More food stamp fraud busts, and SD paper wants data on convenience stores

Longtime readers know we follow food stamp fraud busts as a side interest here at RRW—specifically busts involving convenience stores run by immigrants (which is most of them!).

Here is an indictment from last week in Illinois, but surprisingly this US Attorney’s Office press release is devoid of one of the major items we normally see—-by how much did this threesome (apparently Middle Easterners) rip-off the US taxpayer?  And, of course virtually never mentioned is the immigration status of the accused.

The United States Attorney for the Southern District of Illinois, Stephen R. Wigginton, announced today that Alaa K. Jaber (a/k/a “Ace”), 27, of Hazelwood, Missouri, Rami M. Abou Amra (a/k/a “Lucky”), 35, of Troy, Illinois, and Albraa K. Sabrah (a/k/a “Roy”), 25, of Bridgeton Missouri, were each indicted by the federal grand jury on charges that they stole Supplemental Nutrition Assistance Program or “SNAP” (f/k/a Food Stamp) benefits while working at quick shop stores in East St. Louis, Illinois.

The three indictments allege that during varying times from 2010 through 2012, the defendants illegally paid customers cash in exchange for SNAP benefits. Jaber was charged in five counts; Abou Amra and Sabrah were each charged in three counts. Each count carries a maximum penalty of 5 years in prison, a $10,000 fine, and up to 3 years of supervised release.

Hurray for the Sioux Falls, SD Argus Leader which has sued the US Dept. of Agriculture for failing to release certain data under the Freedom of Information Act involving how much taxpayer money is going to what stores.

By the way, one of the ways the feds investigate allegations of food stamp fraud is to note a record over several years of how much a store redeems in food stamps.  For example, maybe a store a few years ago redeemed a couple of thousand in a month then all of a sudden the same store jumps to $100,000 a month (I’ve made up these figures, but you get the idea).

Here is the news about the Argus Leader’s court case (emphasis is mine):

ST. PAUL — A three-judge panel will decide whether the payments businesses receive for participating in the federal food stamp program should remain secret.

The 8th U.S. Circuit Court of Appeals on Wednesday heard a case brought by the Argus Leader against the U.S. Department of Agriculture, which administers the Supplemental Nutrition Assistance Program, formerly known as food stamps. The Argus Leader sued the department in 2011 after it refused a Freedom of Information Act request to supply the yearly amounts that taxpayers have paid grocers, gas stations and other businesses each year that participate in SNAP.

Assistant U.S. Attorney Stephanie Bengford, who represented USDA, argued that Congress specifically exempted the release of SNAP payments to businesses when it authorized the 2008 Farm Bill. A provision in the law requires the department to keep confidential income and sales tax information that it collects from businesses when they apply to participate in SNAP.

But Argus Leader lawyer Jon Arneson said the information collected from businesses when they apply does not include the tax-supported payments they ultimately receive through SNAP. Arneson added that USDA wouldn’t ask retailers to provide information on applications that USDA already possesses.

Amazing data!  Argus Leader continued:

The number of businesses qualified to accept food stamps has increased dramatically in what is now an $80 billion a year program. There were more than 246,000 businesses in SNAP at the end of last year, an increase of almost 100,000 since 2005, according to USDA.

The lawsuit comes amid growing concern that smaller grocers and convenience stores are responsible for the majority of food stamp fraud. A report released in August by USDA estimated that $858 million annually between 2009 and 2011 was lost through fraud. The report noted that smaller grocers and convenience stores accounted for 15 percent of all food stamp transactions but 85 percent of fraud cases.

Now what I want to know is what are the names and the immigration status of those who have been found guilty of food stamp fraud—but I won’t hold my breath!

Palestinians blame their own leadership and UNRWA for the suffering of Syrian Palestinians, not Israel this time

Palestinian refugees from Syria protest AGAINST UNRWA in Gaza!

We learned recently that many Palestinians fleeing Syria died attempting to reach Europe via the Mediterranean.  So this first article from last week was interesting as Palestinians blamed their own factional leadership for their seeming lack of concern for the average Palestinian.   One has to read through 16 paragraphs before the word ‘Israel’ (the usual scapegoat) even appears.

Palestinians face misery in Arab countries as refugees!

From Al-Monitor (emphasis mine):

GAZA CITY, Gaza Strip — The sinking of a boat carrying Palestinian refugees from Syria off the Malta coast on Oct. 11 resulted in the death of dozens. It also sparked angry reactions from Palestinians who considered the incident yet another chapter in the continuing suffering that Palestinians endure in and outside the occupied territories.

They directed their ire toward the Palestinian leadership for its failure to take action and assist those fleeing from Syria, or assuage the misery they face in Arab countries as refugees — a situation that has these refugees attempt maritime crossings toward Europe and risk their lives to flee the harsh conditions that they endure in host countries.

Interviews conducted by Al-Monitor with a number of Palestinians in the West Bank, Gaza Strip and abroad have revealed the extent of frustration with the Palestinian leaders’ inability — regardless of political affiliation — to protect, defend and provide them with a dignified life.

Ramallah resident Mohamed al-Arkoub affirmed his conviction that Palestinian factions were unable to provide their people with a minimum level of services, both locally and abroad.

“I don’t think that anyone is interested in protecting us; neither the Palestinian Authority (PA) nor any organization or faction. Their primary concern revolves around their own partisan interests, and they pay no attention to the concerns of Palestinians,” he said in a phone interview with Al-Monitor.

But, consider the possibility that the ‘leadership’ wants to see them continue to suffer for media consumption in the West!

Syrian Palestinians protest UNRWA!

UNRWA stands for United Nations Relief and Works Agency and is the UN body specifically designated to take care of one “refugee” group—Palestinians.  The controversial agency, created in 1949, now receives millions of dollars annually from you—US taxpayers—to take care of Palestinians.   All other refugees in the world come under the purview of the UN High Commissioner of Refugees (UNHCR).  If you go to our ‘Israel and refugees’ category, Judy has written a lot about UNRWA and its critics and the fact that all other refugees from the period have long been resettled, but not the Palestinians.

Now this:  Palestinian refugees from Syria protest UNRWA in Gaza!

From Ma’an News Agency:

GAZA CITY (Ma’an) — Palestinian refugees from Syria demonstrated Monday in front of UNRWA headquarters in the Gaza Strip, protesting against the agency’s “delay” in fulfilling its responsibilities towards Palestinian refugees from the conflict.

Protesters called upon UNRWA, the UN agency for Palestinian refugees displaced by the creation of the State of Israel in 1948, to provide a “good and dignified life” through the provision of housing and employment for Palestinians fleeing the 31-month-old conflict in Syria.

Head of the Committee of Refugees affairs in Gaza, Mahmoud al-Shawish, said that around 1000 Palestinians who fled the conflict in Syria now endure a “difficult situation” in Gaza, where they sought refuge.

Every time I see a story like this one, I get annoyed all over again about the UNHCR telling us that Islamic tradition (of kindness to strangers) has had the greatest positive impact on international refugee law.  See my 2009 post here.  Then tell us why (again!) Saudi Arabia takes no refugees!

Handy guide to US asylum (from somebody)

Some time ago a reader sent this web page (American Immigration Center) describing eligibility and how one might apply for asylum in the US.  Since we write about asylum almost every day, I’ll post this in our where to find information’ category for future reference.  However, be aware this is not an official government website (even if it looks like one at first glance).  Here is the home page for the American Immigration Center.

I can’t figure out who this group is, but it appears to be set up to get more would-be immigrants information they need to get into the US (and it probably isn’t free to the hopeful immigrant wannabe!).  It does, however, give us some useful information.

Here is how they open their asylum page:

Millions of people every year find themselves displaced due to one form of persecution or another. Groups of people have been subjected to terrible conditions for the entirety of history based upon their ethnicity, religion, beliefs or some other or much more arbitrary reason, but the fortunate thing is that there are countries that can provide much needed relief to these peoples. The United States is one of the foremost.
