Lutheran Social Service of Minnesota: doing well by doing good

Frankly I was shocked to see the size of Lutheran Social Service of Minnesota when Minnesota reader Debbie brought their financials to my attention after I posted how LSS was busy now helping to change the demographic make-up of St. Cloud, MN as they resettle Somalis to a city, I am told, is already over 20% Somali and where a controversy is underway about a large mosque/school complex the Somalis want in a residential neighborhood.

Mark Peterson, former President and CEO of Lutheran Social Service of MN was making $441,767 a year in salary and benefits doing God’s work, which included resettling tens of thousands of Somali Muslims to Minnesota!

Although he has left, former President and CEO, Mark Peterson of Lutheran Social Service of Minnesota made a cool $441,767 reported in their most recently available Form 990.   Imagine that—more than the President of the United States of America, and more than double what Members of Congress and US Senators make!  What on earth was a man (doing God’s work!) taking a salary like that, primarily paid for by US and Minnesota taxpayers and contributions from the Lutheran flock?

Where are the picketing ‘Occupy Wall Street’ demonstrators outside the offices of these fat cats?  They aren’t even making the money the good old fashioned capitalist way, but are siphoning off tax payer dollars from hardworking Americans!

Imagine how many poor people could be helped on that salary?

And where is the ACLU screaming about the separation of church and state?

Interestingly, I have the Form 990 (Oct. 2010-Sept.2011) supplied by my reader (it is a Pdf) and the Form 990 (same year) available at Guidestar (here) and the one available at Guidestar contains a blank page or two where the large salaries of LSS employees are reported.

The Pdf version does list the salaries.  The new CEO is Jodi Harpstead.  She was the former Executive VP of LSS and she made $249,508 in salary and benefits as the second in command (that is more than the Chief Justice of the US Supreme Court makes).  Presumably she is now raking-in what Peterson did.

Readers, these salaries (at a state level!) are larger than some of the salaries we’ve reported for the nine major federal resettlement contractors.  I think only the International Rescue Committee has salaries as large as these.

In that year, LSS was an $89 million operation.   $63.3 million came from ‘government fees and contracts,’ $1.2 million was from federated campaign (that’s where govt. employees donate to non-profits), and $5.2 million was ‘pass through revenue’ which I presume came down from the national Lutheran Immigration and Refugee Services and is federal taxpayer money.  Only $7 million of their $89 million appears to come from private charity.

Salaries and wages for the organization totaled $40 million plus approximately another $10 million in benefits, their offices cost them $7 million and another $3 million went to travel expenses.  How much does it cost to travel around Minnesota in a year?

If LSS of Minnesota had to rely on private charity, they would not exist as a political powerhouse!  I’ll grant they are doing other work for the poor than resettling refugees, but my major objections are two-fold.  As a non-profit, concerned citizens cannot get to their financial information in the same way one could research and then complain about a government agency that is accountable to elected officials; and secondly, frankly, they are lobbying for causes that you (the taxpayer) may not support.   Here LSS opposed Voter ID for example.

All the while they masquerade as charitable Christians.

Like most of these quasi-government agencies, we support (we pay for!) their political activity!

I just had an amusing (not really amusing) thought—-are these Lutherans from Minnesota from the same stock that is now willy-nilly destroying Sweden.   Maybe there is some sort of cultural ‘death wish’ gene?

St. Cloud, MN: Somalis want more access to the court system

For what?

Seems to me that Somalis have been very busy in the Minnesota courts.  Judy reported the settlement in 2009 of an over $1 million pay-out in a religious discrimination suit where Somalis claimed persecution because the chicken plant didn’t let them have special time off for religious observance.  Then more recently, also in Minnesota, CAIR sued a dessert maker which objected to the long clothing worn by Somali workers (safety issue, claimed the company).

We can’t forget that Somali terror-related cases are keeping Minnesota courts busy.  Here is one of many posts on the terror-funding trials.   And, then we most recently reported on the Somali women convicted of voter fraud, here.  So it seems to me they are pretty involved in the Minnesota court system already!

For new readers, St. Cloud is home to a growing Somali community.  Up until 2010, refugees arrived on their own to work in what else—meat packing plants.  But, in its infinite wisdom, about three years ago, the US State Department made St. Cloud a  “welcoming” resettlement site with its primary resettlement contractor —-Lutheran Social Service!

Also, in 2010 I wrote this post about the Far Left community agitators hooking up with the Somalis to bring political strife to St. Cloud.  I don’t presume to be an expert on the St. Cloud area, but the city has made news here at RRW on many occasions.  Go here for all of our posts on St. Cloud.

Now back to the news relating to our headline.  This is a notice of a meeting in October billed as a “listening session” for Somalis to gain more access to the court system.  If you live in the St. Cloud area, you really should plan to attend.  I sure hope they aren’t looking for special “shariah law” treatment in Minnesota courts!

From the St. Cloud Times:

Judges, lawyers and other justice system partners will have a listening session in St. Cloud designed to improve access to the courts for Somalis.

The event is scheduled for 9 a.m.-noon on Oct. 26 at Whitney Senior Center, 1527 Northway Drive. Preregistration is required by Oct. 21.

The listening session is being co-sponsored by the city of St. Cloud and the Equal Justice Committees of the Seventh and Tenth Judicial Districts. The bulk of the St. Cloud area is located within those two judicial districts.

The goal of the session is to advance efforts to eliminate bias in court operations based on race, gender, ethnicity, age, disability, socioeconomic status, religion, sexual orientation and any other status protected by law.

Other goals include ensuring equal access to the courts and a fair and impartial courtroom. There will be a light lunch provided by Somali Cafe.

It’s not us putting refugees into slum housing! (Must be one of the other contractors)

That’s what a brief statement on behalf of their President Angela Wallingford Bovill says in response to the letter Mayor Sarno sent to Barbara Day at the US State Department in which the Mayor asked for what amounts to a moratorium on resettlement of refugees in Springfield.   Here is the letter (they say a more detailed response is in the works).  Hat tip: Joanne

The following statement is sent on behalf of Angela Bovill, President and CEO of Lutheran Social Services of New England. This statement is made in response to Mayor Domenic Sarno’s letter to Barbara Day in the U.S. State Department regarding refugee resettlement in Springfield, MA:

“Lutheran Social Services of New England (LSS) recognizes the City of Springfield as a supportive partner in humanitarian programs that help resettle refugees fleeing from unsafe homelands. Over the years, we have developed a solid working relationship with the City of Springfield and its various departments to successfully resettle newcomers to the Greater Springfield area.

LSS is aware of Mayor Sarno’s recent concerns about refugee housing conditions, and we have investigated the properties in question. LSS does not place any refugees in uninhabitable residences or unsafe conditions, and regularly monitors its clients during their resettlement period. Currently, LSS resettles less than 40 percent of its refugee clients to the City of Springfield.

We also want to acknowledge that several statements made in Mayor Sarno’s letter to Barbara Day in the U.S. State Department are inaccurate. LSS will respond to these statements in a letter with supporting facts sent to the Mayor’s office. We will continue to work collaboratively with local and state authorities to identify the best possible solutions for the City and its refugee families.”

Angela Bovill

The Worcester Business Journal interviewed  LSS’s CEO Angela Bovill just this past June and here are a few things she said.

When asked if her previous experience in business helps LSS, she responded:

This is a business. Yes it is a nonprofit, but (in) a nonprofit, it’s even more critical that you understand how to manage it like it needs to be managed. We have 1,600 employees across six states. It’s a very complicated business, so if you don’t have the business background to run it, I’m not sure how you could succeed.

When asked what social issues are the most troubling to her, she candidly says they don’t have enough money from the government to do the job properly!

Bovill:

I think the most troubling is the funding source for the social issues that we deal with these days … the government. The government tends to pay for part of the solution to a problem (such as homelessness) and not all of it. And what I see and what troubles me the most is it doesn’t solve the problem. So, in fact, we, like many other nonprofits, become part of the problem, not a part of the solution. Because if all we’re able to do is just enough to keep people where they are, then what solution is that, really? So our mission and our vision is shifting dramatically this year, to leveraging what we get from the government but adding transformational and transitional programming and innovative solutions that take people from the end of the government funding and bring them to the point where they’re all the way on their feet.

As I always do when a refugee contractor is in the news, I checked to see what LSS’s finances look like there in New England.  Much to my surprise they haven’t submitted a Form 990 to Guidestar since the year 2000.  What is up with that?  Are they not filing 990’s with the IRS?   They do have a brief annual report on file for 2010.

No surprise there—they received $50 MILLION that year from you—the taxpayer, while receiving only $1.4 million in charitable donations.

Perhaps we should forgive Ms. Bovill, after all she was only about 6-years-old when Jimmy Carter signed Senator Ted Kennedy’s Refugee Resettlement Act of 1980 and so she might not know.  The original law said that resettlement was to be a PUBLIC-PRIVATE Partnership meaning that the non-profit was to also contribute cash to the venture, not pass the whole program off to the taxpayer with the non-profit basically laundering the money through its myriad offices and large staffs—1,600 in New England alone!

So here is what I think, if you don’t have enough (private charitable) money to do a quality job then the Mayor is right—-don’t send more refugees!

And one more thing:  Note in the story that AmeriCorps “volunteers” are doing yard work for LSS—that is you paying for that side benefit too!

South Dakota rape suspect still on the lam

A reader sent me this story the other day and I’ve been looking for more information on the case and the latest news since then.   I would like to know how alleged rapist Obadiah Loyira came to be in Sioux Falls in the first place and where in Africa he is from, but of course the media never tells us that.

Why this conspiracy of silence about how immigrants charged with crimes got here—through which LEGAL program they entered the US?  Or are they illegal aliens?

The only hint we have that he is a refugee is from the citizen comments on this news story which run along the lines of—“when are people going to realize lutheran social services is ruining this town.”

Lutheran Social Services is a federal refugee contractor resettling refugees to South Dakota, here.  Do they know where he is?

Here is the latest story (I could find)—-a second arrest has been made—but still no Obadiah Loyira (although the authorities interviewed him earlier and let him go!):

Authorities arrested a second suspect in connection with the alleged rape of a 12-year-old girl and possesion of child pornography in Lincoln County.

A 16-year-old male from Council Bluffs, Iowa was arrested in Council Bluffs Friday on charges of first-degree rape and sexual contact with a child under 16, according to Lincoln County Sheriff Dennis Johnson.

A 20-year-old Sioux Falls man has already been charged, and police are still looking for a Harrisburg man, Obadiah Loyira, 19.

Detective Matt Kopecky said Loyira, who uses aliases of Jay or J.J., has ties to Sioux Falls and is thought to be in the Sioux Falls area.

Elizeo Kalimba, 20, was charged with first-degree rape and two counts of child pornography in his initial court appearance Tuesday. A $25,000 cash bond was set for Kalimba with conditions including house arrest — except for work and school — and that he has no contact with anyone under age 18, court documents say.

Loyira is wanted on the same charges. He is described as black, 6-foot and 180 pounds with black hair and brown eyes.

On Saturday, a search warrant was served at Loyira’s home and Loyira admitted to having “sexual intercourse” with the victim and taking graphic pictures of her with his cellphone, according to court documents.

Johnson said a decision was made not to take Loyira into custody to help further the investigation. An arrest warrant was issued Tuesday, and Loyira was not found at his home, Johnson said.
