UNHCR wants the EU to take more refugees

That is the gist of this news report from Reuters this week.    The Czech Republic is set to take over the Presidency of the European Union shortly and the United Nations High Commissioner for Refugees is insisting that there is more uniform acceptance of refugees throughout Europe.   There must still be some countries holding out.

UNHCR is issuing today a document entitled “A Europe Without Barriers,” containing its recommendations to the Czech Republic, which will take up the rotating Presidency of the European Union (EU) for a six-month period on January 1, 2009.

UNHCR remains seriously concerned that current laws and practice within the European Union mean that persons in need of international protection are not necessarily able to find it throughout the Union. In the document, UNHCR urges the Czech Presidency to ensure the outcome of negotiations among the EU member states is consistent with international refugee law and human rights law.

You hear that EU!  You better not let any sovereign nations make their own decisions.  When the  UN says “jump”—you better jump or else.

You think we have refugee problems now??

The always-pessimistic writer who calls himself Spengler today has an even more gloomy article than usual, called The Failed Muslim States to Come.  (The original Oswald Spengler wrote The Decline of the West, so you can see why this writer chose that pseudonym.)  He begins:

Financial crises, like epidemics, kill the unhealthy first. The present crisis is painful for most of the world but deadly for many Muslim countries, and especially so for the most populous ones. Policy makers have not begun to assess the damage.

….As I commented in the late autumn, the world is not flat, but flattened (see Asia Times Online, October 28, 2008), leaving the economies of the largest Muslim countries in ruins. It is hard to forecast the political fallout, for when each available choice leads to a failed state, it is a matter of indifference which one you adopt. As state finances crumble, states will become less important, and freebooters will seize the stage.

He goes through the various countries, especially Iran, Pakistan and even Turkey. There’s too much to summarize; here’s a sample:

Pakistan’s military-age population is far greater than those of other Muslim military powers in the region. With about 20 million men of military age, Pakistan today has as much manpower as Turkey and Iran combined, and by 2035 it will have half again as many. Half the country is illiterate and three-quarters of it subsists on less than $2 a day, according to the World Bank. That is to say that Pakistan’s young men are more abundant as well as cheaper than in any other country in the region. Very poor and ignorant young men, especially if their only education has been in Salafi madrassas, are very easy to enlist in military adventures.

The West at present is unable to cope with a failed state like Somalia, with less than a tenth as many military age men as Pakistan, but which nonetheless constitutes a threat to world shipping and a likely source of funding for terrorism. How can the West cope with the humiliation of Pakistan’s pro-American president and the inability of its duly-constituted government to suppress Islamist elements in its army and intelligence services? For the moment, Washington will do its best to prop up its creature, Zardari, but to no avail.

Here is Spengler’s conclusion:

The lights are going out across the Middle East; states are failing, and it is not in the power of the West to make them whole again. All the strategic calculations that busied policy analysts and diplomats are changing, and the West has a very short time to learn the rules of a new and terrible game.

It looks like terrible poverty is coming all over the world, and especially in the Muslim countries. If even a few of these become failed states like Somalia, look for all kinds of attacks on western countries in search of loot — Somali piracy writ large.  (I wonder which will take precedence — jihad or surviving.)

And think of the millions or perhaps billions of new refugees. Even if the developed countries of the world survive the financial storm intact, there won’t be enough money in all the world to care for those who will be looking for subsistence. There are bound to be mass movements of needy people into other countries, with who knows what result?

Do you trust the Obama administration, including Hillary Clinton’s State Department, to institute a refugee policy that responds rationally to the coming disaster? I don’t.

Holy Cao! Want some good refugee news?

Good news about refugees is rare, I know. The election of  Joseph Cao in Louisiana is exactly that. The Republican lawyer, who came to America from Vietnam at age 8 as a refugee, defeated corrupt Democrat congressman William Jefferson last week. An article at Rightpundits reported:

Anh “Joseph” Cao, 41, was born in Saigon in 1967. He fled Vietnam in 1975 with his mother and two siblings when he was eight years old, and came to America as a refugee. His father, a soldier in the South Vietnamese army, was captured and imprisoned by North Vietnamese Communist forces.

Despite a disadvantaged childhood in a refugee community, Cao excelled in academics and went on to study at Baylor University, where he earned a bachelor’s degree in Physics. He then received a master’s degree in philosophy at Fordham University and considered studying to become a priest before entering law school at Loyola University, where he received a J.D. in 2000.

Since receiving his law degree, he has taught law at Loyola and practiced immigration law in the private sector. He has also served as a board member of Boat People SOS (BPSOS), a non-profit organization dedicated to empowering Vietnamese American communities.

Why have Vietnamese been such successful refugees? For one, many were from the educated classes. That’s who got persecuted the most when the communists took over in Vietnam. Also, they had enough money to get to America, money to pay bribes and hire boats. They were not the wretched of the earth, though they were put into wretched circumstances such as re-education camps.

They were grateful to come to America not because we had a good welfare system but because we were a free country where they could believe what they wanted, and a country of opportunity where they could prosper from hard work.

Maybe the refugee agencies or the State Department should hire some Vietnamese-Americans to give lessons to the new refugees.

Military to hire hundreds of aliens for medical jobs

Out of work refugees and asylees can begin applying next year for medical and linguistic jobs through the Pentagon it was announced this week.

WASHINGTON – Struggling to find enough doctors, nurses and linguists for the war effort, the Pentagon will temporarily recruit foreigners who have been living in the United States on student and work visas, or with refugee or political asylum status.

Defense Secretary Robert Gates has authorized the Army, Navy, Air Force and Marine Corps to recruit certain legal residents whose critical medical and language skills are “vital to the national interest,” officials said, using for the first time a law passed three years ago.

Read all about it at Newsmax yesterday, hat tip Blulitespecial.   I know there will be some good guys jump at the opportunity, but I couldn’t help think about that comment made by an Al Qaeda bigwig in Baghdad early in the war, “those who will cure you will kill you.”

As for the linguists:

Those with the best language skills would be used in intelligence fields.

Great, huh?

IRC hosts publicity stunt Thanksgiving dinner for refugees in NYC, elsewhere

Nothing much here to report other than the International Rescue Committee(IRC), which claims its funding is not adequate, put on what appears to be a pretty lavish Thanksgiving spread in New York City this week—obviously a publicity stunt because here is the article in USA Today :

NEW YORK — Mohamed Hashem*, a college student who studied dance as a child and worked as a model, was threatened often on the streets of Baghdad. He ran to Jordan, languished in Lebanon and hid for two years in Syria before finally making it to New York in July as a refugee.

Having fled persecution, he is a pilgrim, too. On Thursday he celebrated his first Thanksgiving.

“What keeps me going is I always remember where I was and where I am now,” says Hashem, 25, who shares a room with another Iraqi refugee in Brooklyn. “I have no job. I am lonely, but I’m in New York where I always wanted to be. I’m safe.”

Hashem and dozens of other refugees gathered Thursday night for an early celebration of the holiday that commemorates the feast shared by America’s indigenous people and refugees of a different sort centuries ago. Like Hashem, many were celebrating Thanksgiving for the first time.

The dinner was one of three organized this week by the International Rescue Committee, one of nine agencies that resettle refugees throughout the USA. Celebrations also were held in Phoenix on Thursday and Salt Lake City on Tuesday.

A ho-hum article is livened up by a comment from Chris Coen, Friends of Refugees.  Mr. Coen is the ever-present reminder that these Volags (supposedly voluntary agencies) funded with your tax dollars often times leave the refugees in their care uncared-for!

Government inspection reports of IRC are not quite as rosy as this article. When the US State Department visited IRC refugees at their homes in New York City they found a refugee family that had not been provided with the minimal ‘minimum required’ used furnishings that are required by IRC’s government contracts. The refugee family told the government inspectors that they had asked IRC to provide an additional bed a month earlier, yet the IRC never brought it. The family also was not receiving food stamps or welfare even though they qualified for both programs. Another home visit revealed a family of five that had been placed into a crowded one-bedroom apartment. The family said that they felt unsafe in the neighborhood that IRC had placed them as they had been robbed, and a homicide had occurred in front of the building next door. This family also was not receiving food stamps even though they qualified for the program.

See the handy graph with the article that reminds us that we are expected to resettle 80,000 more refugees into a beleagured job market in the fiscal year that began Oct. 1.

*We wrote about Hashim previously here.   He gets around doesn’t he?  Ban Ki Moon, Secretary General of the UN was even at this dinner.   For the diversity worshipers reading this, take note that gays are persecuted (and at times executed) in Middle Eastern countries that follow strict Islamic law.

And, check out the photo (by a USA Today  photographer so we know this was a publicity stunt set up in advance) of Hashim.  Are those adult beverages the refugees are enjoying?  Cash bar?  Or, were drinks on the IRC (the taxpayer) too?

IRC top brass make huge salaries, here.
