Once the Office of Refugee Resettlement (ORR) receives a child from the Department of Homeland Security (DHS), we have the responsibility to continuously seek placement options in the child’s best interest. This typically involves releasing children to sponsors. Sponsors are adults who can suitably provide for the child’s physical and mental well-being and have not engaged in any activity that would indicate a potential risk to the child.

We try to place the child with a parent, and if that is not possible, with a relative, and if that is not possible, with a family friend.

Here (below) are the top ten states where the “children” have been sent to join “sponsors.”   These are not the “children” being housed in bulk in various places around the US.  Those were identified here.

I suspect these numbers reflect the population of Central Americans in certain states.  For example, Maryland has a huge number of Salvadorans (and other Central Americans) who got here through the Sanctuary Movement in the 1980’s.  Additionally, Maryland has the well-established illegal alien advocacy and support group—Casa de Maryland—which grew out of the Sanctuary Movement*** and is now getting government grants to help support the illegals (including the “children”) arriving in the state.

Obama Administration may redefine legal definition of “refugee”

Update July 25th:  Jonathon Moseley, writing at American Thinker has a good piece laying out why (legally) they are not “refugees.”   Hat tip: Cathy.

Unbelievable!  In order to ‘solve the border crisis’ the Obama Administration is considering redefining the decades old international standards of who is, and who isn’t a refugee.

Here is the definition of a refugee as updated in 1967 (from the original 1951 UN Convention):

“A person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it..”[8]

Although they say the plan would only be “tested” in Central America, what we understand they are proposing would mean that every person, ultimately anywhere in the world, (fearing crime in their home country) could run to their local US Embassy and apply for refugee status.  Note that “crime” or even fear of “violence” from gangs is not in the definition!

A couple of major principles they want to destroy are 1) that refugees (and asylum seekers) must have left the country of their “persecution” otherwise they are simply “internally displaced people” (not legal refugees). And, 2) as we just mentioned, that trying to escape crime or poverty is not presently grounds for claiming refugee status.  However it is something that the ANTI-BORDERS CROWD HAS BEEN PROMOTING FOR YEARS!

The more they can muddy the definition of “refugee” the more people they can shoe-horn into America.

Before I give you the dreadful news that Drudge is featuring this evening, please also see Mark Krikorian here on another important point.  Legitimate asylum seekers (being persecuted for race, religion or political views) are supposed to ask for asylum in the first safe country they reach after escaping the place of their persecution.  So, in fact, if these “children” were legitimately fearful they were supposed to have asked for protection in Mexico.

For me, this news, spells the end for the United States of America as we know it, and may well be the single most destructive act of all by a President who threatened/promised to “fundamentally change America.”

Tonight we have Karl Rove focusing on the shiny object—Obama’s fundraisers—while Obama quietly plots the destruction of America’s sovereignty and economy.

Hoping to stem the recent surge of migrants at the Southwest border, the Obama administration is considering whether to allow hundreds of minors and young adults from Honduras into the United States without making the dangerous trek through Mexico, according to a draft of the proposal.

If approved, the plan would direct the government to screen thousands of children and youths in Honduras to see if they can enter the United States as refugees or on emergency humanitarian grounds. It would be the first American refugee effort in a nation reachable by land to the United States, the White House said, putting the violence in Honduras on the level of humanitarian emergencies in Haiti and Vietnam, where such programs have been conducted in the past amid war and major crises.

Critics of the plan were quick to pounce, saying it appeared to redefine the legal definition of a refugee and would only increase the flow of migration to the United States.

Administration officials confirmed that they are considering the idea, although they stressed that no decision has been made to move forward. They said the idea is one of many being discussed by officials at the White House and the Departments of State, Homeland Security, Justice, and Health and Human Services.

Mark Krikorian, the executive director of the Center for Immigration Studies, which supports tighter controls on immigration, said that the proposal would increase, not stem, the flood of migrants from Central America trying to get into the United States.

“It’s clearly a bad idea,” Mr. Krikorian said. “Orders of magnitude more people will apply for refugee status if they can just do it from their home countries.”

He added that the proposal would allow people to claim to be refugees from their countries with “nothing more than a bus ride to the consulate. We’re talking about, down the road, an enormous additional flow of people from those countries.”

You can bet the refugee contractors are jumping for joy!  But they shouldn’t be because the inevitable angry backlash against tens of thousands, potentially hundreds of thousands, of phony “refugees” flooding into America needing their “services” will be something no one wants to see.  And, those of you who truly care for real refugees should be weeping at this news.

Meanwhile, just as I was writing this, Republican Rep. Paul Ryan was on TV talking about his new program to combat poverty (poverty! he hasn’t seen anything yet), and Karl Rove was yammering about Obama’s fundraisers while Obama is busy  bringing America to its knees.

Heck! Obama can apparently fly around the US on Air Force One and destroy the country at the same time!

There is moaning in Minnesota over possible loss of $$$ for refugee contractors

What took them so long, many other resettlement contractors around the country have already set up their chorus of howls over the threatened loss of federal money should Congress not give Obama the BILLIONS he wants for the “chiiildruun.”

As we have said repeatedly:  not enough money, then don’t bring so many new refugees into America!

(Or, LOL! give up some of your big salaries to the poor refugees, 63% of Minnesota’s Somalis live below poverty line!).

Rep. Keith Ellison: “…favors funneling resources toward the minors coming up from Central America, but said there is enough money to go around.”

Minnesota refugee resettlement organizations are increasingly panicked that the surge of unaccompanied kids from Central America streaming across the border will siphon federal dollars away from the 4,000 refugees and asylum-seekers that arrive on the state’s doorstep every year.

Federal officials are warning that unless Congress approves President Obama’s $3.7 billion funding request before the August congressional recess, $94 million that had been devoted mostly to refugees instead will be diverted to the escalating crisis on the border.

Because Minnesota is one of the top resettlement states for refugees from Somalia, Bhutan, Burma, Iraq and other troubled countries, organizations across the state that help new arrivals assimilate, get jobs and learn English say a shortage of funds could jeopardize their work.

“Of course this is scary to us. We’re not in the business of pitting refugees against minors because it’s a terrifying situation for both groups,” said Kim Dettmer, director of refugees services at Lutheran Social Service. “Obviously these minors need help and obviously the refugees need help, as well. In my ideal world, we would have enough money to serve refugees and the children crossing the border would be safe and receive humane treatment.”

Did you know that one of the driving forces for resettlement in your state is the RELIGIOUS resettlement contractors, like these Lutherans, acting as head-hunters for big businesses looking for cheap labor?  Is this an appropriate role for them and their bosses at the US State Department?  I wonder does Jennie-O send them a little spare change?  And, of course, this is why Grover Norquist and his Republican pals are on the same side as Keith Ellison.

Her organization also helps refugees find work — an aspect of the program that is booming in Minnesota, given the state’s low unemployment rate. Lutheran Social Service has an office in St. Cloud that places refugees at Hormel’s Jennie-O plant and other factories and hotels for service work.

Public-private partnership—what a joke!

As we have demonstrated repeatedly, the contractors are receiving over 90% of their funding from the feds.  And, get this!  Ms. King of the politically hard Left MN Council of Churches talks about volunteer time.  Well the contractors log volunteer hours and are then paid CASH from the federal treasury for those hours on top of all the other largesse they receive!

“This program is a public-private partnership and I think Minnesota is very good at the private part of it, leveraging volunteer time and the other work,” said Rachele King, director of refugee services at the Minnesota Council of Churches. “It’s the public part, they’re not holding up their end of the bargain.”

Minnesota Council of Churches is also a refugee resettlement contractor/community organizer.  Out of time, research on their $$$ (your tax dollars) will have to wait for another day.

Using information within the TAGGS system for Health and Human Services we are able to identify the recipients for Grants specifically designated for “Unaccompanied Alien Children”, or UAC’s.

With that data, a few more search tools, some time and a little more research, we are able to identify the locations of facilities throughout the country where the HHS grants are being directed and the UAC’s are being transferred/housed.   There are essentially two broad types:  Residence Care, and Transitional to Foster Care Services.

From the FY 2014 HHS Grants we can identify the communities where direct HHS UAC funds have been sent.    We can identify the specific facility, or the organization supporting the foster care placement.  If you live in, or close to, one of the listed cities below, the UAC’s transfers are already in your community.

A Texas Media outlet has just caught on to something we discovered and have shared with you.  Previously we identified the BIG THREE large non-profit corporations getting massive grants from DHS and HHS.   These were the “faith based groups” President Obama met in Dallas 7/9/14.

They are, listed smallest to largest:

      • #3  Bronze –   U.S. Conference of Catholic Bishops, and/or, U.S. Catholic Charities $70,000,000+
      • #2  Silver – Southwest Key Programs Inc  $122,000,000+
      • #1  Gold –  Baptist Child and Family Services Emergency Management Division (BCFS-EMD) $270,000,000+

Secrecy and unaccountability is the problem!

I know some will argue that these “charities” can do a better job then if federal agencies were completely in charge, but that’s debatable.  For me, the problem is the secrecy in their operations and the total lack of accountability by these groups pretending to be private non-profits driven only by a religious charity motive and not accountable to any elected officials.  As I have said before, just try doing a Freedom of Information Act request for one of these arms of government—yes, that is what they are.  They will then hide behind their ‘private non-profit’ shield!

And, I don’t know about this Baptist bunch, but I can assure you that the other federal refugee resettlement contractors*** are always lobbying Congress for more refugees, for amnesty, and for more money (and these Leftists use your money to do their lobbying!!!).

***The contractors (we may have to start adding grant recipient big dogs Baptist Children and Family Services and Southwest Key Programs to our list):

Faux conservative lectures America on the border crisis

“Conservative” columnist Kathyrn Jean Lopez is acting like a liberal—lecturing us in a guilt-trip laden rant on National Review Online.   I thought they were supposed to be conservative over there?

Ms. Lopez must know that the US Bishops and Catholic Charities are living off US taxpayer charity (aka our tax dollars). Disclaimer required when pimping for the Pope!

In her pontificating piece, Ms Lopez tells us that the Pope just wants us to give love and understanding to the border invaders.  (Hat tip: Paul)

How about they first admit that the US Conference of Catholic Bishops and Catholic Charities are receiving the majority of their funding to care for the “children” (and other refugees) from the American taxpayer through federal grants and contracts!

Surely the Pope knows that American taxpayers pay for their Christian charity! So he is in no position to lecture us!

And, surely Katheryn Jean Lopez isn’t living under a rock and has been following the news recently as the public is becoming increasingly aware of the greedy “religious” hands picking our pockets in the name of Christian and Jewish charity.

By the way, tell me! what is conservative about taxpayer dollars by the billions flowing to phony non-profits and “religious” charities that are completely unaccountable to the people who pay the do-gooders’ salaries?

I want the Bishops and the Pope to place a disclaimer on every guilt-tripping screed they write or is written for them by a supposed conservative like Lopez.  The disclaimer would go something like this:

The USCCB and Catholic charities are receiving (and have been for decades) the majority of their funding for their migration program as grants and contracts from the US government.

Then they can lecture all they want about “welcoming” and “protecting” the “children” (but few will listen!).

Ms. Lopez needs a disclaimer too!  Use secular media to spread the Gospel (here) she says!

One last thing, the US Bishops and Catholic Charities, as the leading resettlement agencies in the US, resettle more Muslims into America than any other resettlement agency contracted by the US State Department and use your money to do it.  (Just saying!)
