Press bullet points on President Trump's temporary moratorium on refugees

Because I am getting e-mails from the press looking for comment. Here are some bullet points that anyone is free to use.
For those many reporters who don’t know who the heck I am or what RRW is, just briefly:
This year, in July, I will celebrate the tenth anniversary of blogging about the UN/US Refugee Admissions Program (USRAP). I have written 8,235 posts to date and have no interest in spending long periods of time on the phone with reporters. Use RRW’s search function.  Maybe start with Frequently asked questions, here.

I write this blog mostly because citizens have a right to know what plans Washington has for their towns and cities. I am a firm believer in the idea that knowledge is power.

Over the years I have concluded that the program is out of control and is desperately in need of reform. 
I am paid by no one to write RRW, this has been a charitable effort on my part. I have no office, no staff, no interns!
I fully support President Trump’s EO on a moratorium on the US Refugee Admissions Program and have no comment on other aspects of the so-called ‘ban’ because many issues raised are outside of my area of expertise.
That said, although I support the short moratorium, it does not go far enough. It is an insufficient amount of time to fully investigate how the program has been administered since it was signed in to law by Jimmy Carter in 1980.
The USRAP has operated in virtual secrecy for the ten years I have followed it where local communities are kept in the dark until refugees start arriving.  Largely driven by nine major federal contractors*** who along with the US State Department collude to keep citizens from knowing what is planned for their communities.
When citizens learn what is happening and start asking questions about costs, security, cultural upheaval they are unfairly labeled racists and haters.
The USRAP as a multi-billion dollar a year industry is unsustainable and it is time Congress performed a much needed review.

The USRAP is not first and foremost driven by humanitarianism (that is the cover!), it is an effort to diversify communities, to add left-leaning voters, to change America by changing the people, to satisfy Chambers of Commerce, and to supply cheap LEGAL immigrant labor to large corporations.
President Trump should undertake the studies directed in the EO, like this one, but he must pressure Congress to review and rewrite the Refugee Act.  And, the only way to pressure the chickens in Congress is to continue the moratorium until they understand that they must reform it.
As Barack Obama learned the hard way, a phone and a pen is not sufficient for the long term. To really change a policy, a President must go through the laborious and intensive battle to change the law as the Constitution envisioned—Congress passes the bills and the President signs them into law (or not).  If that doesn’t happen, in 4-8 years we go back to square one!

*** For all the reporters who have no clue about how refugee resettlement works in America, these are the nine major federal contractors being paid with taxpayer dollars to place refugees in American towns and cities in every state but Wyoming!

The national media is looking for you! Do you want to be found?

First, an apology to my faithful readers.  I am overwhelmed with way too much news to report, with requests for information, with requests from media, with requests from some of you about conducting your facebook wars (answered that yesterday and lots of you commented), and so I apologize if I don’t answer all of your e-mails. I simply can’t! (I am trying so hard to balance my life so I don’t burn out!).
It is just me here, me and my computer.  The other side has dozens (hundreds!) of organizations, many being paid by you, the US taxpayer, sending out press releases, holding demonstrations and otherwise clamoring to be heard.
There isn’t one national group that exclusively focuses on the Refugee Admissions Program!
Members of the national media know that Donald Trump, when he signed the EO to stop some refugees and migrants from some parts of the world, was responding to you, the people who elected him.

In fact, Rasmussen reported yesterday that 57% of those surveyed last week favor Trump’s temporary moratorium on refugee resettlement.

So, perhaps in a new found desire to ‘balance’ their reporting, I have had several requests to speak to some national news outlets including the New York Times, Al-Jazeera and the LA Times.  I’ve decided to write a short post (next) with some of the things I would like to say to them.

But…..they are looking for you!

They want to talk to those of you who have been working in ‘pockets of resistance’ all across America where you have been investigating and educating your communities about cultural, economic and security problems with the UN/US Refugee Admissions Program.
They really don’t know people like you!
So, if you want to be called by the national media, send me an e-mail (I promise to look at my g-mail account, left hand side bar, later today and tomorrow).  But, put something in the subject line to catch my eye and send me an e-mail address you are willing to have passed along to reporters who are trying to find you.

One piece of the Trump executive order speaks to the issue of whether communities have any say in the refugee placement process

There is so much to try to absorb in the President’s Executive Order on refugees, but here is one portion to pay some attention to for those of you working in ‘pockets of resistance.’
It is Section 5 (g):

(g) It is the policy of the executive branch that, to the extent permitted by law and as practicable, State and local jurisdictions be granted a role in the process of determining the placement or settlement in their jurisdictions of aliens eligible to be admitted to the United States as refugees. To that end, the Secretary of Homeland Security shall examine existing law to determine the extent to which, consistent with applicable law, State and local jurisdictions may have greater involvement in the process of determining the placement or resettlement of refugees in their jurisdictions, and shall devise a proposal to lawfully promote such involvement.

Indeed this point, that local communities (and states!) have no say in the refugee resettlement process as it has been done for over 3 decades now is one of my basic complaints for the almost ten years I’ve been writing this blog.

Politico began whining about the Trump Administration giving more leeway to states here already a few days ago;

States and cities will find it easier to turn away even those refugees the Trump administration admits to the U.S. under the executive order issued Friday.

….a less-discussed provision in the order goes further, calling for the secretary of Homeland Security to “devise a proposal” to give state and local governments “greater involvement in the process of determining the placement or resettlement of refugees in their jurisdictions.”

Pro-refugee organizations worry that the provision will create a patchwork of refugee policies across the country and further politicize an already-controversial process.

“It just doesn’t make sense that the federal government would give a foreign-policy decision like that to the states and localities,” said Domenic Powell, an advocacy and policy strategist with the American Civil Liberties Union.

Powell said state and local leaders may cave to political pressure driven by fear of terrorism and “make decisions about refugees based on prejudice.”

Until now, authority to distribute resettlement grants and to place refugees in local communities has resided at the State Department. Trump’s order appears to shift at least some of these responsibilities to the Department of Homeland Security.

It is a good start!
I think it is a great idea for the Administration to study the issue, but it will take longer than a few months to get a full understanding of how communities/state governments have been shut-out while non-profit (non-elected!) federal contractors (like HIAS) have been busy SECRETLY picking new towns in which to place refugees.
I recommend the Administration hold field hearings in towns where controversy has been building about the way refugees are placed.

Trump can get the ball rolling, but ultimately Congress will have to change the law!

And, I’m going to be arguing that scrapping the Refugee Act of 1980 is the way to go, and if Congress and the President want a refugee program of some sort, they can write and sign a new law.

A word of caution about this idea of state (or local) governments deciding whether they will or will not welcome refugees!

Remember, this is America and people here legally can move wherever and whenever they want, and surely all of you would agree we don’t ever want that right taken away!
Therefore, if one state welcomes thousands of refugees, but its neighboring state does not, there is nothing to stop those thousands moving from the welcoming state to the unwelcoming state even within days and weeks of their arrival in the US.
In fact, that is happening all the time as Somalis resettled elsewhere in the country high-tail-it to Minnesota and Ohio as fast as they can to be with their own kind of people!
That is why the issue is much more challenging than it appears on the surface and I believe requires a much longer moratorium—the only thing that might ‘inspire’ a thorough review by Congress.

If you missed Fox News’ Tucker Carlson taking on Kevin Appleby here a few days ago, you might want to revisit that takedown before watching Tucker go after Hetfield and his mumbo-jumbo about how it is our duty to take in the refugees of the world, but Hetfield refuses to tell Tucker exactly how many or why it is an American value that we must adhere to.

Refugee resettlement is a taxpayer-funded industry!

We have told you about HIAS dozens and dozens of times here at RRW (archived here). Here is our most recent report on their finances—post titled:  ‘Hebrew Immigrant Aid Society lectures Trump; never mentions its pecuniary interest in refugees’
Carlson does bring up the fact that the largest percentage of their income is from taxpayers in some form or another. Indeed in that recent post on their finances (for 2014) we can only see around $6 million (of their $36 million in income that year) coming from private charitable sources.
Hetfield countered by saying they get paid (by the federal govt.) a paltry $2,075 per refugee they place in your towns and cities. 
However!  He never mentions the hundreds of thousands (millions ?) they receive from the federal Office of Refugee Resettlement for many ancillary activities.
One of my all time favorites was the HEALTHY MARRIAGE GRANTS where these resettlement contractors (and assorted ethnic self-help groups!) were granted millions to teach refugees how to have healthy marriages (this is not fake news!).
They have changed the grant since I told you about it here in 2013.  But see that HIAS was top dog in the 2009 healthy marriage sweepstakes:

For anyone (hey Trump Administration, I found some savings for you! How about auditing these non-profits!) interested in delving deeper into HIAS pot of money. Remember readers, since this non-profit group is using so much of your money, we have every right to ask what they are doing with it!
