Ten things your town needs to know as it is targeted for refugee resettlement

Editor: If that title looks familiar, then you must be a long time reader.  But, it occurred to me just this morning, answering an e-mail from a reader, that since we get new followers every day and since we have now posted 7,624 articles here at RRW, that maybe re-posting some of those from time to time might be useful.

Since the Obama Administration is in crunch time to get as many refugees (especially the Syrians) seeded into your towns as they can, I thought this post from March 2015 would be useful.

Ten things your town needs to know:

As we have been writing ad nauseam lately, the Obama Administration is now out of the shadows with its plan to “seed” towns and cities across America with diversity.

‘Seed’ is their word!  Your community is the soil into which the migrants of all sorts (legal and illegal) are being planted according to Obama’s Task Force on New Americans.   It begs the questions:  Are we being colonized?  Do they plan to replace us some day?  Sound far-fetched?  Knowing Obama, are you willing to gamble on that?

But, I realized yesterday, while thinking about the newest proposed seed community*** in Rep. Trey Gowdy’s backyard in Spartanburg, SC, that we needed a quick primer on what elected officials and citizens should know if they are being pressured to ‘welcome the stranger‘ (this guilt-tripping language is one way they pressure your town!). Update: Gowdy lost, assuming he ever tried, and Spartanburg is now an established resettlement site.

So here are my Ten Things you need to know!

1)  In most cases, the United Nations is choosing our refugees.  Topping the list right now are Iraqis, Burmese, Congolese, Somalis and Bhutanese.  The UN is pressuring the US to take a large number, 10,000 or so, Syrians.  We are bringing in refugees from countries which hate us.  Your town does not get to choose who you get!  You will receive racially, culturally and religiously diverse people, usually very different from your local population and very different from each other.  That old ‘melting pot’ concept is dead because the numbers are too high.

2)  Often the US State Department’s chosen resettlement contractor for your town, sounds like a church group, or other benign-sounding non-profit.  They may have a religious-sounding name, but know that they are being paid by the head from the federal treasury to bring refugees to your town.  It is not the case that they are passing a plate on Sunday morning to pay for this very expensive program. Here are the nine major contractors which have 350 subcontractors working for them (headquartered in over 180 cities so far).

3)  The contractor’s job is to get the refugee family their “services.”  That means they hold the refugees’ hands until they are settled usually in tax-payer subsidized housing, get them signed up for most forms of welfare including food stamps and other cash assistance, sign them up for health care and enroll the kids in school. This special class of legal immigrant is entitled to welfare!  The contractor is also paid with your tax dollars to give refugees job counseling and training.  The contractor may also be working closely with some big business (and the Chamber of Commerce) nearby which is looking for cheap labor.

4)  The contractor’s job ends in 3-6 months at which point they move on to bringing in the next fresh group of “clients,” often the relatives of the first group.  Earlier, and still struggling, refugees are left in the care of your social services department. At this point the contractors are entrenched in your town and will call you racists, rednecks and xenophobes if your citizens want to slow the flow.

5)  Your town will never get out of the program once the contractor has an office set up and staff to pay.  Many cities are trying to get out now and can’t:  Manchester, NH, Springfield and Lynn, Mass, Amarillo, TX come to mind. Because there have developed “pockets of resistance” (their words), the State Department is desperately out scouting for fresh territory.

6)  The greatest impact on your local social and economic welfare will be felt first in the school system, followed usually by the shortage of government subsidized housing.  Your school system may end up with 50 or more languages represented in the student population.  The number-one language of refugees entering the US right now is Arabic, Somali is number four. (Update: Somali has moved to number 3, here.)

7)  Refugees are permitted entry into the US with HIV/AIDS and Tuberculosis among other medical problems.  Physical and mental health challenges will most likely overburden your local health department.

8)  Your local government is responsible (Clinton-era Executive Order) for providing costly interpreters for the myriad languages being spoken in the school system, the health system and the criminal justice system should problems arise.

9)  Refugees who do find work, work at entry level jobs and minimum wage so they will still be able to benefit from many welfare programs open to low-income Americans.  Elder refugees are eligible for SSI.   The refugees are Legal Permanent Residents and can begin the citizenship process quickly.

10)  If they say they are coming to your town with the first group of refugees, there is only one thing you can do!  ASK QUESTIONS IN PUBLIC.  Demand that your elected officials get involved. Demand that a community meeting be held, for the US State Department, the Office of Refugee Resettlement (in HHS), your state refugee office (if there is one) and their contractors, to answer questions from the citizens of the town or city. Get your Member of Congress and US Senators involved too!  Don’t forget your state legislators!   The State Department and its contractors HATE to answer questions!  Tell your local elected officials you want a public hearing!  Tell your elected officials that you want the federal government and its contractors to provide a plan!

You want them to answer questions such as these below. 

Remember you have every right to know what is being planned for your town.  They will bully you, call you names and say you can’t stop them anyway, but refuse to be bullied!

Demand answers (in public)!

Who is coming?  From where and how many?

Will they stop the resettlement if the town is becoming economically or socially stressed?

What security and health screening have the refugees undergone?

How many will come each year?

Who is paying for their health care?

Who is paying to educate the children who don’t speak English and may never have attended school?

Does your town have an adequate supply of government-supported housing?  Will demands for housing crowd out American elderly, poor or disabled citizens?

Where will they work?  Do we have high unemployment already?

I’m sure you can think of others.  After getting answers (good luck!) and having a vigorous public discussion, then your town can decide based on all the facts whether you will eagerly “welcome” New Americans to your community, or not.

Endnote:  There are other refugee experts in the country, so let me know if I’m missing anything here and I’ll add it!

Update!!!  Call this #11: an experienced researcher just reminded me that concerned citizens must form a citizens’ group to research the structure of the program in your state to obtain the FISCAL and legal facts about the program as the structure can vary from state to state.

*** This post (on Spartanburg) brought in the highest number of readers we have ever had for one post over a brief two days!

The US State Department has said they won’t go where they are not wanted, but they are desperate now (too many refugees coming in and too few ‘welcoming’ towns) and are shoving refugees down the throats of reluctant communities, but you still mustn’t roll over and give up! You do have a right to determine the character of your community and how your tax dollars are spent, so continue to speak up.  Thank God, we aren’t Europe yet! 

As the November elections approach make this issue a top priority whenever you have an opportunity to meet candidates at all levels of government.  You can be sure if Hillary Clinton is elected President this program will never be reformed, but will be put on steroids.

Rutland, VT expert on mixed drinks weighs in on RRW and opposition to Syrian refugee resettlement

I had a good laugh last night when I spotted this piece on Rutland that is your classic Leftwing tactic to smear the critics (with the racist, Islamophobic label) and divide the local critics of the UN/US State Department Refugee Admissions Program from the national movement (pockets of resistance***) by smearing yours truly and Jim Simpson at the Center for Security Policy.

First here (at the Times Argus) is what the poor baby who felt he had to take a shower (after reading their facebook pages) says of the local groups in opposition to Syrian resettlement for Rutland:

This week, against my better judgment, I decided to wade into the muck to explore what those opposed to Syrian refugee resettlement in Rutland are saying on social media. I say muck, because, holy hell, my curious clicking took me to a dark, dark corner of the local Facebook community.

Opponents to resettlement have expressed consternation about being painted as uneducated bigots. While I understand the frustration of those who feel that they are being unfairly characterized as intolerant for their dissent — indeed, some folks have managed to express their opposition intelligently and eloquently — it’s hard not to draw that conclusion based on the rhetoric coming out of that camp.

Hosting extremist speakers such as James Simpson to discuss, as the Rutland Herald put it, “the coming plague of sex crimes, diseases such as latent tuberculosis and mosques led by radical imams preaching jihad,” makes it difficult not to paint the opposition as paranoid and dangerously misinformed. When the individual spearheading the effort to put the refugee issue to a city-wide vote suggests that Muslim lives are not as valuable as those of Christians, it’s hard not to dismiss the whole group as narrow-minded, Islamophobic bigots.

Besides Simpson, who the mayor calls the leader of a hate group and champion of “pockets of resistance” herelocal musician, writer and self-proclaimed mixed drink (alcoholic beverage) expert Jim Sabataso weighs in on Refugee Resettlement Watch as a hate group leader having an unduly large influence on the local people suggesting that they don’t have intelligence of their own to sort through the facts and make judgments about what is good for their own community.

Refugee Resettlement Watch: Founded by Ann Corcoran, a major voice in the anti-refugee, anti-Muslim community. The blog is also monitored by the SPLC for its extremist content.

I love it actually!  For eight or so, of the nearly 9 years, I’ve been writing about this issue, I was looking forward to the day I would be “monitored” by the SPLC because if they were truly monitoring my work they might learn something. They might learn that refugees are exploited for cheap labor and that Chambers of Commerce want refugees to buy used cars and rent Section 8 housing.
Clearly young Jim Sabataso hasn’t read many of the 7,623 posts we have written or he wouldn’t be telling local concerned citizens to stay away from RRW.
All of the issues he mentions below have been reported at RRW for nearly 9 years.  These are the primary issues we report here every day!

So there you have it. Absent from these two groups is any substantial or grounded discussion of issues of government transparency, employment, housing, education, economic impacts or support for veterans and homeless Vermonters — issues, which those in opposition have said are at the root of their dissent. “We need to look out for our own first” has been a common rallying cry, but that talking point was nowhere to be found in my search. If those opposed to refugee resettlement in Rutland want to be taken seriously and not dismissed as ignorant bigots, they best reconsider the company they keep.

I just spent the last three hours reading through Rutland’s anti-refugee Facebook groups. I need a shower. Also, my soul hurts.

A couple of related nuggets:
Be sure to read the supposed news article from the Rutland Herald last week that reads like an op-ed and also mentions the haters and extremists at RRW and the Center for Security Policy.

The article scoffs at the notion that tuberculosis could come in with the refugees, but guess what?  It is already in Vermont as we learned here this morning from the media expert (Michael Patrick Leahy) on TB in refugee populations in the US.

*** The ‘pockets of resistance’ label was originally used by the federal government to help create a propaganda campaign (the ORR actually hired a contractor to create the campaign) against any community that might question the placement of large numbers of refugees secretly in to their towns and cities. We first heard about it from federal officials in PA in 2013.  The three ‘pockets’ the feds named at that time were in New Hampshire, Tennessee and Georgia. Some of us liked the label and now there are dozens and dozens of ‘pockets of resistance’ that have grown up spontaneously throughout the US.  Welcome Rutland, VT!

The numbers for the new fiscal year (to begin on September 30th) were published here on Saturday.  Manchester, Concord and Nashua will be ‘welcoming’ a total of about 500 refugees selected by the UN and the US State Department.
Citizens concerned in those three cities should be demanding that your elected officials get a copy of the R & P Abstract (a planning document)*** that the resettlement contractors working in the state have produced.  
The document (usually kept secret) should be made public, but I’ll bet the agencies have never even mentioned that document to the mayors and councils in the three cities.

According to figures provided by Seebart, the predominant countries of origin for the projected new arrivals for both Ascentria Community Services (formerly Lutheran Social Services) and the International Institute of New Hampshire (IINH) are Bhutan, the Democratic Republic of Congo, Somalia, Sudan, Syria and Iraq. The proposed resettlement sites are Manchester, Concord and Nashua. [You will get Syrian Muslims in NH!—ed]

The International Institute of New Hampshire’s proposed caseload is for 225 individuals – 170 individuals or 25-35 families in Manchester, and 55 individuals or 10-15 families in Nashua.

Ascentria Community Service’s proposed caseload is 270 individuals: 135 individuals or 30-35 families in Concord, and 135 individuals or 30-35 families in Nashua.

When that photo was taken in 2015, someone got it wrong.  NH didn’t take 200 refugees in fiscal year 2015, but 446 according to the US State Department’s own data.
Checking that data just now I see that Manchester got 120 refugees from 9 different countries in FY2015, so for FY 2017 they will be upping that number by 50.   (Since we are still in about the middle of FY2016 I didn’t bother checking this year).
*** See Reno, Nevada’s R & P Abstract here to get an idea of what information this document contains.  Reno’s primary resettlement contractor, USCRI, is the same one operating through its subcontractor, the International Institute of NH, in New Hampshire.

Dalai Lama: Germany must not become an Arab country

These Buddhists are smarter and braver than your average Christian or Jew.  We saw that in Burma where the Buddhist monks had the courage to carry protest banners opposing Islam and the arrival of the OIC (Organization of Islamic Cooperation) in Burma.

Now here is arguably the most important Buddhist world leader, the Dalai Lama saying Germany must take in fewer Muslim migrants and only keep them temporarily.
I saw this news last week and tweeted it, but since I’ve been away more of you have sent me the story so I thought I better post it.

Agence France-Presse has reported that the leader of Tibetan Buddhism said: “When we look at the face of each refugee, but especially those of the children and women, we feel their suffering, and a human being who has a better situation in life has the responsibility to help them.

“The goal should be that they return and help rebuild their countries.”

On this last point, we agree completely especially for the US.  Many people, when they first learn about the refugee program for their towns and cities, think it is a temporary arrangement.  It is not!
