Drilling down on federal contractors that launder your money to local agencies—Twin Falls again

The spotlight in the Twin Falls, Idaho controversy shifts from the big business interests we mentioned in our previous post, to the major federal contractor that is really calling the shots — not the local College of Southern Idaho Refugee Program.
The federal resettlement contractor, located in Arlington, Virginia is known in the refugee industry as USCRI (US Committee for Refugees and Immigrants) which passes your tax dollars through to their local affiliate—CSI.

Lavinia Limon again

We continue to be perplexed why there is no federal Form 990 available for CSI’s refugee program and would like to see the College’s financials to see exactly how much is coming in through their books for the refugee program.
However, we get some idea by having a look at the most recently available Form 990 for USCRI.
First, the best page of recent Form 990s is page 9.  I say recent because when I first looked at Form 990s years ago these numbers were more prominently presented on page 1.

In 2013, USCRI had an income stream as follows (in red are your tax dollars).  Numbers are rounded to save me work!

Government Grants:   $35.4 million

Other contributions: $247,000

IOM Collection Fees:  $1.7 million (Refugees are loaned tax dollars via the International Organization for Migration, another contractor, for their airfare and must return the loan, however the resettlement contractors get to keep a portion of any money they can wring out of the poor refugees. This is USCRI’s share for that year.  It really should have been all returned to the US Treasury.)

Interpreters:  $1.2 million  (This is probably mostly local tax dollars as the contractors are now in the business of providing their workers and refugees for interpretive services needed in the health care system and criminal justice system to name just two).

Childcare Service:  $350,000 (will give them the benefit of the doubt that this is private income???)

Misc. small stuff

Total income:  $39.2 million  or about 98% funded by tax dollars!

BTW, CEO Lavinia Limon earned a cool $289,192 according to this Form 990 and another Limon (relative?) earned $139,869. These salaries are in the mid-range for CEOs and employees in the humanitarian business.  One of them, in another non-profit, makes close to $500,000 a year.

Limon had served as Bill Clinton’s Director of the federal Office of Refugee Resettlement having revolved in and out of government as did her right hand man Eskinder Negash (you saw him here the other day leading the charge for 100,000 Syrians to be admitted to the US this coming year).
Anyway, back to Twin Falls.  On Page 10 of the Form 990 you will see that Limon passed $22.3 million of their income (from you) to subcontractors working for them around the country.  I was going to list the Top Ten recipients of the money that one could say USCRI launders to subordinates (Does anyone in the federal government follow the money to be sure it is used properly?  Are there federal audits?), but I am too lazy.  Check the dollar figures yourself in Schedule I.
On their list of grantees is the College of Southern Idaho which received $807,380 (passed to them by USCRI).  If they had other income (gifts, fundraiser income, etc.) we have no idea because there is no Form 990 for CSI Refugee Program.
I did check to see if some of the other USCRI beneficiaries have filed separate Form 990s and the answer is yes!
So where is CSI’s?  This arrangement with the College of Southern Idaho is a strange one!
We have many posts on Ms. Limon, click here for our archive.
Note to the New York Times reporter who was in Twin Falls on Tuesday evening.  I hope you are doing your homework! The finances!  The secrecy! The revolving door! The big business interests!  The lobbying push by USCRI and others for 100,000 Syrian ‘clients’ for them! All of it!

Will your town/city get Syrian refugees? Have you gotten them already?

Yesterday, someone sent me a link to a news story that reported that some small town in Michigan was going to ‘welcome’ 4,500 Syrians in the coming year.  Sounded preposterous to me, but it did spur me on to do something I’ve wanted to do for the last week and that is find out exactly what towns and cities were already getting Syrian refugees.

Refugees and migrants arrive onboard the Eleftherios Venizelos passenger ship at the port of Piraeus, near Athens, Greece September 7, 2015. REUTERS/Alkis Konstantinidis
Here they come! Funny thing is that this photo of Syrians arriving in Europe accompanies a story about New York City Mayor De Blasio cool to resettlement in NYC! Wow! Go figure! http://jpupdates.com/2015/09/07/de-blasio-syrian-refugees-crisis-is-a-european-problem/

Knowing that once they got the initial “seeds” planted (seed is the word being used by Welcoming America), I know that they often then continue to pour them in.  So I went back to the State Department’s data base (the Refugee Processing Center) to see where the mostly Muslim Syrians have been distributed so far.

However, if your city is not on the list below it does not mean that you are off the hook.

Go to the US State Department’s list of subcontractors working in 190 towns and cities, here, to see if you have a US State Department contractor set up in your town.
I would also urge all of you to go to the contact information for an office near you (in that list ) and ask for the Fiscal Year 2016 Abstract.
Those abstracts will tell you how many refugees the agency plans to resettle, from where they will come, and what your town is offering them in the way of social services and other amenities.
The FY2016 Abstracts are now in the hands of the US State Department which has already made its decisions (or how else would Sec. of State Kerry be able to say that we can handle 85,000 refugees this coming year) and the contractor should not be withholding them on some flimsy grounds that they are somehow still in the decision-making process.  Do not be surprised, however, if they refuse to give you the abstract because secrecy is a watchword of this program and has been for decades!
I can’t emphasize enough that if they can’t find enough ‘welcoming’ locations, they will be out scouting for more unsuspecting towns.
‘Pockets of Resistance’ are forming and if you would like to be linked up with fellow concerned citizens, sign up here at the Center for Security Policy and someone will be in touch with you.

1,709 Syrian (mostly Muslim) refugees have been resettled in the US between 1/1/2012 and yesterday.

95% are Muslims

When I looked up the cities where they were distributed, I rechecked the numbers of Muslims vs. Christians we were resettling and the percentage is still about the same—95% since 2012 are (Sunni) Muslims and 97% in calendar year 2015 are Muslims. And, that is because we allow the United Nations to choose our refugees!
Here then are the towns/cities where those 1,709 Syrians have been resettled (some may only have received one Syrian so far, but that one should be considered a seed).  Someone got these few:  43 Christians, 1 Catholic and 1 Yazidi resettled so far. Again, we are not saving the persecuted Christians in any significant way!

RRW Weekly roundup for week ending Sept. 19, 2015

First I want to thank the RCUSA, the federal refugee contractors and all of those making a living in (or off of!) the refugee industry, you have succeeded in drawing national attention to the enormous costs, the secrecy and the decisions about how refugees (who will come to the US permanently) are selected by your demand that the US admit 65,000-100,000 Syrian refugees (95% so far Muslims) to America in the next year.
By your blatant greediness (more refugees = more money and more power for you), you are now galvanizing the American public (people who for 35 years didn’t know what you were doing) into action.  Citizens are researching, organizing, calling on legislators and reading RRW because they don’t want to see America changed by you, by changing the people!
Our readership has virtually doubled since Labor Day as a result of the growing demand for information. If things continue as they are we might triple our readership by the end of the month!

For grassroots!

For all of the grassroots activists getting to work where you live, this movement, whatever you want to call it, is young and there are many of you searching for a place in it.
I want to say first and foremost that there are several national groups getting to work and each has a slightly different strategy about how they would like to proceed.  There is no one national leader telling everyone what to do, nor should there be in my opinion.  And, most importantly, there is no right single strategy, at this time, to solve the problem.  We are still at the stage of bringing the issue to local, state and national attention.
Each national group, and each local group must proceed in a way that suits their members and their location in the country (states vary in how the refugee program is run) using the particular talents they have available to them.
If anyone would like to help plan a national strategy by writing a one-pager with your ideas, I promise to forward it to leading activists in the groups listed below (send to my e-mail with a subject line: my strategy suggestions).
It is my opinion that on the national level at this time (there are no other bills anyway!) the bill introduced by Rep. Brian Babin (now co-sponsored by 10 other Members of Congress) is a good vehicle to rally national attention.  There will also be additional rallying efforts soon to try to bring national attention to the potential crisis the Obama administration may visit on us if he opens the floodgates (as his friends in the No Borders movement are telling him to do) to thousands of Syrian refugees. And, I assure you Obama is not going to make the offer exclusively to the persecuted Christians.
That said, I’ve had a few e-mails from people asking me to tell them where to go to get involved.  If you are already a member of one of the national-level immigration control groups—FAIR, NumbersUSA, or Center for Immigration Studies—contact them to see how to help.  American Congress for Truth members check with your national leadership.  I’ve been involved with the efforts of the Center for Security Policy (they published my book) which are being spearheaded by James Simpson (here is a piece by Simpson just last week at American Thinker).
In addition, the website VDARE publishes material almost every day on some aspect of the refugee program in addition to news on immigration generally, so if you are looking for another place for information, visit VDARE.
As for me, my job is to bring you the news as best I can, not to tell you what to do. Remember, as a blogger, I don’t work for anyone.  I try to take as many radio interviews as possible, but am not able to travel to all the places readers ask me to, or otherwise I get no blogging done!
If you are unaffiliated with a group mentioned above (or even if you are!), you can sign up to be involved with the Center for Security Policy by clicking here.  Contact Jim Simpson through the Center for Security Policy or by e-mailing him at resettlementresister@gmail.com  and find a ‘Pocket of Resistance’ near you.
And, finally, PLEASE SIGN THE PETITION!  CLICK HERE.  How wonderful, 22 Aussies and 15 Europeans have so far signed in solidarity with you!
Enough said……

Here are our Three Top Posts of the last week.

Daily top posts are in the right hand sidebar.  The first below is from 2009!  Go figure! In one of those internet mysteries, this 5-year-old post exploded through social media this past week.

1)Somali ‘youths’ randomly attacking and robbing people in Lewiston, ME

2)Hungarian Catholic Bishop tells Pope he is wrong, not refugees but invaders!

3)UNHCR data confirms it: 75% of the so-called refugees arriving in Europe are MEN  (by the way the UN has changed its data and now says 69% are men, here.)

Here are the Top Ten Countries from which readers arrived at RRW this past week (excluding the US):

UK

Canada

Australia

Germany

Malta (welcome back to the Top Ten!)

Netherlands

Poland

Finland

Sweden

Ireland

For New Readers!

Go here (to a recent weekly roundup) and scroll down for information on how to get the most from your visits to RRW.
As I do every week, I apologize if I don’t get to all of your e-mails, it is just me here (no staff, no interns).  I don’t want to appear rude or unresponsive; there are just not enough hours in the day!

Refugees are eligible for social services for many years

Update:  I have just been told that the per capita has been increased to $1975 (presumably the Volag/resettlement agency share went up with it).
I just came across this handy breakdown of which social services refugees can access immediately upon arrival in the US.  Note that it does not show food stamps or subsidized housing (both available to refugees for years), or the cost of educating the children.
At the top you will see that each refugee gets $1850 [now $1975–ed] as a one time payment from the US Dept. of State (a family of 6 would receive $11,100).  However, the contracting (non-profit) agency keeps about $750 of each refugee’s allotment for its own overhead.
But, that is not all the contractor receives, most get tens of thousands of federal dollars to run myriad other programs through their offices including English language lessons, employment counseling, and even are granted federal dollars to develop community gardens for their refugee clients.
See also:  Jeff Sessions:  90% of Middle Eastern  refugees on welfare, here.
All non-profit groups are required to file Form 990’s with the IRS and must make them available to anyone who asks.  You should not be told that you must do a Freedom of Information Act request to get their financials!
