DOJ Announces Fraud Bust in US Refugee Admissions Program

Three foreign nationals from Russia, Iraq and Jordan have been charged in stealing information about refugees from the US State Department’s WRAPs data base.

I guess this might explain why the Trump State Department has removed much of the WRAPs data that was available to the public (throwing away the baby with the bath water).

And, this case might explain why the flow of Iraqis to your American towns had slowed dramatically late in the Trump administration.

As we have been saying for over a decade, the US Refugee Admissions Program is filled with fraud and corruption. These three are likely small fish in the overall scheme of things.

Three Foreign Nationals Charged with Conspiracy to Steal U.S. Government Records and Defraud U.S. Refugee Program

WASHINGTON – An indictment charging three defendants was unsealed in the District of Columbia today.

The indictment charges Aws Muwafaq Abduljabbar, 42; Haitham Isa Saado Sad, 42; and Olesya Leonidovna Krasilova, 43, with conspiracy to steal U.S. government records and to defraud the United States, theft of U.S. government records, and conspiracy to launder money, all related to the U.S. Refugee Admissions Program (USRAP).

According to the indictment, Sad was employed in Amman, Jordan from 2007 to 2016 by U.S. Citizenship and Immigration Services, and Krasilova held a similar position at the U.S. Embassy in Moscow, Russia. Part of their duties included processing applications for refugee resettlement in the United States through the USRAP.

The indictment charges that, from approximately February 2016 until at least April 2019, the three defendants, led by Abduljabbar, conspired to steal U.S. government records related to hundreds of USRAP applications. The records contained sensitive, non-public information about refugee applicants, their family members, their employment and military history, their accounts of persecution or fear of persecution, the results of security checks, and internal assessments by U.S. officials regarding applications.

As outlined in the indictment, the theft of USRAP records creates a number of risks to public safety and national security while imposing significant costs on the U.S. government, its taxpayers, and otherwise legitimate refugee applicants negatively impacted by the scheme. Defendants Abduljabbar and Sad were previously arrested and remain held without bond. Defendant Krasilova remains at large.

“Individuals like Ms. Krasilova and Mr. Sad are entrusted to protect the integrity of the U.S. immigration system and sensitive information vital to our national security interests,” said Department of Homeland Security Inspector General Dr. Joseph V. Cuffari. “The Office of Inspector General remains committed to aggressively investigating DHS employees who abuse their positions, betray the public trust, and conspire with persons such as Mr. Abduljabbar to defraud the United States.”

We expect the Biden administration to be doing a better job of hiring people for this work than Obama did… Ha!

Neil Munro writing at Breitbart yesterday confirms what we know, the refugee industry does not want local citizens to have a say when their towns and cities are chosen by federal resettlement contractors and approved by the US State Department as new homes for impoverished third worlders.

Remember that when Obama left office in 2016 his State Department and the resettlement contractors (Volags) were busy identifying nearly 50 new sites in which to expand their efforts to change America by changing the people.

In fact they had produced a guide that could be used by local open borders activists (without public input) to identify and put in place the necessary amenities that could then be submitted in an application to the State Department for approval of the town or city.

If Biden/Harris are installed in the White House look for them to be dusting off a plan to secretively identify new sites.

Foreign Refugee Managers: Keep Americans in the Dark

Nearly all managers in taxpayer-funded, refugee-delivery organizations say the public should have no say about the delivery of unskilled refugees into Americans’ neighborhoods, job markets, and schools, says a survey by refugee groups.

The 61-page survey was released December 8 by the Refugee Council USA [That is the lobbying arm for the refugee industry in Washington, DC–ed] and the Center for Migration Studies, as the refugee groups cheered Joe Biden for his campaign-trail promise to dramatically expand the flow of low-wage refugees into Americans’ workplaces.

The number Biden is promising is 125,000 in the first year. See my post yesterday.

Just 15 percent of managers in refugee agencies, and just 14 percent of refugee officials in state governments, said that “neighborhood associations” should be “given a voice in the Refugee Resettlement process,” according to a chart on page 27 of the survey.

Once warned, many neighborhood groups protest against the delivery of refugees by the groups, which are dubbed VOLAGs because the official government term is a “Voluntary Agency.”

Most VOLAG respondents also argued that the federal government should not give a voice to Americans’ local governments:

Fifty-eight percent of survey respondents believe that the federal government should consult with state and local officials about resettlement but should not be required to obtain their consent before refugees are resettled. Smaller percentages believed that state and local officials should neither be consulted nor required to consent (19 percent).

Bartlett is standing in front of a map of refugee resettlement sites across the country. It is a map you cannot find anymore. Likewise as we reported recently it is no longer possible to get real time refugee arrival numbers or to learn where they were dropped off upon arrival.

Former Director of refugee admissions at the State Department, Lawrence Bartlett, the author of the introductory letter (below) to the New Site Development Guide had been pushed aside in the early Trump years, but by 2018 he was back at Population, Refugees and Migration.

I assume he is still there, but even if he isn’t, you can be sure that his deep state pals are all in place and ready to push forward if Biden succeeds in stealing the Presidency.

So we soon could be back to where we were in 2016 BT (Before Trump), having to fight in our own communities through grassroots skirmishes against Washington and its fake non-profit resettlement contractors.

And don’t expect help from Congress where the Republican chickens who rule the roost are provided their chicken scratch by massive global corporations always on the hunt for cheap migrant labor.

Don’t think for a minute that you, citizens and taxpayers, are “stakeholders!” You do not have a say!

Refugee Contractor Notices Refugee Data is No Longer Available

I know, I know, it is a little hard to pay attention to peripheral issues like refugee resettlement when the future of the country is at stake in a little over two weeks (or longer if the Dems commit massive voter fraud through mail-in balloting).

However, someone has to keep a little watch on refugee admissions. After over 13 years of following the program, I guess that is me as I drag myself from the disgusting ‘train-wreck’ news about the Biden crime family’s financial dealings in Ukraine and China.

As I mentioned here on the first of October, the State Department has decided to keep from the public major data about the refugees entering the US—data that citizens and the media have relied on for about ten years.

But, that data has not always been available to anyone who wants to look at it. When I started writing RRW in 2007 the data at the Refugee Processing Center was password-protected and only insiders could see it. I know because early-on a State Department official gave me one-time access to see data on Maryland.

A few years later, that data was open to the public and has remained so until now.

Refugee contractor World Relief has noticed that religion data is no longer available. They claim they can’t check to see how many persecuted Christians are getting in. But, you can’t check how many Muslims are gaining entry either.

And, you can’t find out in which towns and cities the refugees have been placed!

State Department refugee data on religion disappears

WASHINGTON (RNS)—The State Department no longer is making publicly available a number of statistics about refugees admitted into the United States, including their religious affiliation.

A spokesperson for the department cited two main reasons for the changes, which took place Oct. 9—the development of a new information technology system, which won’t be completed until December 2021, and concerns about privacy.

The department eventually will produce more reports after the system is completed, but the spokesperson could not confirm whether they would include religion data. Meanwhile, the “interactive reporting feature” that contained religion-related data on refugees already has vanished.

Frankly, I see this as a move put in motion by the deep state actors that have hung on at the Bureau of Population, Refugees and Migration because they anticipate a Biden presidency and don’t want us to know who exactly is getting into the country as Biden has promised 125,000 in his first year in office.

Trump Administration Admits nearly 12,000 Refugees to US in FY2020; Some Data Will No Longer be Available

The fiscal year ended yesterday and the totals are in at the Refugee Processing Center.

The exact total for the year is 11,814 the lowest number in four decades.

The ceiling for admissions had been set by President Trump at 18,000 and that number likely would have been reached except for the travel restrictions placed by the UN as the Chinese Virus spread around the world.

Of the 11,814, 2,503 (about 20%) are Muslims from mostly Burma, Iraq, Syria, Somalia and Sudan. There is NO Muslim ban.

Making up for lost time, the administration admitted 2,626 in the last 30 days, the highest monthly number for any month in the past fiscal year.

However, for me and I expect for many others tracking refugee admissions on a regular basis, you will have a shock when you see this notice at the Refugee Processing Center.

NOTICE

The Bureau of Population, Refugees, and Migration (PRM) of the U.S. Department of State is building a new IT system to facilitate refugee processing. Effective October 9, 2020 at 5:00pm ET, PRM’s Refugee Processing Center will no longer be able to provide certain previously available reports and interactive reporting will no longer be available.

Interactive reporting has been the most valuable portion of the data available and its removal will put us in the dark about which towns refugees are placed, their demographic makeup, their religions, etc.

Are the deep staters getting ready to expand in a Biden administration and want to keep us in the dark about who is coming into the country?

Do Trump’s people even know!

If you have been using that data base, you have a week to capture information through Interactive reporting. There will be broader data still available, but interactive data allowed for a deeper drill down into information over whatever time period one entered as a parameter, even on a daily basis.

I guess these will be the last maps I will be posting as they are generated at Interactive reporting.

Here is where refugees were placed (11,814) over the last 12 months (the FY runs from October 1 to September 30th of the following year).

Top ten ‘welcoming’ states are California, Washington, Texas, New York, Michigan, Kentucky, North Carolina, Pennsylvania, Arizona and Ohio.

Interesting that so many of those states are states the Dems want to control once they change enough of the people.

Some Counties Still Debating Refugee Consent even as Court has Blocked Trump Reform

Every morning I scan dozens of refugee stories and am seeing that some counties are still debating and voting to support refugee placement in their counties even as the US State Department says it has stopped seeking consent due to the success of Church World Service, Lutheran Immigration and Refugee Service and the Hebrew Immigrant Aid Society in finding a friendly court to enjoin the President’s reform initiative.

(In Minnesota the contractors sent out letters to counties to say they could stop debating the issue, and I assume that is going on elsewhere as well.)

Florida Governor DeSantis was one of a handful of Republican governors who did not say whether he was for or against more refugees for 2020 before the refugee contractors succeeded in halting the President’s reform plan.

Any governors who had not yet said yea or nay are keeping their powder dry—especially the Republican governors of Florida, Georgia and South Carolina.

I was surprised to see how few counties and states got their letters into the State Department prior to the Maryland court enjoining the whole process on January 15th.

Presumably the administration is working on a legal response, but in the meantime the US Refugee Admissions Program will continue to run as it has been for decades with the nine contractors*** pretty much calling the shots with the help of deep staters in the US State Department and the Office of Refugee Resettlement (in HHS).

Of course at least for now the number of refugees coming in has been greatly reduced (will have numbers on Saturday). And, whatever happens going forward the exercise was useful for flushing out governors and city and county elected officials who are eager to admit more impoverished people to America for you to take care of with your tax dollars.

Below is what the DOS is telling visitors to their website on the Executive Order:

Remember the consent period as described in the ‘funding guidance’ would only have been in effect from June through September so that timetable must surely be seriously impaired now.

Executive Order 13888 on Enhancing State and Local Involvement in Refugee Resettlement provides that refugees may be resettled only in U.S. jurisdictions where both the state and local governments have provided their consent. Close cooperation with state and local governments ensures that refugees are resettled in communities that are eager and equipped to support their successful integration into American society.

The requirements of Executive Order 13888 are incorporated into the annual notice of funding opportunity (NOFO) for resettlement agencies that wish to participate in the initial resettlement of refugees in the United States. The NOFO directs resettlement agencies to seek written consents for that fiscal year from the state governor’s office and the chief executive officer of the local government (county or county equivalent) for each state and locality where the resettlement agencies propose to resettle refugees. Currently, this NOFO is closed due to a January 15, 2020 preliminary injunction issued by the U.S. District Court in HIAS v. Trump, PJM 19-3346.

Executive Order 13888 provides that the Secretary of State shall publicly release any written consent of states and localities to the resettlement of refugees. The following is a list of such written consents that the Department of State had received and processed as of January 13, 2020. Currently, the Department of State is not processing or publishing such consents due to a January 15, 2020 preliminary injunction issued by the U.S. District Court in HIAS v. Trump, PJM 19-3346.
