Uganda: UN Re-opens Corruption Investigation at Camp Where US-bound Refugees are Housed

I’ve been sounding like a broken record when I continue to report that we are taking tens of thousands of DR Congolese refugees (housed in camps like this one) at the behest of the United Nations.

Nakivale’s camp sign, where corruption is alleged, is meaningful. Hijra is the Islamic doctrine of migration and although they don’t say it, it means spreading Islam via immigration.

 

In fact, the DR Congolese make up the largest number of refugees being admitted to the US right now, during the Trump administration, even as Congolese elsewhere in Africa are going home.  See here.

In case you are wondering, most Congolese are not Muslims, but a small number being admitted to the US are.

The Uganda camp sounded familiar to me, so I went to my archives to see if I had written about Nakivale and sure enough I had, in 2010, when we were taking thousands of Somalis from that camp.

(It is no wonder the speech police wanted RRW removed from the worldwide web, there is a heckuva lot of information archived here!)

The Obama administration agreed to take that number from Nakivale camp in Uganda because the Somalis could not get along with the other refugees in the camp.

An article that has now been removed quoted a source who said this:

Explaining the reason of resettling Somalis to the US, Katura said Somali refugees have failed to integrate with other refugee groups living in Nakivale and with the local communities because of their unique language and culture.  [This is insane, they can’t get along with other African people but they are going to jump into the mythical American melting pot and come out as just good old regular Americans!—ed]

Later, in 2017, we learned that some of the Nakivale Somalis went to Minnesota thanks to Catholic Charities, here.

Earlier this year we heard about the allegations of fraud and corruption in the UN system in Africa, here, and this news is a continuation of a supposed effort by the UN to find out exactly how alleged corruption is occurring.

UN Refugee Agency Reopens Corruption Investigation

Refugee Sources Report Retaliation After Speaking Out

The United Nations is investigating allegations of corruption among employees at a Ugandan refugee camp following a 100Reporters investigation, but victims say they face retaliation for testifying and that the UN is not protecting them.

In a story published in partnership with NBC News and Journalists for Transparency, refugees at the Nakivale settlement in southwest Uganda said employees and contractors working for the UN Refugee Agency, the UNHCR, as well as local police and employees of the Ugandan government’s Office of the Prime Minister and police, were demanding bribes for everything from access to essential services, including medical referrals, to resettlement in Europe or the U.S.

The reporting came as part of a broader investigation this spring, in which dozens of refugees in East Africa accused UNHCR staff and contractors of exploiting refugees and whitewashing corruption charges.

Refugees interviewed said they felt they had nowhere to turn when they witnessed corruption, as they had to rely on the UNHCR, whose mandate is to protect them, for food, medicine and safety.

A UNHCR spokesperson denied the allegations of wrongdoing at the time the stories were published. But staff are now carrying out interviews with refugee witnesses at the Nakivale refugee settlement and elsewhere.

Maddening isn’t it!

First we took thousands of Somalis from this camp and now we are taking thousands more Congolese just because the UN wants us to take them off their hands.  

Endnote: Just had a quick look at the data at the Refugee Processing Center and see that we processed a whopping 2,697 refugees into the US from Uganda in the last fiscal year.  See here.  (Don’t look at the colored map it is messed up, look at the chart and scroll down to Uganda.)

It is Official: President Caps Refugee Resettlement at 18,000 for this Year

Fiscal year 2020 began on October first, but President Trump only signed the final determination two days ago.

The primary reason given for the lower than normal number is that there exists a massive backlog of asylum claims for those who are already in the country and are insisting they are refugees too!

Suffice it to say the wailing in the refugee industry has begun! 

Their PR machines have been working overtime for 4 weeks in an attempt to get the President to change his mind on the 18,000 cap announced in the closing days of September.

Why?

Because refugees chosen by the UN and flown-in represent paying clients that keep the nine major contractors afloat.  Asylum seekers, may eventually seek the ‘services’ of the contractors, but there is no per head grant money coming with them (at least not yet!).

If the ‘humanitarians’ are looking for immigrants to love and help, there are plenty of asylum seekers they could help with their own private charitable donations, right—not to mention poor and vulnerable Americans!

The United Nations quickly put out a statement saying the UN High Commissioner for refugees is “troubled” by the final decision by the US government to admit ‘only’ 18,000 third world refugees over the next 11 months.

And, the first contractor out of the box, Church World Service, says this:

New York City–Last night President Trump signed his discriminatory and cruel Fiscal Year 2020 refugee admissions goal that will cap admissions at 18,000 and limit arrivals based on category and country of origin. The signing of the presidential determination will now end the unprecedented moratorium on refugee arrivals that has blocked refugees from arriving in the United States since October 1st of this year.

“While we are thankful that some refugees who have had their cases put on hold while we awaited this policy to be signed will now be able to arrive, the number of people who will find protection is tragically low and simply unacceptable. Thousands of lives are at stake. People of faith across the nation implore Congress to step in and block the destruction of the life-saving refugee resettlement program, and restore it to historic norms before it is too late.”

Presidential Determination on Refugee Admissions for Fiscal Year 2020

President Trump signed the Presidential Determination on Refugee Admissions for Fiscal Year 2020, following consultations with Congress conducted by the State Department, along with the Department of Homeland Security and the Department of Health and Human Services. Our Departments will work closely to implement the President’s program, which provides for the resettlement of up to 18,000 refugees in the United States this fiscal year.

America’s support for refugees and other displaced people extends well beyond our immigration system. It includes diplomatic efforts around the world to find solutions to crises, like our support for the legitimate government in Venezuela against Maduro’s tyranny. Addressing the core problems that drive refugees away from their homes helps more people more rapidly than resettling them in the United States.

Keep refugees close to home until they can return and rebuild their countries!

Our support for displaced people also takes the form humanitarian assistance, and in Fiscal Year 2019 the United States contributed nearly $9.3 billion to supporting crisis response globally, the largest contribution of any country in the world.Helping displaced people as close to their homes as possible better facilitates their eventual safe and voluntary return. Their efforts to rebuild their communities help restore affected areas to stability, which is always in America’s interest.

Indeed, the security and humanitarian crisis along our southern border has contributed to a burden on our immigration system that must be alleviated before we can again resettle large numbers of refugees. Therefore, prioritizing the cases of those already in our country is simply a matter of common sense.The diplomatic agreements the United States has reached with our Western Hemisphere neighbors to address illegal immigration and border security will allow us to refocus resources on reducing the current backlog of asylum cases that now encompasses more than an estimated one million individuals.

One thing that never made sense to me is the fact that supposedly the contractors are so worried about saving refugees and yet are at the border egging-on more economic migrants to come in illegally.

If your concern is truly for refugees and their well-being, it makes no sense that one would support importing competition for refugee admissions.  But it makes all the sense in the world if your goal is to change America by changing the people and that begins with hauling in more future Democrat voters.

One of the most useful documents available on the program each year is the report to Congress that accompanies the Presidential Determination.  For serious students of the US Refugee Admissions Program it is worth reading and saving.

I admit I haven’t read it all yet, but will!  Here are a couple of charts that jumped out at me.  They support the President’s assertion that asylum claims are swamping the system (many will turn out to be illegitimate).

(For newbies, asylum seekers get here on their own and say they will be persecuted if returned to their home country. They go through one of two legal processes and if determined to have a legitimate claim to refugee status they are given all the welfare goodies and services that refugees flown-in receive.)

Incredible!  Look at the column on asylum grants!

And, then below see the charts on the backlog in the two systems available for migrants to claim asylum (to say they are refugees).  Many of these migrants came across our southern border, applied for asylum and disappeared!

So what happened to considering the views of citizens when placing refugees?

I see no reference in either the statement from the White House on Friday or from Secretary Pompeo about local communities and state governments having any say in the placement of refugees as the President had announced on September 26th, see here.

Did they already give up that idea?

Obama Told UN We Would Take 50,000 Congolese Refugees in Five Years! Time is up!

A story two days ago posted by Jesuit Refugee Service in Africa, joyfully reporting that things are improving in the DR Congo and refugees are moving home, reminded me to tell you where we stand with the movement of DR Congolese to American towns and cities.

Angola: Congolese refugees turning back home

However, you can bet the Congolese (numbering over 50,000) that our US State Department has moved to America are not going home!

Anne Richard, Obama’s Asst. Sec. of State for Population, Refugees and Migration*** told then UNHCR Guterres that we would take 50,000 DR Congolese refugees off their hands. That number has now been surpassed.

In 2013 I reported that Obama’s top Refugee official at the State Department, Anne Richard, promised the UN that we would take 50,000 refugees from the DR Congo over a five year period.

Well, time is up!

From fiscal year 2014 to today we have admitted 58,999 and there is no sign of the migration stopping.

In fact, in the fiscal year just ended, the Trump Administration admitted 12,958 from the DR Congo, by far the largest ethnic group of refugees admitted.  

I will bet the Trump officials have NO CLUE that number was to be capped at 50,000, but I remember!

This is a pattern I have observed over the last decade!

We tell the UN we will take a certain number and then the number is ultimately exceeded by tens of thousands and the wholesale movement of an African, Asian or Middle Eastern ethnic group continues long after it was supposed to end.

Do you know that most Americans are still under the impression that we take refugees until their country improves—Nope! Refugees are here permanently and on track to become voting citizens.

Since the numbers are difficult to read, here are the top ten resettlement states that have welcomed more poverty from Africa.

 

Missouri is a big surprise, it is rarely in the top ten in any category.

*** You should know that Anne Richard, former Obama Asst. Secretary of State for PRM was one of those arrested recently on the Capitol steps in an act of “civil disobedience” in support of more refugees. I’m guessing she is trying to stay relevant in hopes of returning to government when Trump is no longer President.

BTW, Trump never did place a political appointee (as Richard was for the Dems) at the helm of the Refugee Program and I think that was a mistake leaving the deep staters there to make mischief (and leak to the media via their old pal Anne!).

 

UN Facing Crisis in South Africa as Black-on-Black Xenophobia Growing Out of Control

They want out of the Rainbow Nation! According to the UN, 268,000 African ‘refugees’ have flowed into the country from elsewhere in Africa presumably believing the propaganda that the new post-Apartheid South Africa held out a beacon of welcome to one and all.

They want out of the Rainbow Nation because they claim that the black majority that runs the country is discriminating against them.

The expanding crisis for the UN High Commissioner for Refugees now includes a major protest where hundreds are camped outside their offices in Pretoria and have been there for weeks.

Before I tell you the latest, know that the US State Department has been taking some of the supposed ‘refugees’ to live in Anytown, USA. Therefore, this story should matter to you!

‘Our blood does not want to be spilled in the land of SA,’ say refugees camped outside UNHCR

For two weeks, the walkway of the Waldorf Arcade has housed rows of makeshift bedding, screaming children and exhausted refugees begging the United Nations High Commissioner for Refugees (UNHCR) to remove them from SA.

South African whites are not the aggressors!  This is tribalism straight up!

“They are killing us, burning us alive, looting our shops,” said Eke Lyke Chibuzor, a refugee from Nigeria, who has been in SA for the past six years. “Sometimes I feel like I’m a slave in this country. Our blood does not want to be spilled in the land of SA.”

“Some people have asked what’s going on, but they did not send anybody to ask us if we still need documentation and those things,” said Sylvie Nahimana, a refugee from Burundi.

She has lived in SA for 21 years.

“All those things we have been asking them for almost 11 or 12 years … We don’t want those things any more. What we need is just to be out of this country, because we don’t feel safe [here].”

She said it’s too late for negotiations. “We are not moving an inch,” said Nahimana. “We want them to come up with a solution. We want out of SA.”

On October 14, the UNHCR released a second statement citing a two-day visit from the UN Refugee Agency High Commissioner Filippo Grandi. He met with representatives of refugees and asylum seekers and “listened to their concerns, mainly linked to better access to documentation and information, the process to obtain refugee papers, as well as issues of personal security”.

The statement noted that Grandi “told [the refugees] that UNHCR will continue to develop its dialogue with them…”.

Going against the media meme that those who have been oppressed won’t become oppressors—that black people can’t be oppressors!  Is that why so few US media outlets ever mention what is happening in SA?

Francine Kinavuidi, from the Democratic Republic of Congo, has lived in SA for 15 years. She still receives xenophobic threats from co-workers.

“I say, ‘I’m black like you, I’m your sister’, and they say: ‘Don’t say you are black like me.’ I say, ‘You have red blood just like me’, and they say, ‘Who told you I have red blood like you?’”

The UNHCR released a third statement on October 16, saying “Grandi commended SA’s commitment to protecting people fleeing countries affected by conflict, violence and persecution” and “noted that resettlement to third countries is a very limited option for refugees worldwide, as the number of resettlement places available globally is unfortunately dropping.

For most refugees here in SA resettlement is not an option.”

However, over the years some have been moved from the Rainbow Nation to the US.

Although the number is small, even in this last fiscal year, during the Trump Administration! we admitted 64 supposed refugees from SA.

South Africa post-Apartheid was billed as a progressive welcoming country when black South Africans took the reins of government, so there is no reason the US should have to take one single refugee from this supposed African dream country!

Here is one page from the State Department’s Refugee Processing Center database showing the number of ‘refugees’ we took into America from hundreds of countries around the world. These are called “Processing Countries.”  Those arriving from these locations are not nationals of the country, they are just being processed in from that location.

CNN: “Untold Number” of Fake Refugees Admitted to US for Decades

I never thought I would see a headline like this one from CNN:

How fake refugees from Kenya got settled in the US and Europe

Previously we reported on an extensive investigation by NBC about the massive fraud happening at United Nations camps in Kenya, but this gives us additional details about how Kenyans pretended to be Somalis and got tickets out of Africa.

The sprawling UN refugee camp in Kenya, Dadaab, is where Rep. Ilhan Omar and her ‘family’ lived prior to getting their ticket to America.

Here is just a bit of a must-read investigative report (Hat tip: Joanne):

(CNN begins with the usual ‘star’ of the story.)

But his family members weren’t refugees, and they weren’t born in Somalia — they were born in Kenya, and he says his father faked their refugee status in the 1990s to get into the US.

“I feel bad for them [the real refugees], but at the same time it is all about first come, first served. I feel like if they had come before us, then we would have been the ones to stay and they would be the ones who would have gone,” he says.

He agreed to speak to CNN on the condition of anonymity, afraid of being found out.

Refugee status should be reserved for people fleeing across international boundaries from targeted persecution or war.

But in Kenya, home to one of the largest refugee populations on the planet, tens of thousands of registered refugees aren’t refugees at all.

Fathiaa Abdalla, the UNHCR representative in Kenya: “I am not aware of any Kenyans being resettled as refugees.”

A CNN investigation has determined that from the late 1990s through 2016 an untold number of these fake refugees were resettled in the US and elsewhere.

All told, there are at least 40,000 Kenyans registered as refugees in the Dadaab camps alone, according to both UNHCR and government numbers, in what officials euphemistically term “double registration.”

The UN continues to deny it has massive corruption on its hands!

“We have a zero-tolerance policy, we have anti-fraud committees, we have anti-fraud focal point in the camps, we have help line for refugees or anyone, you could get into our help line right now and report anything. These systems are very good, and they are working,” said Abdalla.

Continue reading here.  Of course there is no mention of the fact that this fraud was significantly curbed when Trump slowed the flow of ‘Somalis’ (fake or otherwise) to America leaving the UN scrambling to place possibly fake refugees in Europe, Canada and Australia.

I’m still shaking my head—the words “fake refugees” in a CNN headline!  What is the world coming to!

I wonder did the nine resettlement contractors working for the State Department ever get a whiff of this kind of fraud when they had close personal contact with fake refugees?
