Virginia: more indictments against Somali pirates

A couple of pirate cases being tried in Virginia (home port of the allegedly attacked ships) caught my attention when one of the groups of pirates claimed they were only ferrying refugees.

From the Virginian Pilot:

A federal grand jury issued new indictments this week against two sets of Somali nationals, adding more criminal charges bolstering the government’s piracy case against the 11 men.

Those charged in the Ashland attack claim they were ferrying refugees from Somalia to Yemen when they became lost at sea. They fired at the ship, they say, out of a desperate attempt to get attention.

Do you know that if that last group (the supposed refugee-ferrying Somalis) get off they will likely be allowed to stay in the US.  We don’t deport Somalis back to Somalia.

This article also drew my attention because of the comment someone left that sent me looking for the source.  Sure enough, here it is!   BLACK comedian Wanda Sykes (friend of Obama) said the following in October 2009 about Somali pirates:

And, of all the bad luck, how did he (Obama) catch a term where he’d have to fight pirates? Pirates!

After trying to figure out how a bunch of bums in small boats manage to hijack giant oil tankers she asks, “Where the f- – – do pirates even come from?” And why don’t they look like pirates are supposed to look, “and not like car jackers?”

Her solution to the captured pirate they recently brought back for trial? “Chop his leg off, stick a broom handle up there, stick a hook on his arm, a patch on his eye, a parrot on his shoulder and kick his ass back to Somalia!”

Imagine for a moment that a prominent white comedian had said such a thing!  He or she would be out of work.

Did NGOs wreck Somalia?

Yes, is the gist of the argument in the Daily Nation over the weekend.   This is not the first time we have heard this theory relating to Somalia and indeed much of Africa.  A young man who grew up in my town told me about his experience in Africa with the Peace Corps and said that the first question they got from the people upon arrival was, what did you bring us?

Somalia celebrates 50 years of independence this week, but many people are wondering whether there is anything worth celebrating.

For more than two decades, the country has had no functioning government, and even today, the recently-elected Somali Transitional Government is barely able to carry out its functions effectively, thanks to militia who control many parts of the country.

Relief agencies estimate that nearly 1.4 million Somalis have been displaced since the 1990s, and that nearly half the country’s population — more than 3 million people — is still in need of relief aid and assistance.

But this is the story of the Somalia that we all know. The less known story is that of a country that was systematically destroyed by international NGOs, UN agencies and donors who undermined the local economy by flooding Somalia with aid, especially since the fall of Siad Barre in 1991.

No one tells this story better than Michael Maren, a former Peace Corps volunteer, who in his 1997 book, The Road to Hell, explains how the aid industry in Somalia became “a self-serving system “that thrived on the chaos in the country’’.

His main argument is that the aid industry undermined development in Somalia by stifling the local economy through relief supplies that killed industries, and which were routinely stolen by warlords, merchants and government officials.

Here is my, sure to be labeled racist, question.  In light of recent scams like the one in Maine where Somali former refugees were found guilty of ripping off medicaid, what came first:  a long-standing culture of corruption or is it a relatively new learned behavior from their experience with NGOs in Africa over a few decades?

LEWISTON — An Auburn man and a Portland woman were convicted Thursday of defrauding the federal government of tens of thousands of dollars in Medicaid money, according to the Office of the U.S. Attorney in the District of Maine.

The scheme likely was linked to the raid of a Lewiston office building by federal officials a year ago.

Ahmed Yusuf Guled, 75, of Auburn and Dahabo Abdulle Osman, 59, of Portland were found guilty after a nine-day jury trial in U.S. District Court in Portland, according to federal prosecutors.

Guled was convicted of 16 counts; Osman, 9.

Each of them was convicted of three counts that carry 10-year maximum prison sentences apiece. The remaining counts have maximum terms of five years apiece. Each of the counts carries a maximum fine of $250,000.

The couple was found guilty of conspiring to defraud the federal government and commit health care fraud offenses by obtaining Medicaid money in connection with MaineCare’s Home and Community-Based Care Program, also known as the Waiver Program.

Readers, this form of health care fraud is going on everywhere.  We first learned about it in this story on Minneapolis.  Here is basically how it works:

Under this program, MaineCare members, who are assessed at a nursing home level of care, may choose to get personal care services and skilled nursing services at their homes instead of at a nursing home or similar institution.

Prosecutors introduced evidence at trial that showed Guled, with the help of his adopted sister [adopted sister, my foot!-ed], Osman, deceived nurse assessors contracted by the state into believing that he was eligible for care at a nursing home.

For that reason, Osman was paid wages as his personal care assistant. Those wages were reimbursed by Medicaid through three separate home health agencies. The evidence showed that the services weren’t medically necessary and that Osman didn’t provide all of the services billed by the home health agencies.

The most intriguing aspect of all this to me is where are they (African refugees, esp. Somalis) learning how to do these health care scams.  I know the SEIU (Service Employees International Union) is organizing home health workers, but could they be teaching how to rip off the taxpayer?

The US State Department has admitted over 80,000 Somali refugees to the US (this linked post continues to be one of the most widely read posts we have ever written) in the last 25 years and then in 2008 had to suspend family reunification because widespread immigration fraud was revealed through DNA testing.  That specific program has not yet been reopened (that we know of), but will be soon.

Nevertheless, thousands of Somali Muslims continue to be resettled by the State Department as I write this. We recently learned that we will be taking 6000 Somalis this year from one camp in Uganda and as many as 11,000-13,000 total from around the world.

Through the Refugee Resettlement program alone 2657 legal Somalis have already arrived in this fiscal year (2010) as of May 30th with an unknown number arriving through other legal programs and  illegally across both our borders.

Somalis disturbingly call their immigration to certain countries or cities as “invasions” and they call cities with no or little Somali populations as “Tuulas” or “villages”….

I think Lewiston, ME has probably gone beyond being a Tuula!

Former refugee indicted for lying about involvement in Rwandan genocide

Thanks to reader Jayson, here is more refugee crime news from New Hampshire.

Concord–A New Hampshire woman charged in connection with the 1994 Rwandan genocide is related to members of a small group accused by a U.N. tribunal of being masterminds of the 100-day slaughter.

Beatrice Munyenyezi, 40, of Manchester was indicted Thursday on two counts of lying to obtain U.S. citizenship.

Federal prosecutors say Munyenyezi directed kidnapping, rape and murder during the genocide, in which about 800,000 people were killed during an ethnic bloodletting.

Shock of shocks!  She lied!

Prosecutors say Munyenyezi lied about her connection to the genocide when applying for entry into the United States in 1995. Because of the genocide, the State Department developed a Rwandan questionnaire* in an attempt to weed out genocide participants. Munyenyezi denied having any role in the genocide.

She entered New York City in March 1998 as a refugee. On applications for permanent resident status in 1999 and for naturalization in 2002, Munyenyezi stated under oath that she had never persecuted anyone based on ethnicity and that she had not participated in any crimes for which she was not arrested.

On April 29, 2003, Munyenyezi was sworn in as a U.S. citizen in Concord, N.H.

If convicted, Munyenyezi could be sentenced to 10 years in prison and stripped of her citizenship.

Author links terrorism to past personal trauma

Just now Judy sent me this intriguing op-ed from the Washington Post yesterday.  Author and terrorism expert, Jessica Stern, links her personal experience as a young teen who was violently raped with the development of the ability to feel not much—either joy, fear or sadness—later.  After visiting terror camps for her research she is beginning to suspect that young boys, raped by older men in Madrassas, become unfeeling and thus more able to terrorize others—-a plausible theory.

Then near the end she says this (emphasis mine):

Today, my work is moving in a new direction. A group of psychologists at Children’s Hospital Boston has been studying the health issues of Somali American youth, with a focus on trauma. I am working with the group to study a question of recent national concern: why some Somali youth in this country run away from home to join al-Shabab, a Somali terrorist group that claims to be aligned with al-Qaeda. Is there a link between possible abuse and alienation and vulnerability to terrorist recruitment? Could terrorism sometimes reflect a kind of perverse post-traumatic evolution?

There is only one problem with this theory.  The majority of the Somali youths who went off to join Al-Shabaab were raised in the US with every opportunity for a good education and a better life.  Many seemed to have caring parents and other caring family members.  They did not, for the most part, experience terror in Africa.  So, unless we are now suggesting they were sexually abused in Minneapolis and elsewhere, the theory lets Islamic indoctrination as a possible driving force for joining a terrorist group completely off the hook—something many are trying very hard to do.

This is a continuation of the notion that poverty breeds Islamic terrorism when we know that the leading terrorists are most often well-educated and have an above average financial status.  I don’t disagree with the notion that those carrying out the suicide bombings may have been terrorized themselves.  Those Somali boys from Minneapolis went to fight for Allah (it wasn’t terror or sexual abuse that got them on the plane), but then I suspect they were sufficiently terrorized when they arrived in Africa.

Why can’t most people wrap their heads around the idea of the Islamic imperative to Jihad?  Because, I believe, most in the West don’t care deeply about religion and thus can’t imagine that others do.
