BOWDOINHAM Maine (Reuters) – A Rwandan man accused of war crimes was arrested by the U.S. Border Patrol in northern Maine after a local citizen reported a “suspicious person” walking near the Canadian border, law enforcement officials said on Thursday.
Jean Leonard Teganya, 42, a Rwandan who authorities said had violated international law and the Canadian Crimes Against Humanity and War Crimes Act, walked across the border into the United States illegally on Sunday when he was spotted, according to a statement issued by the Department of Homeland Security.
He was later detained and processed for removal from the United States, a spokeswoman said.
This is not our first Rwandan war criminal by any means. We posted extensively on a multi-million dollar federal trial in New Hampshire which ended last summer with a prison sentence for a Rwandan woman who lied to get into the US as a refugeebut was then found to be a war criminal (and is alleged to have killed a nun). Don’t assume that everyone in the ‘caring class’ is on the same page when it comes to the idea of permanent refugee resettlement into the first world.
Here is a piece from the Vancouver Sun (thanks to ‘pungentpeppers’) that will give you something to think about (when I say you, I mean all of those US refugee resettlement employees and volunteers working day and night to fill the US with needy migrants, who will stay here permanently, all in the name of humanitarian compassion for the downtrodden).
(I am assuming you are legitimately concerned for the world’s poorand not just flooding America with future Leftwing voters, or in the case of Republican RINOs with cheap foreign laborers, or want to keep your job.)

Many Canadians make the case for compassion when they maintain the country should retain one of the world’s most generous rates for welcoming immigrants and refugees.
Canadians’ hearts go out when they hear about people struggling in countries like Guatemala, the Philippines, India and Lebanon. We tend to believe Canada has a duty to offer a better life.
Many Canadians want to be especially kind when they read about conflict-ravaged countries like Syria, Iraq, Burma, Sudan and Libya. Surely richer countries can embrace more of these suffering people?
It’s an understandable feeling. Compassion is key to virtually every spiritual world view and most secular philosophies. And there is no doubt many people are facing unimaginable hardship — particularly the roughly one billion at the bottom of the global economy.
But informed voices are warning that rich countries’ policies regarding immigration and asylum seekers are not nearly as compassionate as many want to think they are. Indeed, our migration policies may be doing more harm than good, especially for the most desperate.
This is by no means an issue just for Canadians. Europeans are engaged in a frank debate about the conflict between compassion and social realism in regards to asylum seekers from the Middle East and North Africa. Thousands are arriving each week, in dangerously fragile boats, onto Europe’s shores, trying particularly to get to the north where there are more job opportunities and better welfare.
In the U.S., according to a July Gallup poll, immigration has also recently surged to become the leading issue as a flood of children from Latin America illegally cross the U.S. border, trying to escape economic dysfunction, a dearth of social services and crime.
Like in Canada, it is often open-hearted American church*** and other religious leaders who join liberals to press for the U.S. to open its borders and welcome virtually all these young asylum seekers, and eventually their parents.
***Todd apparently doesn’t know that the “open-hearted American church” is paid to resettle refugees permanently, but we should forgive him that because the mainstream media never mentions how much money is involved.
There is much more, read it all. The gist of it is this—-the third-world will continue to decline as long as western countries give asylum (refugee status) PERMANENTLY, so there is no incentive ever for people to go back and fix their homeland.
I’m sorry to say, this view (temporary refuge only) will never catch on because there is way too much money at stake now in the ‘humanitarian industrial complex’ for voices like Todd’s and Collier’s to be heard.
Gee, just when we were hoping Vermont might take all of the tens of thousands of illegal alien children surging across our border (their elected officials all say they are “welcoming!”), one of their illegal alien support groups has run out of money.
I’m guessing the ORR (Office of Refugee Resettlement), which has been sending your money to this group, is cutting funds to little dogs like this one because the big-dog contractors*** are monopolizing all of the federal dollars especially since they even have Washington, DC lobbyists helping them acquire your money.
Little outfits like this one—Vermont Immigration and Asylum Advocates—which prides itself for helping illegal aliens reach Canada are just being out-competed in the federal grant wars.

Long-simmering immigration issues boiled up again recently as tens of thousands of Central American children crossed into the U.S. Some of approximately 57,000 unaccompanied minors who have made the journey since last October could land in Vermont. Gov. Peter Shumlin has expressed a desire to help house them, while also noting that the state lacks the large facilities that federal officials are seeking.
In the past, Burlington-based Vermont Immigration and Asylum Advocates, the state’s leading authority for refugees seeking asylum for 30 years, would likely have been preparing to spring into action, representing the children in court and helping them adjust to their new surroundings.
But, they have run out of money:
VIAA had less than $108,000 in revenues in 2012, according to publicly available tax records. The federal Office of Refugee Resettlement contributed more than half of that. VIAA’s second largest chunk of revenue came from individual donors, who collectively kicked in more than $19,000. Several organizations, including the Vermont Bar Foundation and the Sisters of Mercy, contributed as well.
They proudly worked with “friendly” border guards to get illegal aliens into Canada:
The organization launched in 1987 as Vermont Refugee Assistance, to support refugees who had fled civil wars in Central and South America. Most were in Vermont en route to Canada, which has historically been more receptive to asylum seekers than the U.S.
In the old days, Jenness said, friendly border guards would tip them off when people had difficulty crossing into Canada. She and other staffers carried pagers so they could fetch and house those refugees who needed help.
They also did those phony-baloney asylum cases:
The organization gradually evolved into what essentially became a pro bono legal clinic, representing detained immigrants — who are not eligible for public defenders and often face removal hearings without attorneys — and asylum seekers, who have to navigate a complex legal landscape.
Great, now this is something to really toot your horn about!
They made the national news for helping hundreds of Pakistanis trapped at the US/Canadian border due to changing laws (laws probably related to national security after 911). If the Pakistanis had nothing to hide, why were they running to Canada?
The group made national news in 2003 when it assisted hundreds of immigrants, mostly Pakistanis, who sought asylum in Canada after the United States enacted new laws forcing them to undergo a special registration process with federal officials.Nervous about getting arrested or deported, many of the Pakistanis tried to flee to Canada but became stuck in Vermont after Canada enacted a new law allowing its border agents to send asylum-seekers back to the United States while their cases were pending.
There is more, it’s a long story and I only snipped a small portion of it.
Honestly, let’s send all of the ‘unaccompanied alien children’ to Vermont. There isn’t a more deserving state! It could be the Petri dish of sorts—we could find out what size immigrant population will crash the economy of a state and be the “tipping point” for the American public’s patience.

One has to wade through many many column inches of text about “Ismael” the Somali poster boy for Northern Norway to find a few interesting facts.

I’ve often laughed over the years about reporters who write ‘refugee-sees-first-snow-stories,’ and this one actually did that!
After two weeks Ismael was accepted in Norway and soon thereafter he boarded a plane to a place where he would buy his first ever winter coat,see snow for the first time in his lifeand have to learn a new language and way of living – one he never could have imagined before.
The five Nordic countries received 76,400 requests, in total in 2013, with Sweden accepting 70 percent of these applications. This equates to accepting 9 percent of the total global asylum seekers. Norway received 11,500 claims in the same year – a two percent share of the global total. This is down from the over 17,000 Norway accepted in 2009 and up from the all time low of 9,050 in 2011.
For the last three years Europe has been the primary region sought by asylum seekers – in 2013 Europe received 484,600 asylum claims from across the globe. The US and Canada are second.
Canada approved a paltry 10,400 new claims in 2013. That’s a 50 percent decrease from the 20,500 accepted in 2012.They now match Norway in accepting only two percent of asylum seekers who apply to “industrialized countries” as defined by the UN.
The Breivik factor is mentioned near the end (after you feel all warm and fuzzy about Ismael and his Muslim friends).
Norway, like many other countries, is becoming more closed off to refugees. The country has been accused of ignoring its racist undertones, but events like the brutal shooting rampage of Anders Behring Breivik three years ago have forced Norwegians to contemplate the place of race in their society.
In the middle of all the mushy stuff about Ismael, the reporter did direct us to this handy report from the UN High Commissioner for Refugees—Asylum Trends for 2013.
Here are a couple of interesting facts reported by UNHCR:
*An estimated 612,700 asylum applications were registered in 2013 in the 44 industrialized
countries covered by this report, some 133,000 claims more than the year before (+28%). This is the third consecutive annual increase and the second highest annual level of the past 20 years.
* With 109,600 new asylum applications registered during 2013, Germany was for the first time since 1999 the largest single recipient of new asylum claims among the group of industrialized countries.
* The United States of America was second with an estimated 88,400 asylum applications, followed by France(60,100), Sweden(54,300), and Turkey (44,800).
What is Obama’s Justice Department hiding?
Since I didn’t see any bullet-point telling us how many of the 88,400 US asylum applications were approved (as the Norway and Canada stats do), I went back to the report to see if I could find the number. However, look at this disclaimer on the report’s first page!
*The United States Department of Justice, Executive Office for Immigration Review (EOIR) has temporarily suspended the dissemination of asylum statistics. As a consequence, the information available is limited to the number of asylum applications lodged between January and August 2013 (17,892). Data from September to December have been estimated by UNHCR using a statistical model (seasonal ARIMA). Because no information is available on the country of origin of asylum-seekers during this period, its analysis should be considered as indicative only.
We know some Mexicans are now making bogus asylum claims, but this would indicate that there are a hell-of-a-lot of OTMs (Other than Mexicans) coming across the US border.
And, just a reminder, successful asylum seekers (claims are approved) become full-fledged “refugees” and are eligible for all the same benefits that refugees get in America. However, keep in mind that they never get the security screening that refugees identified abroad receive. Remember the Tsarnaev Boston bomber family!
This is your typical Leftist ploy—start spreading a number around (like 20,000) and then 5,000 will sound like a reasonable compromise to the gullible!

OTTAWA — The New Democrats and Liberals are pushing the federal government to swing open the doors and let in tens of thousands of Syrian refugees to Canada.
The Commons foreign affairs committee released a new report Friday with 14 recommendations for Canada’s response to the ongoing Syria crisis, including a call the Conservative government to “examine” its commitment to take in 1,300 Syrian refugees by the end of the year.
However, the two main opposition parties say Canada should go a lot further.
“The Government of Canada should significantly increase its commitment to Syrian refugee resettlement beyond the current pledge of up to 1,300, accelerate processing of Syrian refugees coming to Canada, and expedite family reunification for Syrian refugees who have relatives in Canada,” said the NDP in its comments.
The Liberals went even further in their supplementary report, quoting one witness who said “20,000 is very reasonable” as the total number of Syrian refugees that Canada could accept.
A report in March, here, says Canada had only taken 10 (ten) Syrians at that point. Like the US, something is holding up the flow—-is it because of security concerns? Most of the “refugees” are Muslims.
Interesting! Is the NDP Party trying to divert attention away from its own problems, here. They must be following the Obama play book—when scandals emerge, change the subject!
