Knowledge is Power IV: How to Find Out Who is Being Resettled and Where

Back in early November, before I launched my series of posts I’m calling Knowledge is Power (KiP) I told readers how to use the US State Department’s Refugee Processing Center sometimes simply referred to as Wrapsnet.

I’m re-posting this as part of my KiP series because I often receive e-mails from readers asking me who has been placed in their state/city/town.

As much as I would like to do the searches for you I can’t and once you learn how to do it, you can have a lot of fun searching around.

But, one note of caution, refugees can and do move and this data only applies to what is known in the industry as ‘primary resettlement.’  It is ‘secondary’ migration that is changing some communities significantly as refugees move from where they were placed by one of the nine federal contractors*** to join others of ‘their people’ in ethnic enclaves growing in many areas of the country.  They want to live with their own kind of people!

For a brief time a few years ago the Office of Refugee Resettlement (HHS) did publish information on ‘secondary’ migration but I haven’t seen any such data for a long time.

 

Here then is how to use the Refugee Processing Center database (from a post I wrote in November 2019):

Go here.

Click on ‘reports’ in the right hand corner.

Then click on ‘Interactive reporting’ (there are useful data in the other categories), but for today’s lesson it is ‘Interactive reporting’ that you want.

You will get a screen that looks like this:

For the first exercise I picked the first choice:  MAP.

A screen opens that asks for your start date and the last date. I chose November 1 to today, the 9th.  It asks for nationalities and provides a drop- down (I chose all) and I chose for sort order ‘number of individuals.’

And presto, I got this map (below) to show where 563 refugees were placed between November 1 and today.  On the page after the map I can see the numerical breakdown for all of the states that ‘welcomed’ refugees over the last week.

As usual Texas is numero uno!

(Reminder! These are just refugees admitted through the US Refugee Admissions Program, not unaccompanied alien children, not Special Immigrant Visa holders, and not asylum seekers!)

 

 

Now go back to the first screen and see your other choices for searches.  You can find out which ethnic groups were placed in which cities in your state.

When choosing parameters for the ‘arrivals by destination’ search, choose ‘fiscal year’ and ‘destination.’  Just for fun I did Minnesota.  Here are the ‘new Minnesotans’ that arrived this week [that was the first week of November 2019.—ed].

You can find out the religions of refugees arriving (although not by state). And you can even find how many kids are coming (cost to your schools!) and how many senior citizens will be coming to collect their SSI.

I’ve never been able to find out which contractors settled which refugees.  It might be there somewhere and if you find it let me know!

*** For new readers these (below) are the nine federally-funded refugee contractors that operate as a huge conveyor belt monopolizing all refugee placement in America.

A ‘religious’ message from CWS’s “ministry!” CWS is one of three federally funded contractors suing to stop the President’s effort to reform the UN-driven Refugee Admissions Program.

And, they do not limit their advocacy toward only legal immigration programs, but are heavily involved in supporting the lawlessness at our borders.

Pennsylvania: Catholic Charities Shopping for New Refugee Sites within 100-Mile Radius

And, they are accompanied by a paper company executive who wants a small community nearly 60 miles from Harrisburg, PA to ‘welcome’ refugees the company wants to employ.

I have been saying for twelve years that there is an unholy alliance between businesses seeking cheap labor and ‘religious’ resettlement contractors acting as their head hunters!

Additionally, in case you thought I didn’t have my facts, here we see clearly that this US Conference of Catholic Bishops’ subcontractor*** is talking about the 100-mile radius from their office in which refugee resettlement agencies can place refugees.

We should be thanking the President for his September Executive Order even if the contractors succeed in killing it in the courts because we are learning new things every day and citizens like those in Juniata Terrace, PA, like those in Beltrami County, MN, are being educated.

 

Catholic Charities is out and about lining up new locations within a hundred miles of Harrisburg!

 

From The Lewistown Sentinel (emphasis below is mine):

JUNIATA TERRACE–The public was out in full force Tuesday night for the Catholic Charities group presentation of their refugee resettlement plan to the Juniata Terrace Borough Council.

Catholic Charities of the Diocese of Harrisburg is 35% taxpayer funded. An additional 40% of their income is ‘service fees’ which I assume taxpayers are funding as well. http://www.cchbg.org/wp-content/uploads/2020/01/2019__Catholic_Charities_ANNUAL_REPORT.pdf

Anne Lusk and Amin Habeeb [Egyptian see here.—ed] from Catholic Charities spoke about the resettlement to the public and the council. Lusk and Habeeb wanted to lay out the facts so the council and the public had a better understanding of the program. The resettlement will not be happening any time soon. [But they are getting people primed because they think that when the Dems regain the White House, the gates will open wide.—ed]

Programs like this are popping up all over the country and Pennsylvania is no exception. Lusk spoke on the major presence of resettled refugees in areas like Lancaster County, noting that Cumberland County had also recently passed the program for their area.  [Juniata Terrace is in Mifflin County so it appears the county itself has not consented (so far).—ed]

Seeking locations within 100-mile radius!

The program is based out of Harrisburg and is attempting to resettle refugees within a 100-mile radius. These refugees are fleeing issues in their home country, whether religious prosecution, war or other struggles.

Catholic Charities lining up future locations!

For now, the charity is visiting different locations in Mifflin county to provide information to the boroughs so they can decide whether to adopt the program at a later time. The refugees who are part of the program are “very educated and very hard workers and are respectful to the community,”according to Lusk.

She has no idea if the refugees are “educated” and “respectful” because Catholic Charities, nor the county or state, is permitted to choose refugees—they will get what they get from anywhere in the world: impoverished and uneducated Congolese or demanding Somalis, or Iraqis who think low-skilled work is beneath them, for example!

We are paying for Catholic Charities to act as an employment service!

Here we see that Catholic Charities is working with business interests to supply them with workers! What the h*** ! Why are we, taxpayers, paying for this!

Donald Chapman III, president of Nittany Paper, was also present. Chapman contacted the Catholic charity for help finding workers for the paper company as they look to expand. The positions would be full-time. According to him, bringing in the refugees would not take away from the jobs for county citizens. The program is meant to have a positive impact on the local area as a whole.

The program would integrate, at most, 10 families and settle them into the area. They would have a jobs at Nittany Paper and a living space near the company, making transportation to work easier. [Living space near the company? Is the company paying for that, or are the taxpayers shelling out for the housing?—ed]

Attending members of the public expressed concerns about the program. Several citizens were worried about crime and an increase in drug problems if the resettlement were allowed. The public also expressed concern for how the community will support the influx of people. Tensions ran palpably high during the presentation, with several agruements breaking out between citizens. The Catholic Charities group will be present at next month’s Lewistown Borough Council meeting, according to Lusk.

Daniel Horowitz sounds off at Breitbart: Republican Governors Betrayed the President

Daniel Horowitz at Conservative Review has gotten his teeth firmly sunk into the issue of the deceptive and dysfunctional Refugee Admissions Program and is sounding off much more articulately than I could ever do—he says many Republicans who claim to be conservatives aren’t really in the battle over the major issue of our time (or any time), immigration.

Case in point is the number of Republican governors, endorsed by Trump, who have now turned tail and “betrayed” him, says Horowitz

He also throws sharp barbs at so-called ‘conservative’ media that is mesmerized by impeachment and what the Democrat candidates are saying at their boring debates while a major civilizational issue goes unnoticed.

BTW, I noticed that other than Tucker, Fox News did not follow the Republican governors pandering to the Left and kissing-up to the refugee contractors.  I’m not sure Texas Governor Abbott’s tough stand was even mentioned.

Daniel Horowitz: Trump-Endorsed GOP Governors Betray President’s Immigration Agenda

Most Republican governors endorsed by President Donald Trump during their gubernatorial campaigns are “betraying” the president’s immigration agenda said Daniel Horowitz, host of the Conservative Review podcast, offering his remarks on Thursday’s edition of SiriusXM’s Breitbart News Tonight with host Rebecca Mansour and special guest host John Binder.

Horowitz mentions Breitbart reporters John Binder (pictured) and Neil Munro as two conservative writers who do focus on the greatest issue for the future of America First—immigration.

Binder invited Horowitz’s comment on a federal judge’s blocking of Trump’s executive order allowing communities and states to stop refugee resettlement.

“A judge can’t affirmatively grant a visa,” explained Horowitz. “Even if the judge would be correct on the merits, there is no standing. Refugees can’t get standing to come here. So what do they do? They have non-profit groups — and this is unbelievable, it’s as self-censored as it gets — the nine VOLAG (Volunteer Agency) groups, these are the contractors that get taxpayer funds — $3.5 billion over ten years to transform our neighborhoods and our communities — they get standing to say, ‘Wait a minute. Well, if states can reject refugees, then there will be fewer of them admitted and resettled, and guess what? We’re going to get less revenue, so we have an actionable grievance.’”

Horowitz went on, “It’s the most vivid illustration of what I call, ‘social transformation without representation.’ The key decisions in a republic have to flow directly from the people or through the people’s representatives, and there’s no greater decision that a society makes than the future orientation of that society, [who] become members, the future of their communities, their neighborhoods, and here, like you mentioned, you have all unaccountable, unelected players — the U.N., State Department bureaucrats, and private, self-centered, taxpayer-funded contractors whose executives get $400,000 salaries — [transforming] our neighborhoods with no questions about the prudence of their decisions.”

Horowitz said, “Trump gave us a gift where we could decide a national civilization issue at a local grassroots level and yet the left is on the field — our side didn’t even know this was happening — they’re winning in counties Trump carried by 40 points, Burleigh County, North Dakota, and that is because 90 percent of the Republicans that are elected are on the other side. Trump endorsed most of these governors, almost all of them, and yet we have this generic tweet — ‘Tough on crime. Good on immigration.’ — and incidentally, they’re all terrible on crime and immigration.”

“Someone needs to get to the president and say, ‘Look, these guys are betraying what you started doing,’” determined Horowitz.

I’ve only snipped a small segment of Horowitz brilliant analysis of where we are on the issue of refugee resettlement and immigration generally, but indeed much of what he says applies across the board on where the Republican elected officials stand today—mostly not in the fight at all.

See my post yesterday.  I said that our side isn’t organized enough and that this episode with the governors demonstrated that. 

The three major immigration restriction groups (headquartered in the Washington, DC area) are not doing any significant grassroots organizing on the issue of refugee resettlement and so we have to establish something new and I hope to be working on rectifying that soon.

But, first, as we start to build a network, be sure to find your place in the Presidential campaign.  We need to buy another four years with Trump at the helm and he has to know that if he wins he is going to be beholden to immigration hawks!

After Maryland Judge’s Decision, What is Next?

I don’t know.  I guess we wait for the Justice Department’s response to the decision that halted the President’s first effort to reform the US Refugee Admissions Program.

Here is a brief statement from the White House immediately after learning of the decision.

Another lawless district court has asserted its own preferred immigration policy in place of the laws of the United States – and, in so doing, robbed millions of American citizens of their voice and their say in a vital issue directly affecting their communities. President Trump rightly and justly recognized that your communities are unique, and while some cities have the resources to adequately support refugees and help them be successful, not all communities can sustain the substantial and costly burden. Knowing that, the Trump Administration fulfilled a key promise by giving States and localities a seat at the table in deciding whether or not refugees will be placed in your communities. In addition, under the Refugee Act of 1980, Congress explicitly afforded the President authority over the refugee resettlement process, including by taking local consultation into account. This is a preposterous ruling, one more example of nationwide district court injunctions run amok, and we are expeditiously reviewing all options to protect our communities and preserve the integrity of the refugee resettlement process.

So what happens to the Executive Order and the process it spawned to obtain consents, or non-consents, for the placement of refugees in states and counties?  I’m assuming it all grinds to a halt for now.

News reports are coming in about how county elected officials are sighing with relief that they don’t have to go on record as for or against refugee arrivals for their towns and cities because of the court ruling.

Why did my Republican governor cave and consent to taking on an extra burden for taxpayers and more social/cultural unrest by telling the Dept. of State to send more refugees?

That is a question I got from a reader this morning.

Many reasons (pick one, or more!):

~Fear of being called an unwelcoming racist.

~He/she was getting pressure from groups on the religious Left (including the contractors) many of which financially benefit from refugee arrivals, or will benefit because they are Leftists who see a new voting block. Many are one-worlders working to destroy national sovereignty.

In some states CAIR was active (Minnesota and Maryland for sure) with their usual hammer—any gov who said no would surely be called an Islamophobe.

~Pressure from the Chamber of Commerce and their ilk which wants more refugees because refugees need housing and buy cars.

~Lobbying (and likely campaign donations) from large corporations including, global corporations that need the steady supply of cheap subservient labor—BIG MEAT and BIG POULTRY, for example.

And, I’m sure there are other less obvious reasons.

But, most importantly the governor knew that there were more in his/her state on the side of inviting refugees than there are of you who want to see the program constrained or flat out abolished.

Now that isn’t so everywhere. Here is a story from Tennessee yesterday about how one county commission struggled with the decision and ultimately did nothing on the same day that the Maryland judge slapped the President down.

It is an opinion piece (for more refugees) critical of the non-action taken at a county meeting this week. One line jumped out at me, from the Chattanooga Times Free Press as the reason the meeting ended with no action:

Their reticence to vote for the resolution, like Coppinger’s, was likely born because, as the mayor said, “you cannot overcome social media.”

Clearly the opposition to more refugees being placed in Hamilton County was of sufficient magnitude to at least stop the consent train.

The opposition to more resettlement in Tennessee may be the strongest and best organized in the nation.  The problem is every state doesn’t have the grassroots network that Tennessee has developed over the years.

We have to change that, if we expect to do battle with the juggernaut of Leftwing/Dems working with big business interests and RINO governors that are changing America by changing the people.

But, your first order of business is to buy more time by getting Donald Trump re-elected.

Knowledge is Power III: Find Out Which Refugee Contractors are Working in Your State

This is the third in my series of posts I’m calling ‘Knowledge is Power’ because it is up to you to push back on the Open Borders groups operating with taxpayer dollars to change your communities.  There is no national group working for you, so it is up to you to collect the information so that when you speak up, you have your facts.

I am also writing this series because I am getting so many e-mails from new readers asking me questions about how all this works, and I haven’t enough time in the day to answer them all (if I want to have time for other things in life!).

As I have said repeatedly, there are nine federal refugee resettlement contractors that monopolize all resettlement in the US.

They do not do their work out of charity, religious or otherwise!  They are paid millions annually from the US Treasury (see Knowledge is Power II) and oversee a vast network of subcontractors—which they call “affiliates” or sometimes “partners.”

BIG CONTRACTOR basically acts as middle man with the taxpayer-supplied millions and passes some of it through to subcontractors working in over 200 locations they have selected by working in secrecy with like-minded federal officials in the US State Department (Populations, Refugees, and Migration) and the US Dept. of Health and Human Services (Office of Refugee Resettlement).

Of course BIG CONTRACTOR doesn’t pass all of their federal funding to the subcontractor because they keep a substantial cut for themselves to pay for six-digit salaries*** of the bigwigs that run these fake charities.

And, don’t forget BIG CONTRACTOR is not just promoting this legal program, the US Refugee Admissions Program (USRAP), but acts as a key political player in the Leftwing’s efforts to open our borders and promote amnesty for illegal aliens.

Anne Richard here with Antonio Guterres, now UN Secretary General, presided over the Obama refugee program. She was actively working to add even more subcontractor offices at the end of Obama’s term.

At their peak during the Obama Administration there were about 325 subcontractors working for the big nine and we are told that due to the President’s refugee slowdown they lost about 100 offices.

In 2016, just as Obama was leaving office and they were expecting Hillary, the State Department was working with the contractors to identify at least another 40 towns and small cities for the large numbers of poor people they were planning to move to America in a Clinton presidency.

Needless to say, Trump ended that dream.

Finding your contractor and its subs….

First check out this post I wrote in December that includes a map of the US with the location of subcontractor offices marked on the map.  Find your state and your closest office.  Remember they can resettle within 100 miles of the office.  See which contractors have subcontractor offices near you.

Here is a list of the Big Nine I found at the Refugee Processing Center.

To find your subcontractors go to the contractors website and search around—you will most likely find a list of their affiliates/partners.  It gets tricky with the US Conference of Catholic Bishops because it could be a Catholic Charities that is working near you and you won’t find them listed at the Bishop’s website.

***Update*** Wrong!  I found the Bishops’ subcontractors!  Click here.

Can’t find the list on their website? Call any of the contractors and ask for their list of affiliates and while you are at it, ask for their recent IRS Form 990s.  All non-profits are required to make those available upon request.  I suspect you will get a runaround, but that will be a learning experience for you too.

Even if you are steamed, be polite any time you call any of the contractors or subcontractors—you know the old saying about catching more flies with honey!

Another option is to do what I suggested in ‘Knowledge is Power’ I and ask your state refugee coordinator for a list of all subcontractors working in your state.

Next, find their funding!

Once you have identified your subcontractor, see if you can find their IRS Form 990s, either by asking them directly or searching online.  You can use Guidestar, but sometimes you will find it on their website or simply search for the name of the agency with “Form 990” and a recent one might pop up.

The useful information—how much government (taxpayer) money they get—will appear on page 9. You can readily see the percentage of their funding that comes from taxpayers compared to what they have raised privately.

Private funding for refugee resettlement is negligible because the public isn’t eager to open wallets for this kind of work. I have said till I am blue in the face that these contractors could not survive without the huge infusion of federal dollars Ted Kennedy/Joe Biden and Jimmy Carter made possible for them.

Here for example is a screenshot of Catholic Charities of West Virginia pages one and 9 one of our concerned citizens acquired.  Although WV doesn’t get very many refugees, there is still a significant amount of taxpayer funding flowing to a ‘religious charity.’

Unfortunately, especially with smaller subcontractors, you might find all of their funding listed as “all other contributions”(making it sound like they got private funding), but I think that is a trick because their “contributor” was most likely one of the BIG CONTRACTORS and the money is from government grants and contracts.

***Although that Catholic Charities Form 990 above doesn’t show the salaries page, just for fun this is the salaries page for one of the big nine—the Manhattan-based International Rescue Committee—to remind us that the refugee industry is big business!

No wonder they are all fighting so hard against the President who has been cutting their government boodle!  But, apparently not enough as the top dogs are still getting theirs even as they shutter offices and lay off the low level staff!

Now what do you do!  You find a way to publicize what you are learning, and I recommend a statewide blog or website.

And, finally I am going to say this at the end of each of my ‘Knowledge is Power’ lessons—your first priority if you care about immigration and its impact on the future of America is to get involved to re-elect Donald Trump.

I believe it is Trump’s policies on immigration that are behind the hatred they have for the man.

Once they have significantly changed the demographic make-up of America there will no longer be an ‘America First.’
