls.
By the way, Syrians have already begun arriving in Boise according to State Department data.
Here is the make-up of the panel that will answer attendees questions on the 22nd:

And, the discussion is being moderated by Times-News editor Matt Christensen who is hardly unbiased.  Readers may remember that he actually editorialized calling me a “thief” here in June when he said I snipped too many paragraphs of a news story they had published.

Here then is how this meeting should be held to allow for the free and fair flow of information

~The moderator should not be affiliated with the newspaper.  Christensen must be replaced. Perhaps find a respected former judge or someone not presumed to have a bias.

~The program must be videotaped for future use and available to those who can’t be there.

~Panelists are there to answer questions, not to give speeches or lectures (we are nation of immigrants, blah! blah!).  There is no need to hear opening statements that will only serve to drag out the meeting.  If the organizers wish, they could provide written short opening remarks by panelists to be distributed as audience members arrive.

~Everyone present who wishes to ask a question should be allowed to do so.  No one should be sending in questions for pre-screening by the moderator (as the paper is presently urging people to do). Only those present should be allowed to ask a question (or more than one question).  No advance screening of questions should be permitted even at the meeting itself.

~Questions should be permitted to be asked if the meeting goes half the night.  Everyone there who has a question, should get an answer.  Cutting it off prematurely will only appear to shortchange one side or the other.

~Perhaps to be fair and orderly everyone who wants to ask a question must put his or her name in a hat—a hat which can be added to as the evening progresses. Names would be drawn randomly to determine speaker order.

~Questioners should be permitted to ask more than one question if during the course of the evening something needs further clarification, or something said prompts a new question.

~If someone on the panel is unable to provide the needed information on that evening, they should agree to promptly supply it and the paper should agree to publish it expeditiously.

~Any attempts to name-call, or otherwise make personal attacks, should be promptly shut down by the moderator.

Those are just suggestions off the top of my head, but the point is that no one should come away from the meeting shortchanged in any way.
I feel sure that both Mr. Bartlett and Mr. Tota do not want to be associated with charges that they participated in a meeting that was somehow less than fair and open.
And, to all involved—be sure to invite your US Representatives and Senators as well as Idaho legislators to this very important opportunity to get answers about how the US State Department and the Office of Refugee Resettlement run the program in Idaho (along with a resettlement agency) and how they can assure you that refugees will not financially strap the community or risk its security.
By the way, Idaho legislators should be especially interested because at this time Idaho is a Wilson-Fish state which means the Mr. Bartlett, Mr. Tota and the primary contractor—the US Committee for Refugees and Immigrants (with another non-profit, Jannus Inc., which I forgot earlier)—call all the shots for Idaho and elected officials have virtually no say about who comes, how many and what state social services are used for refugees.

Syrians to be distributed across America

Update from the editor:  There are stories popping up all over the internet from various parts of the country where Syrians are already being resettled or about to be.  I can’t post them all, so keep an eye on my twitter feed in right hand column and see those stories.
I’m so excited to report that so many other writers, researchers, bloggers, and just plain concerned citizens are working on unearthing the facts on how the federal Refugee Admissions Program works and getting that information to you.   Maybe I can retire soon!
Here Tyler Durden at Zerohedge (hat tip: Christina) has a handy post for you with the newest map on where the resettlement contractors offices are located and you don’t even have to follow a link to access their contact information, he has it all in one post!
Remember though, as you look at the list, that the contractors can spread the refugees out in a one hundred mile radius of their office, and that refugees move from where they were placed, often within a few months.   You might think your town is getting 50-100, but within a few years you have 1,000 as ethnic people move and coalesce (called secondary migration) around others of their kind in certain neighborhoods and towns.

Steps a refugee takes to get to America (can take a couple of years)

This is a handy flow chart I came across some time ago.  It is published by the federal Office of Refugee Resettlement (in the Dept. of Health and Human Services).

Do you see where it says “war” in step 1?   A legitimate refugee still must prove that he or she is being persecuted or has a legitimate fear of persecution even if running from a war zone. One cannot simply be fearful of war, or in the case of the Syrians, a civil war, persecution must still be proven (for such things as race, religion, political views and so forth).  Many of the so-called ‘refugees’ arriving in Europe are really economic migrants, not legitimate refugees.
And, do you see Step 2? Refugees are required to file for asylum protection in the first safe country they get to.  It is not supposed to be a shopping spree opportunity as is happening in Europe now as migrants move from country to country looking for the best welfare deals.
This whole ‘journey’, if done carefully, takes a couple of years.
Note the significant role the UN High Commissioner for Refugees plays in the processing of US-bound refugees.

Revolving door and one big happy family! This is Bob Carey, the new director of the ORR. He was previously a VP at the International Rescue Committee. And, what a coincidence, over at the State Department, the Asst. Secretary of State for PRM, Anne Richard, was also a VP at the International Rescue Committee. Gee! Do you think federal contractor, the IRC headed by Brit David Miliband, might have a bit of an inside track to the federal agencies that feed them?

The US Refugee Resettlement Program is administered by two different agencies of the federal government.  The US State Department admits refugees and contracts with the nine major federal resettlement contractors (they call them VOLAGS short for Voluntary Agencies which they definitely are not!) to distribute them.
The Office of Refugee Resettlement (ORR) in the Dept. of Health and Human  Services is responsible for making sure that myriad grants get out to the contractors and their subcontractors and to manage much of the other day-to-day operation being dictated from Washington.
The ORR has produced a handy map.  When you click on your state, contact information pops up for the bureaucrats who are responsible in your state.
You will see some states are Wilson-Fish states which means they are run pretty much with no state government involvement.  Go here to learn more about Wilson-Fish.

Regarding my reference to David Miliband in the photo caption—Miliband is the first resettlement contractor head honcho to push for Obama to admit 65,000 Syrians before his term ends.
September is an important month in the resettlement process, first because the feds and their contractors are scrambling to bring in as many refugees as possible in hopes of meeting the 70,000 refugee target that Obama set last year.
And, because Obama, by the end of September, will submit his Annual Determination Letter (this one for 2015) to Congress (where it has been rubber-stamped each year) in which he will lay out the goal for FY2016 which begins on October 1.  Watch for a huge jump in the number of Syrians to be admitted and distributed to your towns in the coming fiscal year.
We will be watching to see if any Member of Congress or US Senator says anything about Obama’s picks for 2016.
